한국교통안전공단(이하 TS)은 대학 캠퍼스 내 교통안전 사각지대를 해소하고 학생과 교직원의 안전한 통행환경 조성을 위해 ‘대학교 단지내 도로 교통안전 실태점검’을 시행한다.
대학교 단지내 도로는 차량·보행자·PM·이륜차 등 다양한 교통수단이 혼재되어 복합적인 위험에 노출되어 있지만「도로교통법」상 도로가 아니기 때문에 일반 도로에 비해 교통 및 안전관리 체계가 상대적으로 미흡한 상황으로, 지난 2024년「교통안전법」개정을 통해 TS는 대학교 “단지내 도로”의 교통안전 관리를 지원할 수 있게 되었다.
TS는 교통안전 전문기관으로서 대학 캠퍼스 내 도로의 교통안전 위험요인을 체계적으로 분석하여 각 대학의 여건에 맞는 맞춤형 교통안전 개선방안을 제시할 계획이다.
이번 점검은「고등교육법」에 따른 대학교를 대상으로 하며 교통사고 발생 이력이 있거나 교통안전 위험성이 높은 대학, 점검 이후 자체 예산을 통해 시설 개선이 가능한 대학을 중심으로 10개 학교를 선정하여 실시할 예정이다.
주요 점검 내용은 교내 ▲차량 진출입구간, ▲교차로 기하구조, ▲도로교통안전시설 설치 현황 등이며, ▲현장 조사와 ▲도로 이용자 의견 수렴을 통해 교통안전 위험 요인을 종합적으로 분석한다.
또한, 이를 바탕으로 각 대학교의 특성에 맞는 맞춤형 도로교통안전시설 및 보행 환경 개선 등 실효성 있는 대책을 마련할 계획이다.
한편, TS는 2025년 서울대학교, 전북대학교, 부산대학교 등 국내 6개 대학을 대상으로 캠퍼스 내 교통안전 위험요인을 발굴하고, 약 600여개의 개선방안을 제시하였으며, 이를 통해 대학교의 교통안전 관리 체계 강화에 기여하고 있다.
특히 점검 이후 일부 대학 내 과속비율이 약 40%P 감소하는 등 대학교 단지내 도로 교통안전 실태점검 효과를 지속적으로 모니터링하고 있다.
이번 점검은 대학의 비용 부담 없이 제공되며, 대학은 TS의 점검 결과를 토대로 자체 예산을 활용하여 시설 개선을 추진한다.
`대학교 단지내 도로 교통안전 실태점검’ 신청은 오는 16일부터 31일까지 각 대학의 교통안전 담당자가 신청서 작성 후 공문을 통해 TS에 제출하면 되며, 최종 대상 대학은 4월 중 선정하여 통보할 예정이다.

In particular, the effectiveness of the road traffic safety inspections within university complexes is being continuously monitored, noting that the rate of speeding within some universities decreased by approximately 40 percentage points following the inspections.
This inspection is provided free of charge to the universities, and based on the results of TS's inspections, universities will utilize their own budgets to implement facility improvements.
Applications for the "Road Traffic Safety Inspection within University Complexes" can be submitted from the 16th to the 31st by traffic safety managers at each university who complete the application form and submit it to TS via an official document.
