국회 국토교통위원회 소속 김두관 의원(더불어민주당/경남 양산을)이 JDC·도로공사·주택도시보증공사로부터 제출받은 자료에 따르면, 해당 기관들은 시중금리와 비교해‘초저금리’의 대출을 직원들에게 제공하고 있는 것으로 나타났다. 한은 기준금리 인상에 따라 변동형 주택담보대출 금리가 연내 7%를 넘을 거란 관측이 나오는 가운데 일반 국민의 박탈감이 클 것으로 보인다.

 

제주국제자유도시개발센터(JDC)의 경우 2021년 기준 주택자금 1%, 생활안전자금 1.5%, 학자금은 무이자 등의 금리로 사내대출을 운영하고 있다. 그 결과 총 30억원 가량의 특혜성 대출이 이뤄지고 있다. 또 상환기간도 2030년~2035년으로, 최장 15년에 걸쳐 상환할 수 있다.

 

한국도로공사는 지난해까지 1%대의 금리로 사내대출을 제공했다. 2021년 기준 주택구입·임대주택 대출금리는 각각 1.95%로, 1.8%에 연말 인정과세를 더해 책정했다. 상환 조건도‘5년 이내 거치 20년 이내’다. 올해 8월부터는 5년 이내에는 한국은행 공표 금리를 적용하고, 5년 초과 시에는 법인세법에 따른 당좌대출이자율을 적용하기로 했다.
