전봉준 장군을 독립유공자로 조속히 서훈해야...

독립운동사를 전공한 역사학자인 저는 전봉준 장군의 위대한 업적을 전봉준 장군 동상 앞에서 다시 한번 추모합니다. 지금으로부터 132년 전에 전봉준 장군은 동지들과 함께 1894년 3월에 우리나라를 탐관오리가 없고 신분제가 없는 민주주의 국가로 만들기 위해, 1차 동학농민혁명을 일으켜, 민주주의 혁명을 달성하였습니다. 즉 한국 민주주의의 시작은 동학농민혁명에서 시작되었습니다.

그 뒤 1894년 같은 해 음력 6월 21일에 침략자 일본군이 경복궁을 점령하고서 국왕 고종 임금을 생포하여 포로로 잡고, 친일 개화정권을 세워, 우리나라의 국권을 침탈하자, 이에 맞서 전봉준 장군은 다시 침략자 일본군을 몰아내서 국권을 수호하고자 1894년 9월에 2차로 봉기하여 동지들과 함께 항일무장투쟁을 전개하였습니다. 5천만 우리 국민이 <고등학교 한국사 교과서>를 통해 알고 있는 공주 우금티 전투, 전북 원평의 구미란 전투, 태인 전투, 그리고 전남 장흥의 석대들 전투는 전부 동학농민군이 침략자 일본군과 싸운 항일무장투쟁이었습니다. 

 

동학농민혁명 2차 봉기가 침략자 일본군을 몰아내는 항일무장투쟁이었기 때문에, 2차 동학농민혁명을 항일 독립운동이라고 한국 역사학계가 규정하고 있습니다. 즉 한국 독립운동은 2차 동학농민혁명에서 시작되었습니다. 

 

일본이 우리나라를 식민지로 만들기 전에 두 번 경복궁을 점령하였습니다. 첫 번째가 방금 말씀드린 1894년 경복궁 점령이었습니다. 두 번째가 1895년에 경복궁을 점령했습니다. 명성황후 민비를 시해하였습니다. 1895년 일본군의 경복궁 점령과 민비 시해에 맞서, 일본군을 몰아내고자 일어난 을미의병 150명에 대해 대한민국 정부는 전부 독립유공자로 포상하였습니다.  

 

이에 반해 같은 시기 1894년 일본군의 경복궁 점령과 국권 침탈에 맞서, 일본군을 몰아내고자 일어난 2차 항일 동학농민혁명 참여자에게는 대한민국 정부가 전봉준을 포함하여 단 한명도 독립유공자로 서훈을 하지 않고 있어서, 국민들의 공분을 사고 있습니다.

을미의병(1895) 참여자 150명의 서훈과 비교하여, 2차 동학농민혁명 참여자를 독립유공자 서훈에 배제하여, 지금까지 독립유공자 서훈에서 형평성과 공정성 논란이 지속되어 왔습니다. 전봉준과 같은 항일 독립투사가 지금까지 독립유공자가 아니라고 하는 사실은 독립국가인 대한민국에서 매우 부끄러운 일입니다. 도저히 이해가 되지 않습니다.

 

일본군은 3만명에서 5만명의 동학농민군을 모조리 살육하였습니다. 동학농민군 학살 작전을 수행한 자가 일본군 후비보병 독립 제19대대 미나미 고시로(南小四郞) 대대장이었습니다. 전봉준 체포 소식을 들은 미나미 고시로(南小四郞)가 1894년 12월 5일(양력 12월 31일)에 순창에 도착하였습니다.

동학농민군을 학살한 일본군 사령관인 미나미 고시로가 일본군을 거느리고 들어와서 “우리가 남하한 것은 오로지 이 한 놈(전봉준)을 잡기 위해서였으니, 함께 서로 지키면서 서울로 압송하여 추국(심문)함이 마땅하다.(日陣大隊 來言曰 吾儕之南來 專爲此一漢 則 共相看守 押送京司 推鞫當然)”(이규태, <선봉진일기>, 1894년 12월 초 7일. ; <순무사정보첩>, 아흔하나 1894년 12월 초 8일. ; <순무선봉진등록>, 1894년 12월 초 8일[同日].; <갑오군정실기>, 1894년 12월 17일 ‘소모관 임두학이 보고함’.)”라고 말하며, 미나미 고시로는 1894년 12월 7일(양력 1895년 1월 2일)에 순창에서 동학농민군을 진압하는 본부가 있는 나주 초토영으로 전봉준을 이송시켰습니다. 우리나라를 식민지화하고자 들어온 일본군, 일본군 후비보병 독립 제19대대 미나미 고시로 대대장이 항일무장투쟁의 총사령관인 전봉준을 잡기 위해 혈안이 되어 있었음을 확인할 수 있습니다. 이후 미나미 고시로가 전봉준을 심문하였습니다.

 

그 후 전봉준은 서울로 압송되어 이노우에 카오루 주한일본공사와 우치다 사다즈치 일본영사에게 심문을 받았고, 전봉준은 1895년 3월 30일(양력 4월 24일) 새벽 2시에 의금부 전옥서에서 교수형이 집행되어, 순국하였습니다. 

 

청일전쟁 연구의 대가인 일본 나라여자대학 나카츠카 아키라 교수는 2차 동학농민혁명이 ‘조선의 민족독립운동’이고, ‘동아시아 민족독립운동의 선구’라고 논문과 저서에서 주장하였습니다. 일본의 저명한 학자도 2차 동학농민혁명을 민족독립운동이라고 규정하고 있음에도, 국가보훈부는 전봉준 등 항일 동학농민혁명 참여자를 단 한명도 독립유공자로 서훈하지 않고 있습니다. 

 

유족이 있는 2차 동학농민혁명 참여자는 494명(동학농민혁명기념재단 자료 제공)에 불과합니다. 국가 예산 소요도 매우 적습니다. 22대 국회의 민주당 국회의원 6명(민형배·윤준병·강준현·박수현·이원택·안호영)이 각각 항일 동학투사들을 독립유공자로 서훈하는 법률안을 대표 발의하였습니다. 동학서훈 법률안이 어서 빨리 국회 본회의에 통과되어, 전봉준 등 항일 독립투사들의 명예가 제대로 회복되기를 바랍니다. 감사합니다.(2026 0424 전봉준 장군 순국 추모식 추모사) 습니다. hispak@hanmail.net.

As a historian specializing in the history of the independence movement, I once again pay tribute to the great achievements of General Jeon Bong-jun before his statue. 132 years ago, in March 1894, General Jeon Bong-jun, together with his comrades, launched the First Donghak Peasant Revolution to establish our country as a democratic nation free from corrupt officials and the caste system, thereby achieving a democratic revolution. In other words, the beginning of Korean democracy started with the Donghak Peasant Revolution.

Subsequently, on the 21st day of the 6th lunar month of 1894, the invading Japanese army occupied Gyeongbokgung Palace, captured King Gojong alive, and established a pro-Japanese modernization government to usurp our national sovereignty. In response, General Jeon Bong-jun rose up for the second time in September 1894 to drive out the invading Japanese army and defend national sovereignty, engaging in an armed anti-Japanese struggle alongside his comrades. Before Japan colonized our country, they occupied Gyeongbokgung Palace twice. The first was the occupation of Gyeongbokgung Palace in 1894, which I just mentioned.
