Daejeon City Teachers' Rights Protection Committee Has ‘No’ Teacher Members… Teachers’ Union Urges Effective Measures
It has been revealed that not a single teacher is included on the Daejeon City Teachers' Rights Protection Committee, raising concerns that the representativeness and effectiveness of the teacher rights protection system are limited.
According to an analysis of Ministry of Education data received from the office of National Assembly member Baek Seung-ah by the Daejeon Teachers’ Union (hereinafter the Daejeon Teachers’ Union), as of last April, only three regions out of 17 cities and provinces nationwide—including Daejeon—had no teacher members on their city/provincial Teachers' Rights Protection Committees.
As the amendment to the relevant law, recently passed by the National Assembly, mandates a minimum 20% ratio of teacher members starting this November, the Daejeon City Office of Education is reportedly preparing to expand its membership in time for the implementation date.
According to the data, the infringement of teachers' rights remains at a serious level. The number of meetings held by the Regional Teachers' Rights Protection Committee was tallied at 4,234 for the 2024 academic year and 4,034 for the 2025 academic year, indicating that an average of over 22 meetings were held per day based on the number of academic days.
In particular, distinct differences were observed in the types of infringements on teachers' rights by school level. In the case of kindergartens, all 15 deliberations held last year involved guardians, and in elementary schools as well, 29% of all deliberations were found to be related to guardian issues.
This figure is significantly higher compared to middle and high schools, suggesting that younger students are more likely to be exposed to malicious complaints, highlighting the urgent need for an integrated complaint response system at the institutional level.
On the other hand, deliberations regarding students were concentrated in middle schools. Last year, 60.4% (2,437 cases) of the total meetings were held in middle schools, accounting for 64.5% of deliberations involving students; this suggests the need for effective separation measures and support for student guidance.
The effectiveness of the system has also come under scrutiny. As of the second semester of last year, the implementation rate for measures decided upon by guardians was only 45.8%, while 20.5% remained unimplemented. This is because current guardian measures are limited to written apologies or special education, and there is a lack of means to enforce them.
The Daejeon Teachers' Union strongly demanded an increase in the proportion of teacher members on the Daejeon City Education and Parents' Committee to over 20%, the establishment of an institution-centered complaint response system, the provision of measures to separate students who infringe on teachers' rights, and the mandatory enforcement of guardian measures.
Lee Yoon-kyung, Chairperson of the Daejeon Teachers' Union, emphasized, "In a reality where more than 22 cases of infringement on teachers' rights occur daily, comprehensive institutional improvements are urgently needed so that teachers can devote themselves to educational activities without fear."
