브레이크뉴스 이제항 선임기자/ 시인 = 대한민국국회(국회의장 우원식)는 6·3 지방선거를 앞두고 7일 오후 2시 20분 본회의에서 제1호 의안으로 「대한민국헌법 개정안」에 대한 수기식 기명 투표로 표결을 진행했으나, 국민의힘 의원들이 본회의 자체를 불참함으로써 재적 286명 중 178명만이 참석해 의결정족수(191명의 찬성) 미달로 투표가 불성립했다고 밝혔다.

 

우원식 국회의장은 이번 헌법개정안 투표 불성립에 대해 “39년 만의 개헌 기회를 놓쳐 국민께 송구하며, 역사의 죄인이 될까 두렵다”고 개탄했다. 이어 “개헌을 정쟁의 대상으로 삼아 국민의 뜻을 꺾어서는 안 된다”며 “12.3 비상계엄 같은 비극의 재발을 막을 '제도적 안전장치' 마련이 국회의 역사적 책무”라고 강조했다.

 

그러면서 우 의장은 표결 불참 의원들에게 헌법기관으로서의 책임을 촉구하며, “5월 8일 오후 2시에 본회의를 재소집해 다시 표결할 것”을 선포했다.

 

국민의힘을 뺀 여야 6개 정당이 제출한 개헌안에는 부마 민주항쟁과 5·18 정신의 헌법 전문 수록, 계엄요건 강화 등의 내용이 담겼다.

 

개헌안 통과를 위해서는 재적의원(286명) 3분의 2 이상인 191명의 찬성이 필요하다. 이를 위해서는 개헌안을 발의한 여야 정당 의원에 더해 국민의힘 의원 12명도 찬성표를 던져야 한다.

 

그러나 국민의힘은 지방선거를 앞두고 추진된 이번 개헌안을 정략으로 보고 반대 당론을 정한 상태로 국민의힘 의원들이 본회의 자체를 불참해 의결정족수 미달로 투표가 불성립하게 됐다.

 

또한, 이날 본회의에서는 ▲인공지능(AI) 데이터센터 구축·운영을 위한 지원 근거를 마련하고 각종 특례를 부여하는 「인공지능 데이터센터 산업 진흥에 관한 특별법안」 ▲인구 100만 이상 특례시에 행정적·재정적 특별 지원을 하고 관광지지정 등을 할 수 있도록 하는 「특례시 지원에 관한 특별법안」 ▲국가에 국민의 안전을 보호할 의무를 부여하는 「생명안전기본법안」 ▲근로자가 연차 유급휴가를 시간단위로 분할해 사용할 수 있도록 하는 「근로기준법 개정안」 ▲유가 급등으로 인한 유류비 부담 완화를 위해 운송사업자에게 유류 구매비용을 지원할 수 있도록 하는 「여객자동차 운수사업법 개정안」·「화물자동차 운수사업법 개정안」 ▲독립유공자 직계존·비속의 배우자에 대한 간이귀화 국내 거주요건을 완화하는 「국적법 개정안」 ▲학교폭력에 대한 인식 제고를 위해 '학교폭력예방의 날'을 지정·운영하도록 하는 「학교폭력예방 및 대책에 관한 법률 개정안」 ▲교원의 비대면 활동을 교육활동에 포함해 교권 보호를 강화하는 「교원의 지위 향상 및 교육활동 보호를 위한 특별법 개정안」 ▲'장애인올림픽대회' 명칭을 국제적으로 통용되는 '패럴림픽대회'로 변경하고 장애인체육·비장애인체육 간 균형발전을 도모하는 「국민체육진흥법 개정안」 ▲군인에게 헌법·법령을 준수해 직무를 수행하도록 하고 군에서 관련 교육을 실시하도록 하는 「군인의 지위 및 복무에 관한 기본법 개정안」 등이 의결됐다.
