캐나다, 60조 잠수함 사업 독일 선정..한화오션 고배

브레이크뉴스 문홍철 기자= 캐나다의 60조 원 규모 차세대 잠수함 획득사업(CPSP) 우선협상대상자 선정에서 한국이 고배를 마셨다.

 

AP통신에 따르면 마크 카니 캐나다 총리는 6일(현지시간) 핼리팩스 해군기지에서 열린 기자회견에서 CPSP 사업 우선협상 대상자로 독일 티센크루프마린시스템스(TKMS)를 최종 선정했다고 발표했다.

 

한국은 한화오션과 HD현대중공업이 '원팀'을 구성해 3600톤급 디젤전기추진 장보고-Ⅲ 배치(Batch)-Ⅱ 잠수함을 제안했지만, 독일의 2800톤급 '타입 212CD' 잠수함에 밀려 최종 선정되지 못했다.

 

다만 카니 총리는 TKMS와의 협상이 결렬될 경우 차순위인 한화오션과 협상을 개시할 권리를 보유한다고 덧붙였다.

 

CPSP는 디젤 잠수함 최대 12척을 도입하는 사업으로, 잠수함 건조 비용과 도입 후 30년간 유지·보수·운영(MRO) 비용까지 포함하면 사업 규모는 최대 60조원에 달할 것으로 추산됐다. 

 

한국은 독일 TKMS와 함께 적격후보에 오르자, 잠수함을 직접 몰고 태평양을 횡단해 현지에 파견하는 등 민군 합동 총공세를 펼쳤지만 최종 승기는 잡지 못하게 됐다. 

 

이와 관련, 방위사업청은 북대서양조약기구(NATO·나토) 회원국 간 안보 협력과 상호운용성이 결정적인 영향을 미친 것으로 분석했다.

 

이용철 방위사업청장은 7일 서울 용산구 국방부에서 기자들과 만나, 한국이 선정되지 못한 이유에 대해 "결정적인 차이는 승조원 공유까지 가능한 나토 상호운용성과 안보 협력 부분에서 발생한 것으로 보인다"고 말했다. 

 

이어 "결과는 아쉽지만 이번 도전이 성과가 없었던 것은 아니다"라며 "우리 잠수함 기술력과 산업 경쟁력을 세계 방산시장에 각인시키는 계기가 됐다"고 밝혔다.

 

방사청의 한 관계자도 "독일이 제안한 잠수함은 아직 실제 제작되지 않은 설계 단계인 반면, 한국은 실전 배치된 잠수함을 제안했고, 수직발사관 등 무장체계에서도 경쟁력이 있었다"며 "기술적 측면에서는 충분히 승산이 있다고 판단했다"고 설명했다.

 

이 관계자는 다만 "이번 결과는 캐나다의 전략적 안보 판단이 반영된 것으로 보인다. 이 같은 장애는 앞으로도 반복될 수 있는 만큼 장기적으로는 전략적 관계를 뛰어넘을 수준의 기술 우위를 확보해야 시장 진출이 가능하다"고 덧붙였다.

Upon being shortlisted alongside Germany's TKMS, South Korea launched an all-out joint civil-military offensive, including personally piloting a submarine across the Pacific to the site, but ultimately failed to secure the final victory.

 

In this regard, the Defense Acquisition Program Administration (DAPA) analyzed that security cooperation and interoperability among NATO member states had a decisive impact.

 

Meeting with reporters at the Ministry of National Defense in Yongsan-gu, Seoul on the 7th, DAPA Administrator Lee Yong-chul explained the reason for South Korea's failure to be selected, stating, "The decisive difference appears to have stemmed from NATO interoperability, which allows for crew sharing, and security cooperation."

 

He added, "While the result is regrettable, this challenge was not without results," noting that "it served as an opportunity to imprint our submarine technology and industrial competitiveness on the global defense market."
