【브레이크뉴스 상주】이성현 기자=경북문화재단 한국한복진흥원(원장 박후근·상주시 함창읍)은 지난 2월 11일 오후 1시 30분, 여의도 국회의원회관 제1소회의실에서 ‘우리 옷 한복, 특별함을 넘어’ 국회 대토론회를 성황리에 개최했다고 밝혔다.

이번 토론회에는 한복 관련 학계·산업계 전문가 약 120명과 문화체육관광부, 경상북도 관계자 등이 참석했다. 행사는 한국한복진흥원과 ‘한복을 사랑하는 의원 모임’(공동대표 이인선 국회의원)이 공동 주관하고, 문화체육관광부와 경상북도 등이 후원했다. 생활 속에서 점차 멀어지고 있는 한복을 일상으로 되돌리기 위한 인식 개선 방안과 공공·산업 부문의 역할을 구체적으로 모색하기 위해 마련됐다.
주제 발표에서는 한복의 정체성을 유지하면서도 시대 변화에 부응하는 일상화 전략이 중점적으로 다뤄졌다.
구혜자 국가무형유산 침선장 보유자는 ‘전통 복식문화의 가치와 보전’을 주제로 발표하며, 조선시대 복식의 단아한 구성을 유지하되 활동성을 강화한 통치마, 여유 있는 저고리 등 현대 생활에 맞춘 유연한 변용을 제안했다. 또한 사회 지도층의 한복 착용 확산과 초등학교 교과과정 연계를 통한 교육 강화 필요성을 강조했다.
지수현 원광디지털대학교 교수는 ‘일상 속 한복 착용을 위한 공공부문 및 한복 업계의 역할’을 발표하며, 자연 친화적 가치에 기반한 ‘한복 정신’을 제시했다. 공공부문에는 한복 근무복 도입 확대와 지역별 수선·대여 거점센터 구축 등 인프라 조성을 주문했으며, 업계에는 세탁이 용이한 소재 개발과 확장현실(XR) 기반 가상 피팅 등 디지털 기술 접목을 통한 시장 대응을 제안했다.
조효숙 가천대 석좌교수가 좌장을 맡은 종합 토론에서는 ▲교육을 통한 인식 전환 ▲공공기관의 제도적 지원 체계 구축 ▲미래 산업으로서 한복 경쟁력 강화가 핵심 과제로 제시됐다.
김소현 배화여자대학교 교수는 한복생활의 유네스코 인류무형문화유산 등재 지원과 인재 양성을 위한 공공기관 역할을 강조하고, 우수 대여점 평가제 도입 등 신뢰 기반 조성을 제안했다.
김혜순 김혜순한복 대표는 “한복 일상화는 캠페인이 아닌 교육의 문제”라며 초·중·고 정규 교육과정에 한복의 구조와 가치에 대한 지식 교육을 포함해야 한다고 주장했다.
권혜진 한복스튜디오 혜온 대표는 한복을 미래 패션 산업으로 육성하기 위해 라이프스타일 기반 대규모 한복 축제 기획과 대학 내 전문 교육 강화 필요성을 제시했다.
안미정 문화체육관광부 전통문화과장은 “한복을 박물관 속 유물이 아닌 일상에서 살아 숨 쉬는 문화로 인식하도록 하겠다”며 한복 웨이브 사업도 디자이너의 철학과 스토리를 조명하는 방향으로 보완하겠다고 밝혔다.
박후근 한국한복진흥원장은 “이번 토론회를 계기로 일상에서 한복을 입는 문화가 확산되길 바란다”며 “논의된 제안들이 정책에 반영될 수 있도록 문체부 등 관계 기관과 긴밀히 협력하겠다”고 말했다.

"Our Hanbok, Beyond the Special" National Assembly Debate Held… Discussion on Strategies and Institutional Support for its Popularization
The Korea Hanbok Promotion Institute (Director Park Hu-geun, Hamchang-eup, Sangju-si) of the Gyeongbuk Cultural Foundation announced that it successfully held a National Assembly Debate titled "Our Hanbok, Beyond the Special" at 1:30 PM on February 11th in the first small conference room of the National Assembly Members' Hall in Yeouido.
Approximately 120 experts from academia and industry related to hanbok, as well as officials from the Ministry of Culture, Sports and Tourism and Gyeongsangbuk-do Province, attended the event. The event was co-hosted by the Korea Hanbok Promotion Institute and the "Lawmakers Who Love Hanbok" (Co-chaired by Rep. Lee In-seon), and sponsored by the Ministry of Culture, Sports and Tourism and Gyeongsangbuk-do Province. The event aimed to raise awareness of hanbok, which is increasingly becoming a part of everyday life, and to explore specific roles for the public and industrial sectors to return it to everyday life.
The presentation focused on strategies for adapting hanbok to everyday life while maintaining its identity.
Gu Hye-ja, a holder of the National Intangible Cultural Heritage title of Chimseonjang, presented on the topic of "The Value and Preservation of Traditional Costume Culture." She proposed adapting the elegant structure of Joseon Dynasty clothing to modern lifestyles, including the chima (traditional Korean dress) for enhanced mobility and the loose-fitting jeogori (traditional Korean dress). She also emphasized the need for expanding the wearing of hanbok among social leaders and strengthening education through integration into the elementary school curriculum.
Professor Ji Soo-hyun of Wonkwang Digital University presented on "The Role of the Public Sector and the Hanbok Industry in Everyday Hanbok Wearing," proposing a "Hanbok Spirit" based on eco-friendly values. She urged the public sector to expand the adoption of hanbok work uniforms and establish infrastructure, including regional repair and rental centers. For the industry, she suggested developing easy-to-wash materials and incorporating digital technologies, such as virtual fittings using extended reality (XR).
The general discussion, moderated by Professor Cho Hyo-sook of Gachon University, highlighted the following key challenges: ▲ changing perceptions through education, ▲ establishing an institutional support system for public institutions, and ▲ strengthening the competitiveness of hanbok as a future industry.
Professor Kim So-hyun of Baehwa Women's University emphasized the role of public institutions in supporting the UNESCO Intangible Cultural Heritage of Humanity registration of hanbok lifestyles and fostering talent. She also proposed establishing a foundation of trust, including the introduction of an evaluation system for excellent rental stores.
Kim Hye-soon, CEO of Kim Hye-soon Hanbok, stated, "The everyday use of hanbok is not a campaign, but an educational issue," and argued that knowledge about the structure and value of hanbok should be included in the regular curriculum of elementary, middle, and high schools.
Kwon Hye-jin, CEO of Hanbok Studio Hyeon, suggested the need for large-scale, lifestyle-based hanbok festivals and strengthening specialized education within universities to foster hanbok as a future fashion industry.
Ahn Mi-jung, Director of the Traditional Culture Division of the Ministry of Culture, Sports and Tourism, stated, "We will promote the recognition of hanbok as a living, breathing culture, not a museum artifact." She also announced that the Hanbok Wave project will be supplemented to highlight the philosophies and stories of designers.
Park Hu-geun, President of the Korea Hanbok Promotion Institute, said, "I hope this forum will serve as an opportunity to spread the culture of wearing hanbok in everyday life." He added, "We will work closely with the Ministry of Culture, Sports and Tourism and other relevant organizations to ensure that the proposed changes are reflected in policy."
