[브레이크뉴스=배종태 기자] 부산시가 방위사업청 주관의 '방산혁신클러스터 함정 MRO 사업' 공모에 최종 선정됐다.
시는 지난 4월 선정된 산업통상자원부 사업과 이번 사업을 연계해 기업 지원, 인력 양성, 기반 구축, 기술개발(R&D)을 아우르는 함정 MRO(유지·보수·정비) 성장축을 완성하고, 동북아 함정정비 공급망 재편에 대응하는 글로벌 거점도시로 도약할 발판을 마련했다.
490억 원 투입해 초광역 클러스터 및 방산 품질인증센터 구축
이번에 선정된 ‘방산혁신클러스터 함정 MRO 사업’은 2026년부터 2030년까지 5년간 총사업비 490억 원(국비 245억 원)을 투입해 추진된다. 함정 MRO 공급망이 밀집한 부산, 울산, 경남과 전남이 공동으로 초광역 클러스터를 구축할 예정이며, 전담 기관인 국방기술진흥연구소가 공모를 통해 수행기관을 선정한다.
부산시는 HJ중공업을 비롯해 영도구와 사하구 일원의 수리조선 및 조선기자재 기업들의 현장 수요를 적극 반영해 사업을 구상했다. 시는 부산 강서구 일원에 ‘함정 MRO 방산 품질인증센터’를 건립해 핵심 부품의 신뢰성을 확보하고 관련 중소기업의 품질인증을 지원할 계획이다.
핵심 부품 국산화 및 미국 함정정비자격 인증 지원
품질인증센터를 중심으로 첨단 기술 개발과 중소기업 경쟁력 강화도 집중 추진한다. 주요 사업으로는 인공지능(AI) 기반 MRO용 PAUT(위상배열 초음파) 검사 로봇 개발, 혁신제품 및 단종부품 개발, 부품 국산화 등이 포함된다.
특히 글로벌 시장 진출을 위해 미 해군 함정정비자격(MSRA)과 미 함정 사이버보안 인증(CMMC) 획득을 위한 맞춤형 컨설팅을 제공한다. 이는 정부의 K-조선 비전과 한·미 조선 동맹의 핵심인 마스가(MASGA) 프로젝트를 전방위로 보조하며, 급변하는 글로벌 함정 MRO 공급망 시장을 선점하는 기반이 될 것으로 기대된다. 시는 오는 7월까지 사업단 구성을 마치고 올 하반기부터 본격적인 사업에 착수할 예정이다.
고부가가치 방위산업 전환 및 추가 공모 유치 총력
부산시는 이번 사업을 계기 삼아 단순 수리·정비 위주였던 지역 조선산업을 고부가가치 MRO 방위산업으로 고도화할 방침이다. 아울러 해군작전사령부 등 풍부한 군 인프라와 우수한 방산 기술력을 바탕으로 ‘2026년 방산혁신클러스터 국방첨단전략산업분야 공모 사업’ 유치에도 본격적으로 도전했다. 시는 이를 통해 해양방산 인공지능 전환(AX) 생태계를 구축하고 AI 기반 해양 방위산업 거점을 조성하겠다는 목표를 세웠다.
김경덕 부산시장 권한대행은 “이번 공모 선정은 지역 조선업계의 간절한 수요와 시의 노력이 맞물려 이뤄낸 결실이다”라며, “산업부와 방사청 사업의 시너지를 극대화해 대미 방산 수출 공급망을 선점하고, 함정 MRO 산업을 부산의 미래 첨단 주력산업으로 견고히 육성하겠다”라고 밝혔다.

Busan Metropolitan City announced that it has been finalized as the winner of the "Defense Innovation Cluster Naval Vessel MRO Project" hosted by the Defense Acquisition Program Administration (DAPA). This achievement follows the city’s selection for the Ministry of Trade, Industry and Energy’s (MOTIE) project last April. By combining MOTIE’s track for corporate support and talent development with DAPA’s track for infrastructure building and R&D, Busan has successfully established a comprehensive growth axis for naval vessel MRO (Maintenance, Repair, and Overhaul) to actively respond to the restructuring of the Northeast Asian naval maintenance supply chain.
Mega-Regional Cluster and Defense Quality Certification Center with a 49-Billion-Won Investment
The newly selected project will span five years from 2026 to 2030, with a total budget of 49 billion KRW (including 24.5 billion KRW in national funds). Busan will jointly push forward this mega-regional cluster alongside Ulsan, Gyeongnam, and Jeonnam—regions with the highest concentration of naval vessel MRO supply chains. The Korea Institute of Defense Technology Planning and Advancement (KRIT), the dedicated managing agency, will select the operating organization through a separate public call.
Busan designed the project blueprint by actively reflecting the on-site demands of local repair shipyards and marine equipment companies located in Yeongdo-gu and Saha-gu, including HJ Shipbuilding & Construction. Specifically, the city plans to establish the "Naval Vessel MRO Defense Quality Certification Center" in Gangseo-gu, Busan, to ensure the reliability of core components and support quality certifications for related small and medium-sized enterprises (SMEs).
Localization of Core Components and Consulting for U.S. Naval Maintenance Qualifications
Centering around the Quality Certification Center, the city will intensively drive advanced technology development and reinforce SME competitiveness. Key initiatives include developing artificial intelligence (AI)-based MRO PAUT (Phased Array Ultrasonic Testing) inspection robots, developing innovative products and discontinued components, and accelerating the localization of parts.
To facilitate entry into global markets, the city will also provide tailored consulting for securing the U.S. Navy’s Master Ship Repair Agreement (MSRA) and Cybersecurity Maturity Model Certification (CMMC). This strategy is expected to serve as a cornerstone for proactively adapting to the rapidly shifting Northeast Asian naval MRO supply chain, while fully aligning with the South Korean government’s "K-Shipbuilding Vision" and the Korea-U.S. shipbuilding alliance’s core initiative, the MASGA (Make American Shipbuilding Great Again) project. Busan plans to complete the formation of the project task force by July and officially launch operations in the second half of this year.
Shifting Toward High-Value Defense Industry and Bidding for Additional Clusters
With this project as a turning point, Busan intends to upgrade the local shipbuilding industry from low-tech, simple repairs into a high-value-added MRO defense sector. Furthermore, capitalizing on its dense military infrastructure—including the Republic of Korea Fleet Command—and excellent defense technologies, Busan has officially applied for the "2026 Defense Innovation Cluster Project in Advanced National Defense Strategic Industries." Leveraging these strengths, the city aims to secure the upcoming project to build an AI-driven transition (AX) ecosystem for maritime defense and cement its position as a central hub for the AI-based naval defense industry.
"This selection is the fruitful result of the city's continuous efforts aligned with the urgent demands of local shipbuilding industries, including HJ Shipbuilding & Construction," said Kim Kyung-deok, Acting Mayor of Busan. "We will maximize the synergy between the MOTIE and DAPA projects to preemptively secure the defense export supply chain to the United States and robustly foster the naval vessel MRO industry as Busan's future flagship high-tech sector."
