기후동행카드는 월 일정 금액을 지불하면 대중교통과 따릉이·한강버스 등을 무제한 이용할 수 있는 전국 최초의 대중교통 통합정기권이다. 2024년 1월 서울시가 최초 도입한 이후 2026년 3월 기준 누적 충전 건수 2000만건 돌파, 월 이용자 약 80만명이 꾸준하게 이용하는 서울시 대표 대중교통비 지원 정책이다.
서울시는 기후동행카드에 대한 시민들의 만족과 호응도가 높은 만큼, ‘기후동행카드 페이백 대책’으로 고유가 장기화 시기에 대중교통 활성화에 기여할 수 있을것으로 판단, 추가 대책을 마련하게 됐다.
기존에는 일반기준 6만2000원 이상 사용 시 무제한 혜택이 적용됐으나, 이번 조치로 3만2000원만 이용해도 무제한 혜택을 받을 수 있도록 기준이 완화됨에 따라 시민들의 초기 이용 부담을 낮추고, 대중교통 이용 활성화 및 교통비 절감 효과가 기대된다.
이를 통해 대중교통 이용 빈도가 낮았던 승용차 이용자, 프리랜서, 학생 등 다양한 시민들도 부담 없이 기후동행카드를 선택해 이용할 수 있도록 진입장벽을 낮추고, 이들을 잠재적인 대중교통 이용자로 전환하는 효과도 기대되는 바, 약 100만명이 이용할 것으로 예측된다.
