DL이앤씨가 경기 성남 상대원2구역 재개발 사업을 둘러싼 각종 의혹에 대해 "명백한 허위"라고 강하게 반박하며 법적 조치를 예고했다.
DL이앤씨는 13일 공식 입장을 통해 "일부 언론에서 제기한 '조합장 해임 서류당 100만원 성과급 지급' 관련 계약이나 고가 물품 제공을 약속하거나 실행한 사실이 전혀 없다"고 밝혔다. DL이앤씨 측은 해당 보도에 즉시 정정보도를 요구했으며, 민·형사상 모든 법적 수단을 동원해 대응할 방침이라고 덧붙였다.
정정보도 및 법적 조치 예고
앞서 일부 언론은 DL이앤씨가 조합장 해임 관련 서류 수거에 금전적 대가를 지급했다는 의혹을 제기한 바 있다.
DL이앤씨는 지난 4월 4일 진행된 조합 집행부 해임 총회에 대해서도 "회사 측이 주도한 것이 아니라, 조합원들이 자발적으로 소집·개최한 것"이라고 선을 그었다. 총회 장소로 자사 관리 부지(나대지)를 사용할 수 있도록 협조를 요청받아 제공한 것뿐이라는 설명이다.
아울러 당시 진행된 시공사 설명회에 대해서도 "비대위가 시공사 교체의 정당성을 조합원들이 직접 판단할 수 있도록 DL이앤씨와 GS건설 양측에 공식 요청한 것"이라고 밝혔다.
DL이앤씨 측은 총회 참석 조합원들에게 물품을 제공한 사실에 대해서는 인정하면서도 "사업 설명회에 직접 참석한 조합원들에게 감사의 의미로 소액의 기념품을 지급한 것"이라며 "어떠한 대가성도 없는 통상적 수준의 의례"라고 강조했다.
법원, DL이앤씨 시공사 지위 인정
한편 상대원2구역 재개발은 성남시 중원구 일대 약 24만 2,045㎡ 부지에 최고 29층 아파트 45개 동, 총 5,081가구 및 부대복리시설을 조성하는 대규모 사업이다.
조합 측은 현 시공사와의 계약 해지를 추진했으나, 법원이 DL이앤씨가 신청한 '시공사 해임 총회 결의 효력정지 가처분'을 인용하면서 현재 DL이앤씨의 시공사 지위가 유지되고 있는 상황이다.
재개발 사업을 둘러싼 시공사 교체 갈등이 법정 공방으로까지 번진 가운데, 향후 추가적인 법적 분쟁이 이어질지 귀추가 주목된다.
DL E&C Strongly Refutes ‘Bribery Allegations’ Over Sangdaewon District 2 Redevelopment Project

DL E&C has strongly denied various allegations surrounding the Sangdaewon District 2 redevelopment project in Seongnam, Gyeonggi Province, calling them “clearly false” and warning of legal action.
In an official statement released on May 13, DL E&C said, “There has never been any contract, promise, or execution involving the payment of a 1 million won incentive per document related to the dismissal of the union chief, nor any provision of expensive gifts as claimed by certain media outlets.”
The company added that it has demanded immediate corrections to the reports and plans to pursue all available civil and criminal legal measures.
Correction Demands and Legal Action
Earlier, some media outlets raised allegations that DL E&C had provided monetary compensation in exchange for collecting documents related to the dismissal of the union chief.
Regarding the extraordinary general meeting held on April 4 to remove the union leadership, DL E&C stated that “the meeting was not led by the company, but was voluntarily organized and held by union members.” The company explained that it merely cooperated by allowing the use of its managed vacant land as the venue after receiving a request.
The company also addressed the contractor briefing session held at the time, stating that “the emergency response committee officially requested both DL E&C and GS E&C to participate so that union members could directly assess the legitimacy of replacing the contractor.”
DL E&C acknowledged that gifts were provided to union members attending the meeting, but stressed that “small commemorative items were given only to union members who directly attended the project briefing session as a gesture of appreciation,” adding that they were “customary tokens with no quid pro quo involved.”
Court Recognizes DL E&C’s Contractor Status
Meanwhile, the Sangdaewon District 2 redevelopment project is a large-scale development covering approximately 242,045 square meters in Jungwon-gu, Seongnam. The project plans include the construction of 45 apartment buildings of up to 29 stories, totaling 5,081 housing units along with supporting welfare facilities.
Although the union had sought to terminate its contract with the current contractor, the court granted DL E&C’s injunction request to suspend the effect of the resolution passed at the contractor dismissal meeting. As a result, DL E&C currently retains its status as the project contractor.
As the dispute over replacing the contractor in the redevelopment project has escalated into a legal battle, attention is now focused on whether additional legal conflicts will follow.
