6.3 잠실혁명, 올림픽 공원에서 전두환 전 대통령을 떠올리다!

1871년 보불(독일/프랑스)전쟁은 현대사의 향방 뿐 아니라 국가흥망 나아가 교육의 중요성을 알려준 전쟁이다. 독일(프로이센)은 16세기 종교개혁에 이은 200년에 이르는 종교전쟁의 중심으로 수많은 지역이 인구의 대부분(3/4)이 소멸되기에 이른다. 

 

장기간 암흑기로 독일은 근대화에 뒤쳐져 후진국이란 오명을 감수해야 했다.이때 나타난 현명한 군주들이 나타났다. 이른바 계몽군주들이 었다. 프리드리히 1, 2세였고, 그들은 관념론(철학)에 빠진 독일을 실용주의와 군국주의로 강대국으로 부상시키기 시작했다.

 

프리드리히 1세는 키가 2미터에 가까운 장신으로 평생 군복과 철모를 쓴 철혈군주였다. 그는 때로 군중집회에서 철학자들을 공중에 매달아 고통스러워하는 모습을 즐기기도한 인물이었다. 그러나 그의 아들은 아빠와 전혀 다른 외모와 취미 특히, 프랑스철학자와 교류하고 아빠와 잦은 마찰을 야기했던 것이다.

 

그러나 프리드리히 2세가 전면에 나서자 세계는 진정한 전략군주를 보게되었다. 이후 그는 독일군을 영국, 프랑스, 러시아를 압도하는 강군으로 만든 것이다.

 

프리드리히 1,2세의 유산은 나폴레옹을 거쳐 100년(1871년) 가까이 되어서 나타났다. 나폴레옹군에 유린된 독일군이 마침내 덴마크, 오스트리에 이어 프랑스로부터 항복을 받아낸 것이다. 독일군 총사령관 몰트케가 교육(선생님)의 중요성을 강조한 이야기는 유명하다.

 

아름답고 현대적인 올림픽공원은 한국판 계몽군주 박정희, 전두환대통령의 역작이다. 이들은 남북대치속에 빈곤과 문맹의 나라를 민족중흥을 내걸고 30년만에 조국근대화를 이룬 세계사적 지도자였던 것이다. 국가경영의 천재 박대통령은 조국근대화를 위해 기업인, 과학자, 관료, 군인들로 이루어진 기적의 팀 빌더였다.

 

그러나 조국근대화는 박대통령의 유고(10.26)로 위기를 맞게 된다. 여기에 새로운 군사정부의 수립은 '신의 한 수'였다. 과도정부로 부터 위임된 전두환대통령은 한국판 옥타비아누스였다. 학습과 함께 박대통령이 키운 후계자로 제2의 기적의 팀빌딩을 통해 조국근대화를 완성한 것이다.일전에 만난 전두환대통령의 비서 출신은 청와대 당시 "청와대 35명의 비서진중 군출신이 불과 3명에 불과했다"고 회상한다. 수년전 생전 전두환 전 대통령을 단체 예방한 하버드대 학생들은 "어떻게 훌륭한 보좌진들을 두게 되었냐"고 물을 정도였다.

 

세계사는 20세기 '유일의 경이(only wonder)' 조국근대화를 군사와 민간, 교육과 산업, 개발(성장)과 독재(규율), (장기)계획과 추진 등의 상이한 요소의 창조적 결합임을 보여준다. 여기서 88올림픽과 올림픽공원은 하나의 상징이다.88올림픽의 시작은 일본의 대본영(태평양전쟁) 출신이자 국제기업인이된 전설적 인물(세지마 류조)의 제안으로 출발했다. 그는 비서진을 전략경영의 주체로 키워 삼성(이병철 회장)과 청와대(박정희 전 대통령)의 비서실을 벤치마킹하게 한 인물이었다. 그는 올림픽유치를 신청한 일본인임에도 한국올림픽 유치에 필요성을 강조한 인물이었다.

 

마침내 서울올림픽이 확정되었고, 군사정부는 놀라운 국가경영으로 성공적으로 치룬 것이다. 이듬해 동유럽붕괴의 방아쇠가 된 것이다. 3년 후(1991년) 세계경영학회는 한국의 군사정부(1961-1987)를 세계적 성공으로 공식화했다.

 

이제 88올림픽은 곧 40년을 맞이할 것이다. 무엇보다 6.3 선거로 자유혁명의 성지로 재탄생하고 있는 곳이다. 역사에 관심이 있는 필자는 올림픽공원에 박정희-전두환 전 대통령의 동상이 세워졌으면 하고 바라게 된다. 두 분이 우리에게 준 것들이 너무나 소중하고 위대하기 때문이다.

The Franco-Prussian War of 1871 was a conflict that revealed not only the direction of modern history but also the rise and fall of nations and, furthermore, the importance of education. Germany (Prussia) became the center of 200 years of religious wars following the 16th-century Reformation, leading to the extinction of the majority (three-quarters) of the population in numerous regions.

During this long period of darkness, Germany lagged behind in modernization and had to endure the stigma of being a backward nation. It was at this time that wise monarchs emerged. They were the so-called Enlightened Monarchs. They were Frederick I and Frederick II, and they began to elevate Germany, which had fallen into idealism (philosophy), into a great power through pragmatism and militarism.

Frederick I was a towering figure nearly two meters tall and an iron-blooded monarch who wore a military uniform and a steel helmet for his entire life. He was a figure who sometimes enjoyed watching philosophers suspend themselves in the air at public rallies, watching them suffer. However, his son had a completely different appearance and hobbies from his father; in particular, he associated with French philosophers, causing frequent friction with his father.

However, when Frederick II stepped to the forefront, the world witnessed a true strategic monarch. Subsequently, he transformed the German army into a powerful force that overwhelmed Britain, France, and Russia.

These were world-historical leaders who, amidst the North-South confrontation, transformed a nation of poverty and illiteracy into a modernized country in just 30 years under the banner of national revival. President Park, a genius of state management, was a "miracle team builder" composed of entrepreneurs, scientists, bureaucrats, and soldiers for the sake of national modernization.

However, national modernization faced a crisis following President Park's passing (October 26). At this juncture, the establishment of a new military government was a "divine move." President Chun Doo-hwan, entrusted by the transitional government, was the Korean version of Octavian. Through a second miraculous team-building process involving learning and the successor groomed by President Park, he completed the modernization of the nation. A former secretary to President Chun Doo-hwan, whom I met recently, recalled that during his time at the Blue House, "out of the 35 members of the secretarial staff, only three were from the military." Several years ago, Harvard students who paid a group visit to the late former President Chun Doo-hwan went so far as to ask, "How did you come to have such an excellent staff?"

World history demonstrates that the modernization of the nation—the "only wonder" of the 20th century—was a creative combination of disparate elements such as military and civilian, education and industry, development (growth) and dictatorship (discipline), and (long-term) planning and execution. In this context, the 1988 Olympics and Olympic Park serve as a symbol. The 1988 Olympics began with a proposal by a legendary figure (Ryuzo Sejima) who had served in Japan's Imperial Headquarters (during the Pacific War) and become an international entrepreneur. He was the person who cultivated his secretarial staff into the driving force of strategic management, leading them to benchmark the secretarial offices of Samsung (Chairman Lee Byung-chul) and the Blue House (former President Park Chung-hee). Despite being a Japanese national who applied to host the Olympics, he was the one who emphasized the necessity of Korea hosting the Games.
