우 의장은 이 자리에서 “독립전쟁기념공원을 조성하자는 논의는 2020년 봉오동·청산리 전투 전승 100주년을 맞아 제안된 것”이라며 “기본계획 수립 단계까지 진행됐다가 지난 정부에서 중단됐지만, 올해 연구용역 예산이 계획되면서 다시 추진될 수 있게 된 점을 매우 뜻깊게 생각한다”고 밝혔다.
