President Lee Jae-myung: "Korea and Italy Preparing to Elevate 'Special Strategic Partnership'"
Interview with Italian daily 'Corriere della Sera': "Italy is a key partner in South Korea's expansion of diplomacy toward Europe... South Korea's foreign policy 'security, US-light, China-light' is no longer valid; South Korea needs constitutional amendment."

President Lee Jae-myung has elevated the relationship between South Korea and Italy to a "special strategic partnership" and expressed his intention to pursue cooperative projects to jointly address the development needs of the African continent.
In an interview published on the 11th (local time) in the Italian daily *Corriere della Sera*, President Lee stated, "During this visit, based on a shared understanding of the need for development in the African continent, I plan to sign a Korea-Italy development cooperation MOU and pursue projects that can create mutual synergy."
He added, "Italy can play a key role in expanding this cooperation to the European level," noting that "Italy is a core partner for expanding Korea's diplomacy toward Europe."
He further remarked, "For Korea, strengthening relations with Italy is not merely a bilateral relationship but serves as an important stepping stone to broaden strategic cooperation with Europe," adding that "Korea is also ready to actively cooperate with Italy as a key partner in the Indo-Pacific region." He continued, "Korea and Italy are preparing to elevate their relationship to a 'Special Strategic Partnership.'" He added, "The 'Strategic Action Plan 2026–2030,' which the two countries are scheduled to adopt, aims to institutionalize cooperation in future industrial sectors such as AI, quantum technology, space, and energy transition."
Furthermore, he stated, "Future competition depends not merely on the scale of production volume, but on how effectively technology and creativity are combined." He remarked, "Just as Korea and Italy wrote a history of success together in manufacturing during the 20th century, we can create a new history of industrial innovation together in the 21st-century AI era." President Lee stated, "We will further advance our cutting-edge manufacturing capabilities in sectors such as semiconductors, batteries, displays, shipbuilding, and automobiles, and transition to a high-efficiency production system based on autonomous manufacturing by introducing AI into our key industries." He added, "Since no single country can independently manage the value chain ranging from core raw materials to semiconductors, batteries, and AI infrastructure, we will expand cooperation with European partners, including Italy, in areas such as joint research, talent exchange, clean energy, and strategic supply chains."
He also remarked, "For a long time, South Korea's foreign policy has been defined by the formula of 'security with the U.S., economy with China.' However, considering the changes in the international geopolitical environment, this dichotomous approach is no longer valid."
He continued, "South Korea must develop a new approach based on national interests by comprehensively evaluating the dynamics of competition and cooperation as well as emerging challenges, rather than simply balancing between the U.S. and China." He noted, "The ROK-U.S. alliance remains a core pillar of South Korea's foreign policy, and as China is South Korea's largest trading partner and an indispensable key player in the supply chain, industrial competition between the two nations has intensified." In addition, he stated, "Independent capability means taking direct responsibility for one's own security and becoming a trustworthy partner, rather than relying on allies," adding that "the Korean government is pursuing the transfer of wartime operational control and the expansion of defense investment."
President Lee said, "The government holds a clear and resolute vision to usher in an era of peaceful coexistence and shared growth, and the ultimate goal is to build peace without the need for fighting." He further emphasized, "In the midst of an international situation marked by overlapping complex crises such as the war in Ukraine and conflicts in the Middle East, strategic dialogue between Korea and Europe, which share free trade and multilateralism, is crucial."
He also brought up the issue of constitutional amendment once again, noting, "In Korea, the Constitution has not been amended even once in the past 39 years since the 1987 revision," and arguing that "the Constitution must be amended to reflect the realities of the times." With citizens' demands for a "re-election due to election fraud," triggered by the unprecedented shortage of ballots on the main voting day of the June 3 local elections, spreading rapidly, it remains uncertain whether arguments for a constitutional amendment will gain traction.
