심사위원회는 140만 광주시민의 주요 공적으로 ▲빛의 혁명을 통한 민주주의 수호 ▲오월정신의 계승과 세계화 ▲위기 때마다 빛난 봉사와 연대정신 ▲시민 주도형 광주형 협치 모델 완성 ▲광주·전남 통합을 위한 시민적 결집 등을 꼽았다.
특히 시민들이 주먹밥을 나누고 응원봉을 흔들며 보여준 모습은 80년 5월의 ‘대동정신’을 현대적으로 재현했다는 찬사를 받았다. 또한 전국 최초 주민참여예산제 도입과 ‘전남광주통합특별법’ 통과를 견인한 시민들의 자발적 역량 역시 높은 평가를 받았다.

특별상 수상자로 선정된 김정호 변호사는 5·18 민주화운동 왜곡에 맞서 법적 투쟁을 벌여온 인물이다.
그는 9년간 이어진 ‘전두환 회고록’ 출판금지 소송을 승리로 이끌어 역사 왜곡에 엄중한 책임을 묻는 판례를 확립했다. 이외에도 미쓰비시 근로정신대 소송, 비상계엄 위자료 청구 소송 등을 통해 소외된 이들의 권익을 보호하고 지역사회 안전망 강화에 기여한 공로를 인정받았다.
