‘불편한 동거’ 이재명 정부 1년, 공공기관장 10명 중 7명 전임 정부 인사

브레이크뉴스 정민우 기자= 이재명 대통령 취임 1년을 맞았으나, 전체 공기업 및 공공기관장 10명 중 7명은 여전히 전임 정부에서 임명된 인사들인 것으로 나타났다.

 

정부 초기 공공기관장 임기를 대통령 임기와 일치시키겠다는 공약이 제시됐으나, 현행 제도적 한계와 임기 만료 전 ‘알박기 인사’ 등의 영향으로 일괄 교체가 난항을 겪고 있다. 이에 따라 새 정부의 공공기관 개혁 및 정책 추진 동력이 조기에 확보되기 어려울 것이라는 우려가 나온다.

 

9일 리더스인덱스에 따르면 공공기관 경영정보공개시스템 알리오에 공시된 2026년 지정 공공기관 342곳의 상임 임원 임기 현황(6월 4일 기준)을 전수조사한 결과, 공석(36곳)을 제외한 306곳 중 232곳(67.8%)의 기관장이 전임 정부 시절 임명된 인사로 확인됐다. 이 중 윤석열 정부 인사는 226곳, 문재인 정부 인사는 6곳이다.

 

특히, 전임 정부에서 임명된 기관장 중 잔여 임기가 1년 이상 남은 곳은 133곳으로, 전체 공공기관의 58.8%에 달했다.

 

2024년 ‘12·3 계엄 사태’ 이후 임명된 기관장만 61명에 이르며, 이 가운데 58명은 전임 대통령 탄핵소추안 가결 이후부터 새 정부 출범 직전까지 임명된 인사들이다. 이들의 남은 임기는 최소 1년 5개월 이상이어서 당분간 신구(新舊) 정권 인사 간의 ‘불편한 동거’가 지속될 전망이다.

 

정부가 지난 1년간 임명할 수 있었던 기관장 자리는 총 78곳이었으며, 이 중 74곳의 인선이 완료됐다. 이 중 50곳이 지난 3~5월 사이 집중적으로 임명된 것으로 나타났다.

 

6·3 지방선거가 마무리됨에 따라 향후 하반기 공공기관장 인선 속도는 한층 빨라질 것으로 보인다. 현재 당장 신규 인선이 필요한 곳은 총 60곳(공석 36곳, 임기 만료 24곳)이다.

 

기관장이 부재한 공공기관은 강원랜드, 인천국제공항공사, 한국공항공사, 한국도로공사, 한국토지주택공사, 한국남동발전 등 공기업 6곳을 비롯해 준정부기관 4곳, 기타공공기관 26곳이다. 

 

공시상 임기가 만료된 공공기관은 한국가스공사(최연혜 사장), 한전KPS(김홍연 사장) 등 공기업 2곳을 포함해 총 24곳이다. 

 

이 중 한전KPS, 기술보증기금, 대한장애인체육회, 한국의료분쟁조정중재원, 한국해양수산연수원, 농림식품기술기획평가원 등 6곳은 문재인 정부 당시 임명된 기관장이 현재까지 재직 중으로, 임기만료가 1년 이상 지난 상태다. 

 

아울러 현 정부에서 신규 임명된 공공기관장들의 경력을 분석한 결과, 과거 정부 초기와 비교해 학계(교수)와 관료 출신의 비중이 눈에 띄게 증가한 반면, 정계 및 내부 승진 출신은 감소했다.

 

대표적으로 올해 2월 한국마사회 회장으로 임명된 우희종 회장(서울대 수의과대학 명예교수), 3월 취임한 김태승 한국철도공사 사장(인하대 경영대학 교수) 등이다.

 

한편, 공공기관 상임감사 자리는 총 101개다. 이 중 임기가 만료된 29곳, 공석 10곳 등 39곳은 신규 인선이 필요한 상황이다. 상임감사 임기가 1년 이상인 기관은 45곳로 집계됐다.
