손학규 대통령 출마...중도표 결집으로 이어지길...

흔히, 한국의 대통령 선거를 피자에 비유한다. 피자는 둥그렇다. 피자를 접으면 2분의 1, 절반이 된다. 대통령 선거에서 그 어떤  후보든지 절반을 차지하면 승리자가 된다. 한국형 대통령 선거는 진보진영과 보수진영의 대결이어서 중도 성향의 표(票)를 많이 가져오는 쪽이 대선의 승리를 좌우한다.

 

손학규 바른미래당 전 대표가 11월29일 대선출마를 선언했다. 아직까지는 무소속이다. 손학규의 성향은 중도 성향이랄 수 있다. 학생 때는 민구화 운동에 가담했지만, 정치적으로 김대중 노선을 따른 중도파(中道派)였다.

 

손학규는 출마선언문에서 “포스트 코로나와 4차산업혁명 시대의 국가적 명운을 가를 대한민국의 새로운 미래를 두고 벌이는 대선이 “누가 덜 나쁜 놈인가?”를 가르는 선거여야 하는 것이 가당키나 한 말입니까? 문제는 정치입니다. 승자가 모든 것을 차지하고 패자는 모든 것을 잃어버리는 승자독식 패자전몰의 제왕적 대통령제가 그 주범입니다. 청와대 비서실이 내각과 국회의 상전이 되어있는 나라입니다. 대통령이 검찰과 사법부를 장악하고 있는 제도입니다. 제왕적 대통령제와 거대 양당제는 오직 갈등과 분열, 대립과 투쟁만을 조장할 뿐, 대한민국의 새로운 미래의 길을 열어나갈 수 없습니다“면서 ”정치를 바꿔야 합니다. 제도를 바꿔야 합니다. 저 손학규가 하겠습니다. 통합의 정치를 열어 ‘편 가르지 않는 나라’를 만들겠습니다. 증오와 분열의 정치를 치유와 화합의 정치로 만들겠습니다. 부정의 리더십을 긍정의 리더십으로 바꾸겠습니다. 개헌으로 1987년 체제를 청산하고 7공화국을 열겠습니다. 대통령이 감옥 안가는 나라를 만들겠습니다. 불행한 대통령이 없는 나라를 만들겠습니다. 양당제 국회를 다당제 국회로 바꿔 싸우지 않는 국회를 만들겠습니다. 한마디로, 대통령제를 폐지하고 의회중심의 연합정치라는 새로운 길을 열겠습니다“고 피력했다.

 

이어 “다음 대통령에 반드시 필요한 리더십은 최소한 다음의 세 가지입니다. 첫째, 새로운 시대정신으로 대한민국을 미래로 이끌 비전의 리더십, 둘째, 분열과 갈등을 극복할 통합의 리더십, 셋째 헌법을 개정하고 의회 정치로 이끌 민주주의 리더십입니다”라고 전제하고 “이번 대선은 저에게 주어진 소명을 완수하는 대선입니다. 저는 돈도 조직도 없습니다. 화려한 공약도 없습니다. 캠프도 없이 광야에서 홀로 외치는 심정으로 국민에게 직접 호소하는 ‘나홀로 대선’입니다. 그 어려움을 제가 몰라서 그러는 게 아닙니다. 그러나 누군가는 이 일을 해야 합니다. 그것을 제가 하겠다는 겁니다. 그 어떤 개인적 수모도 다 받아들이고 대통령제 아래서 양당제의 극한 대결의 정치를 청산하고 합의에 의한 의회민주주의 정치가 뿌리 내리는데 마지막 헌신을 하고자 합니다”고 강조했다,

 

손학규의 대선 판(版) 등장은 중도 한국을 만들어가는 행보였으면 한다. 현재 진행되는 진보-보수진영의 피 튕기는 대결은 과거 나쁜 것 들춰내기의 연속이다. 진보-보수 후보 가운데 누가 당선되든, 부작용이 심각할 수 있다, 이에 대해 손학규는 “대통령 선거가 나라를 이끌 비전은 보여주지 못한 채 상대를 헐뜯고 조롱하는 네거티브 캠페인에 몰두하고 있다”면서 “누구 한 명이 대통령이 되면 나머지 한 명은 감옥에 갈 것이라는 말이 나도는 선거를 치르고 있다”고 지적했다.
