50이 넘어 지구당위원장으로 생활정치를 시작한 필자는 “대학, 논어를 통해 '부모, 형제, 자식을 사랑하는 마음으로, 국법에 정해진 대로 나라를 다스려 국민의 안정적 삶과 행복을 실현하는 것'이 정치이고 그 중심이 정책이다“라고, 주장한다. 정부와 국회는 태초에 세워놓은 정책(법)은 시대와 생활의 변천에 따라 국민의 행복한 삶을 위에 놓고 개정, 제정, 폐지하여 왔다.
그런데? 필자는 태초의 정책이 변질되어 국민 피해를 가중할 경우 새로운 정책을 입안하면서 당장 내일만 생각하는 땜 방식 정책을 무수히 보아왔다.
필자의 가슴을 뜨겁게 달구는 것이 변질된 정책이 그 변질된 정책에 위해 또다시 변질된다는 사실이다. 그것도 시장경제, 민주주의라는 이름으로, 정치이익(표)에 따라 행하여 왔다는 것이다.

정책 입안의 우선과제는 기존의 정책이 왜? 변질되었는지에 파악이다, 국민의 피해는 무엇인지를 파악하는 것이다. 국가가 곧 국민이기에 국민에게 피해가 가는 정책은 정책이 아니기 때문이다. 곧, 정책은 국민을 위에 놓고 하는 것이기 때문이다.
필자는 본질이 변질된 정책이 또다시 변질되는 정책을 보면서 “단추가 잘 못 끼워진 옷을 입고, 뻔한(예측 가능한) 미래를 방관하는 철가방과 같다”로 규정한다.
세번째 단추 구멍에 사업가와 정치꾼이 네번째 단추를 끼움으로서 옷은 주름이 지고 주름을 잡기위해(다름질) 또 다른 주름 없애는 다름질(주름을 잡는 정책)을 하는 방식이 작금의 정책이었다. 대표적인 것이 교육과 법조계에 관한 것이다.
“언제부터”인가. 대학을 나와야 중산층으로 잘 산다는 것이 대학입시의 기준이 되어버렸다. 이 기준은 SKY(서울, 고려, 연세대) 졸업자가 대한민국의 정치, 행정, 법, 경제를 주름잡고 있기 때문이다. 정부 요직의 SKY(서울, 고려, 연세대) 선배는 후배를 감싸주고 그 후배는 또 다른 후배를 감싸주면서 부와 권력을 대물림하며 남부럽지 않는 삶을 살아간다. 그러기에 SKY는 꿈의 직장(직업)으로 인식되어 초, 중, 고의 교육은 SKY(서울, 고려, 연세대) 입학을 위한 점수위주교육이 되어 버렸다.
좋은 대학 입학생이 많은 중학교, 고등학교는 좋은 학교가 되어 중, 고등학교 입시가 사회문제가 되자 이를 해소하기 위한 정책이 입시시험 폐지, 학군제도입이다. 이로 인하여 부동산(주택)투기가 날개를 달았고 대학은 부를 목적으로 하는 교육사업이 되어 버렸다. 이에 정부는 교육사업자에 편승하여 수시로 대학 입시 제도를 변경하여 주었다. 시험점수로 학과를 선택하는 제도 말이다.
앞서 언급한 “언제부터“ 시점 이전의 교육정책이 교육의 본질이다. 종심이 넘은 분들은 알고 있다 “교육이 곧 돈이고 안정적 삶이다”. 안정적인 수입(직업)으로 평생 걱정 없이 사는 방법, 즉 타고난 저마다의 소질에 따른 기술(직업, 직장)을 배우는 곳, 그곳이 학교이고 , 그곳에 하는 일이 기술교육이라는 것을.
