“비싸고 맛 없는 휴게소”..도성회 카르텔 깨고 임대료 낮춘다

브레이크뉴스 문홍철 기자= 앞으로 고속도로 휴게소의 비싼 음식값과 부실한 서비스가 근본적으로 개선될 전망이다. 

 

국토교통부는 고속도로 휴게소의 고질적인 문제를 해결하고 국민 편의를 높이기 위해, 기존의 복잡한 다단계 운영 구조를 깨고 임대료를 대폭 낮추는 고강도 휴게소 운영 개편방안을 발표했다.

 

그동안 고속도로 휴게소 음식값이 시중보다 터무니없이 비쌌던 원인으로는 한국도로공사에서 중간운영업체와 입점업체로 이어지는 다단계 유통 구조가 지목돼 왔다. 

 

중간에서 새는 수수료율이 매출액 대비 평균 33%에서 최대 51%에 달해, 과도한 임대료 부담을 안은 입점업체가 음식값을 올리거나 품질을 낮출 수밖에 없었다. 

 

이로 인한 피해는 고스란히 국민의 몫이었다. 실제, 2024년 도로만족도조사에서 이용객의 66.9%가 ‘휴게소 음취값이 비싸다’고 답할 만큼 국민적 불만이 지속돼 왔다.

 

특히, 한국도로공사 퇴직자 단체인 도성회가 자회사를 내세워 길게는 40년 동안 휴게소를 독점 운영하며 이익을 챙겨온 구조적 병폐도 드러났다. 

 

이에 국토부는 이러한 불합리한 고리를 끊어내기 위해 전문적인 공공관리회사를 설립하고, 이를 통해 입점업체와 직접 계약을 맺는 방식으로 운영 체제를 완전히 전환하기로 했다.

 

이번 개편으로 입점업체의 평균 임대료는 기존 33%에서 8%~9% 수준으로 대폭 낮아진다. 별도의 관리비가 부과되지만 이를 감안해도 기존 수수료의 절반 이하 수준이 될 것으로 예상된다. 

 

국토부는 단순히 높은 임대료를 제시하는 업체가 아니라, 맛과 서비스를 보장하면서도 합리적인 가격을 제시하는 업체가 선정되도록 입찰 제도도 개선할 방침이다. 

 

또한, 도성회와 그 자회사는 향후 휴게소 사업에서 전면 배제되며, 현재 운영 중인 6개 휴게소도 오는 9월 30일까지 즉시 매각하도록 조치했다.

 

운영 체계가 개편되면 휴게소 이용 환경이 시중 전문 매장 수준으로 편리해진다. 밤 10시면 문을 닫던 휴게소 편의점은 야간 운전자의 불편을 해소하기 위해 24시간 운영체제로 변경된다. 야간에도 도시락, 김밥, 컵라면 등 간편식을 부담 없이 먹을 수 있도록 조리 및 취식 공간이 함께 제공된다. 

 

아울러 일반 편의점에서는 흔히 볼 수 있었지만 휴게소에서는 찾기 어려웠던 1+1이나 2+1 등의 할인 행사와 통신사 포인트 적립 및 사용 혜택도 도입된다.

 

운전자가 졸음운전 방지를 위해 많이 찾는 커피 가격 역시 체감 효과가 클 것으로 기대된다. 기존에는 높은 임대료 탓에 저가형 실속 커피 매장이 입점하기 어려웠으나, 앞으로는 진입 장벽이 낮아져 현재 평균 4800원 선인 아메리카노를 2000원 이하의 가격으로 즐길 수 있게 된다. 

 

이 외에도 공급자 중심의 획일적인 메뉴에서 벗어나 유명 외식 브랜드나 지역을 대표하는 맛집을 적극적으로 유치해 이용객의 선택권을 넓힐 계획이다. 

 

휴게소 부지 내 태양광 발전 등으로 얻은 부가 수익은 냉난방 시설이나 공기질 개선 등 쾌적한 환경 조성에 전액 재투자되며, 청년 사장님의 첫걸음을 돕는 청년 매장도 함께 운영된다.
