브레이크뉴스 문홍철 기자= 서울시가 상암 디지털미디어시티(DMC)의 마지막 핵심 부지인 ‘DMC 랜드마크 용지’를 다시 시장에 내놓고, ‘Global Top 3 서울’ 도약을 위한 경제 거점 조성에 본격적으로 나선다.
서울시는 상암동 1645번지(F1)와 1646번지(F2) 2개 필지로 구성된 DMC 랜드마크 용지에 대해 10일부터 공급공고를 실시한다고 밝혔다. 이번 공고는 올 12월 10일 사업계획서를 접수하고, 12월 중 우선협상대상자 선정을 목표로 추진된다.
이번 공급은 2개 필지를 일괄 매각하는 방식으로 진행된다. 합산 면적은 3만7262.3㎡, 용지 공급 예정 가격은 감정평가액인 9241억 원이다.
특히, 이번 공고는 2023년 제6차 공고 이후 공사비 상승, 금융시장 변동성 확대 등 변화한 부동산 개발시장 상황과 업계의 의견을 적극 반영했다. 서울시는 DMC의 핵심 기능과 공공성은 유지하면서도, 민간이 실제로 사업에 착수할 수 있도록 개발기준과 공급조건을 대폭 완화했다.

자금 조달과 관련된 실행력도 높였다. 기존의 5년 균등분할납부 방식을 바꿔, 계약 체결일로부터 5년 이내 범위에서 납부 횟수와 일정, 금액을 서울시와 협의해 정할 수 있도록 했다. 또한, 중도금 반환채권 양도 특약을 신설해 금융 조달 여건을 개선하고, 장기 추진에 따른 불확실성을 줄이기 위해 제3자 양도제한 기간도 기존 10년에서 5년으로 단축했다.

우선협상대상자는 제출된 계획서를 바탕으로 종합 평가해 선정된다. 평가는 총점 1000점 만점으로 진행되며, 개발 및 건축계획에 가장 높은 310점을 배정했다. 이어 사업성평가에 300점, 기업평가에 210점, DMC 활성화 기여도에 180점을 부여해 공정하게 심사할 예정이다.
