브레이크뉴스 정명훈 기자= 위성락 청와대 국가안보실장은 23일 쿠팡 문제 등 통상 현안이 핵추진잠수함 도입 등 한미 안보 협상에 영향을 미치고 있다는 지적에 대해 "일부 영향이 있는 것은 사실"이라고 인정하면서도 "안보 협상은 자체적인 완결성을 갖고 있다"고 선을 그었다.
위성락 실장은 이재명 대통령의 베트남 국빈 방문 일정에 동행해 23일(현지시간) 하노이 프레스센터에서 기자들과 만나 이같이 말했다고 뉴시스는 보도했다.
위 실장은 "안보 협의는 정치적 현실과 다양한 이슈와 연결될 수 있지만 일정한 균형 속에서 진행되고 있다"며 "쿠팡 문제는 기업 차원의 사안으로, 양국 정부 간 갈등으로 확대되는 것은 바람직하지 않다"고 말했다.
이어 "해당 사안은 법적 절차에 따라 처리하고, 안보 협상은 별도로 진전시켜야 한다는 입장을 미국 측과 지속적으로 협의하고 있다"고 밝혔다.
또한 미국 하원 공화당 의원들이 쿠팡 등 미국 기업에 대한 차별적 규제 중단을 요구하는 서한을 보낸데 대해선 "해당 서한을 주의 깊게 검토했다"며 "의원들과 접촉해 우리 입장을 설명하고 이해를 높이기 위한 노력을 이어가고 있다"고 했다.
위 실장은 전시작전통제권(전작권) 전환 시기를 둘러싼 한미 간 논의와 관련해선 "한미 공조 체계에 손상을 주지 않는 범위에서 가능한 한 조속한 전환을 추진하겠다"고 밝혔다.
이는 제이비어 브런슨 주한미군사령관이 전작권 전환 목표 시점을 2029년 1분기로 제시한 데 따른 입장이다. 앞서 브런슨 사령관은 22일(현지시간) 미국 하원 군사위원회에 출석해 "2029회계연도 2분기 이전까지 전작권 전환 조건을 달성하기 위한 로드맵을 제출했다"고 밝힌 바 있다. 반면 한국 군 당국은 도널드 트럼프 대통령 임기 내인 2028년을 목표로 추진해 온 만큼, 양측 간 시기 조율을 둘러싼 이견이 드러났다는 평가가 나온다.
