국가정보원은 7일 현빈의 ‘명예 방첩요원’ 위촉 소식을 전했다. 이번 위촉은 ‘간첩죄 개정’을 계기로, 그동안 ‘북한의 간첩을 색출·검거한다’는 협소한 의미로만 인식돼 온 ‘방첩’의 정확한 개념과 중요성을 국민에게 알리기 위해 마련됐다.
국회는 지난 2월 26일 형법 제98조 개정을 통해 간첩죄 적용범위를 ‘적국에서 외국으로’ 확대, 북한뿐 아니라 고도화된 외국의 간첩행위로부터 대한민국을 수호할 수 있는 제도적 기반을 구축했다.
방첩은 단순한 간첩 색출 행위를 넘어, 국가안보와 국익에 반하는 외국의 정보활동을 찾아내고 이를 견제·차단하기 위한 모든 대응 활동을 의미한다.
현빈은 지난 2023년 개봉한 영화 <교섭>에서도 피랍된 한국인 인질을 구하고자 끝까지 고군분투하는 ‘국정원 요원’을 연기한 바 있으며, 향후 국정원과 방첩 활동의 중요성을 널리 알리기 위한 다양한 활동을 펼칠 계획이다.
국정원 관계자는 “최근 외국에 의한 첨단기술·방위산업기밀 유출 등 국가 생존을 위협하는 사건이 빈발해 방첩의 중요성이 갈수록 커지고 있다”며 “국정원은 앞으로 ‘명예 방첩요원’ 현빈과 함께, ‘간첩죄 개정’ 이후, 빈틈없는 방첩 활동을 통해 국민 기대에 적극 부응해 나갈 것“이라고 말했다.
