최혜영 의원 "건강보험 저소득층 부담률 3배 더 많아" 개정안 발의

이에 국회 보건복지위원회 소속 최혜영 의원(더불어민주당)은 지난 23일 보다 공평한 소득중심의 건강보험 부과체계를 위해 「국민건강보험법 일부개정법률안」을 대표발의했다.

현재 건강보험 지역가입자는 소득 및 재산을 등급별로 점수화하여 해마다 정해지는 부과점수당 금액(2022년 205.3원)을 곱하여 건강보험료를 산정·부과하고 있다.

 

그러나 그동안 지역가입자의 보험료를 산정하는 기준인 ‘등급별 점수’가 소득에 따라 일정하지 않아 공평하지 못하다는 지적을 받아왔다.

 

실제로 소득등급별로 소득 대비 보험료 비중을 살펴본 결과, 저소득 구간(100만원초과~120만원이하)인 1등급의 연간소득보험료는 202,015원으로 연간100만원 소득자는 20.20%를 부담하지만, 고소득 구간인 97등급(11만4천만원초과)의 연간소득보험료는 79,751,659원으로 11억4천만원이 넘는 고소득자는 7.00%만 부담하게 된다.

 

공평해야할 건강보험 부과체계에서 저소득층의 부담률이 고소득층보다 약 3배나 많은 역진적인 문제가 발생하고 있었던 것이다.
