정동영 통일부 장관이 대북 무인기 사건에 대해 유감 표명을 한 지 3일만에 북한의 김여정 북한 노동당 부부장이 "유감 표명은 다행이며, 재발 방지 대착 강구 필요하다."는 답신을 보내왔습니다.
북측에서 비교적 유화적인 발언이 나온 것은 이재명 정부들어 처음있는 일입니다. 만년빙하에 바늘 하나 꽂는 심정으로 이재명 정부에서 오직 인내와 화해 기조로 대북 미소외교를 해온 데 따른 작은 결실이라고 생각합니다.

비록 민간인에 의한 것이라고는 하지만, 이재명 정부 하에서 남한에서 북한에 무인기가 넘어 갔다는 자체만으로도 과장해서 생각하면 도발로 간주될 수도 있는 상황인데, 정동영 통일부 장관의 시의적절한 유감 표명으로 인해 김여정 북한 노동당 부부장이 약간 변화된 반응을 보여준 점에 정동영 장관의 그간 노력을 평가하고 싶습니다.
윤석열 대북도발 세력의 집권동안 평화를 위한 노력을 하기는커녕, 오히려 남북간 국지전을 유도하여 합법적인 비상계엄 선포를 하기 위한 여러 종류의 각종 도발들을 한 나머지, 북측은 북침을 경계하여 휴전선 일대에 동서를 관통하는 삼중 철조망을 설치하였고, 과거 동서독 사이에 설치되었던 것과 비슷한 벽을 설치하였으며, 남북을 잇는 모든 도로와 다리, 그리고 철도 시설들을 파괴하면서, 그 자리에 방어막을 설치했습니다.
얼마나 윤석열 정권이 대북 망나니짓을 했으면 경제난에 시달리고 있는 북측에서 자위의 수단으로 오죽하면 그 많은 지출을 했을지 짐작이 갑니다.

평화는 돈입니다. 아니, 평화는 우리 국민의 전부입니다. 남북 사이의 평화가 보장된다면 남측은 어떤 보상이라도 해야 할 준비를 하고 있어야 합니다.
이는 우리의 국방력이 약해서가 아닙니다. 우리의 국방력은 미, 중, 러, 인도를 이어 세계 5위권이고, 각종 국방무기들이 남아돌아서 세계 각국에 어마어마한 무기들을 수출하고 있습니다.
하지만 전쟁이 나서 승리를 하면 뭐합니까? 북은 궤멸되어 폐허만 남을 것이고 남 또한 수도 서울이 폐허 상태가 될 것은 너무나 확연하지 않습니까? 폐허 속의 승리는 아무 의미가 없고, 남북 모두의 패배에 불과합니다.
아무쪼록 이재명 정부의 남북화해 공존을 위한 다각도의 노력이 결실을 맺어 남북의 동포들이 항구적인 평화 상태 속에서 안심하고 살아갈 날이 오기를 갈망합니다. 남북 상호교류, 남북 공동번영을 위한 모색은 그 다음의 일입니다. green899@naver.com

Kim Yo-jong, Vice Director of the Workers' Party of Korea, Responds to Minister Chung Dong-young's Expression of Regret over the Drone Attack

Three days after Unification Minister Chung Dong-young expressed regret over the drone incident, North Korea's Kim Yo-jong, Vice Director of the Workers' Party of Korea, responded, saying, "It's fortunate that the North Korean leader expressed regret, but we need to find a way to prevent a recurrence."
This is the first time the North has made such a conciliatory statement since the Lee Jae-myung administration took office. I believe this is a small result of the Lee Jae-myung administration's policy of patience and reconciliation toward North Korea, which has been focused on diplomacy, even if it means trying to pierce a frozen iceberg.
Although it was allegedly carried out by civilians, the mere fact that a drone was flown from South Korea to North Korea under the Lee Jae-myung administration could be considered a provocation if exaggerated. Unification Minister Chung Dong-young's timely expression of regret led to a slight change in the response of Kim Yo-jong, Vice Director of the Workers' Party of Korea, and I commend his efforts.
During the presidency of Yoon Seok-yeol, the provocative forces against North Korea, far from striving for peace, engaged in various provocations aimed at inciting a localized war between the two Koreas and declaring martial law. As a result, North Korea, wary of a potential invasion, installed a triple-layer barbed wire fence extending east to west along the Military Demarcation Line, erected a wall similar to the one built between East and West Germany, and destroyed all roads, bridges, and railway facilities connecting the two Koreas, creating a defensive barrier in their place.
The sheer scale of the Yoon Seok-yeol administration's destructive behavior toward North Korea, coupled with the sheer scale of North Korea's economic hardship, must have prompted such a massive expenditure for self-defense.
Peace is money. No, peace is everything to our people. If peace between the two Koreas is guaranteed, the South must be prepared to make any compensation.
This is not because our national defense is weak. Our national defense ranks fifth in the world, following the US, China, Russia, and India. We have a surplus of various defense weapons, and we export a tremendous amount of them to countries around the world.
But what good will it do if war breaks out and we win? Isn't it clear that the North will be annihilated, leaving only ruins, and the South's capital, Seoul, will also be in ruins? Victory amidst ruins is meaningless; it is nothing but a defeat for both North and South.
I sincerely hope that the Lee Jae-myung administration's multifaceted efforts for inter-Korean reconciliation and coexistence will bear fruit, allowing our compatriots in both Koreas to live in peace and security in a state of lasting peace. Seeking mutual exchange and shared prosperity between the two Koreas will come later.
