지난 21일 과학기술방송정보통신위원회 국정감사에서 홍석준 의원은 증인으로 출석한 네이버, 카카오, 쿠팡 등 유니콘 플랫폼 대표들에게 일부 불합리한 서비스 개선에 대한 지적과 함께 지역 및 컨텐츠 제작사와의 상생에 이들 플랫폼 기업이 앞장서야 한다는 의견을 제시했다.
홍석준 의원은 EU에서 추진하는 ‘디지털 마켓 액트’를 언급하며 독점 플랫폼이 보유한 데이터를 가맹소상공인이 무료로 사용할 수 있게 하고 제3의 온라인 검색 사업자가 요청하는 경우 합리적이고 비차별적인 조건으로 랭킹, 검색 등에 대한 데이터 접근을 허용하는 법안에 대해 설명했다.
또한 홍 의원은 “EU 등 선진국의 디지털세는 글로벌한 문제이기도 하지만 국가에서 보면 지역별 문제이기도 하다며, 플랫폼 기업의 경우 수익은 전 세계, 전 지역에서 얻지만, 세금이나 고용창출은 본사가 있는 곳에만 나오고 있다”며 “신세계의 경우 광주 신세계와 대구 신세계를 별도 법인으로 해서 해당 지역에 세금을 내는 형태를 취하고 있다. 지역과의 상생을 위한 방안이 무엇인가?”라며 디지털세에 대한 질문을 이어갔다.
이에 네이버 이해진 글로벌투자책임자(GIO)는 “플랫폼 기업을 지역으로 할당할 수 있는지에 대한 고민해 해보지 못했다”며, “사회적 합의가 필요한 사항이라고 생각한다”고 답변했다.
아울러 홍석준 의원은 콘텐츠 제작자와 상생방안과 관련해 “오징어게임을 비롯해 우리나라의 독창적인 콘텐츠가 전 세계를 지배하고 있는데, 네이버에서도 K-웹툰, 스노우, 제페토 등 새로운 시장을 개척하고 있다. 결국, 이것을 어떻게 지속적으로 시스템화 할 것인가의 문제”라며, “콘텐츠 생산 시스템을 기존의 선공급 후계약에서 선계약 후공급으로 제도화할 필요가 있다”고 강조했다.
김범수 카카오 이사회 의장은 “저는 넷플릭스의 선계약 후공급 구조가 플랫폼 구조보다 나쁘다고 생각한다”며 “오징어게임이 성공해도 그 이상의 수익을 가져갈 수 있는 것이 아니다”라고 말했다.
