이번 토론회는 지난 세 차례 국회에서 열린 「K-반도체 트라이앵글 토론회」에 이어 수도권에 집중된 반도체 생산시설의 한계를 진단하고, 광주·전남이 보유한 전력·용수·인재·AI산업·광산업·첨단패키징 기반과 연계해 7월 출범하는 광주통합특별시를 남부권 반도체 혁신벨트의 핵심 거점으로 육성하기 위한 전략을 논의하기 위해 마련됐다.
정진욱 의원이 토론회 좌장을 맡은 가운데 류상완·맹종선 광주·전남반도체공동연구소 교수, 안선주 전남대학교 전기공학과 교수가 발제에 나섰으며, 산업통상부 안홍상 반도체과장, 송재도 전남대학교 경영학부 교수, 김영백 한국생산기술연구원 나노기술집적센터장이 토론자로서 함께했다.
토론회 발제자로 참석한 반도체업계 전문가들은 광주가 차세대 반도체 산업의 핵심 입지로 성장할 수 있다는 것을 강조했다.
류상완 광주·전남반도체공동연구소 교수는 “광주는 첨단패키징과 광산업 기반을 바탕으로 차세대 광인터커넥션 기반 AI 반도체 제조의 핵심 거점으로 성장할 수 있는 만큼 정부의 적극적인 정책지원이 필요하다”고 밝혔다.
맹종선 광주·전남반도체공동연구소 교수는 “민관 합동 파운드리 팹과 첨단패키징 실증센터 등 대형 공공인프라를 유치해 광주를 설계-제조-패키징으로 이어지는 남부권 반도체 인재 양성 거점으로 키워야 한다”고 말했다.
안선주 전남대학교 전기공학과 교수는 “RE100 요구가 강화되는 상황에서 광주·전남은 분산에너지특화지역 제도와 재생에너지 잠재력을 바탕으로 RE100 반도체 생산거점의 조건을 갖추고 있다”고 밝혔다.
이어진 토론에서는 정진욱 의원을 비롯해 발제자들과 안홍상 산업통상부 반도체과장, 송재도 교수, 김영백 센터장이 정부의 반도체 산업 육성 방향과 첨단패키징·공공인프라 확충 과제, 지역 반도체 생태계 조성을 위한 지원 방안을 놓고 심도 있는 논의를 이어갔다.
정진욱 의원은 “지난 2021년부터 반도체 공장 유치를 위해 노력해 왔다. 메모리 반도체에 대한 엄청난 수요 폭증으로 반도체 공장을 즉시 확충해야 한다. 최태원 SK회장도 생산능력을 현재의 2배로 즉시 늘리겠다고 말했다. 우리 통합 광주에 새로운 기회가 왔다”고 밝혔다.
