포스코와 현대제철, 버려지던 굴 껍데기 제철 부원료로 재활용

포스코는 현대제철과 패각 성분이 ‘소결공정’에서 사용되는 석회석의 성분과 유사하다는 점에 착안하여 전남 여수 패각 가공 전문업체인 여수바이오와 함께 석회석을 패각으로 대체할 방안을 공동 연구해왔으며, 지난 15일 여수바이오가 국립환경과학원으로부터 패각 재활용환경성평가 승인을 획득함에 따라 패각을 제철 부원료로 활용할 수 있게 됐다고 16일 밝혔다.
 

소결공정은 가루 형태의 철광석을 고로에 투입하기 적합한 소결광 형태로 가공하는 과정으로, 석회석은 소결광의 형태를 구성하고 성분을 조절하는 역할을 한다.

 

패각은 전국적으로 연간 30~35만 톤 정도 발생되나 그동안 활용처 제한으로 어촌 지역에 방치되기 일쑤였다. 해양수산부에 따르면 경남 및 전남 어촌에 패각 폐기물 92만 톤이 수년째 방치되어 있으며, 이는 폐수와 분진, 냄새 등을 유발하여 환경오염의 원인으로 지목돼왔다.

 

그러나 철강업계가 제철공정에서 패각을 재활용하게 됨으로써 지역 환경문제 해결은 물론 석회석 대체재 활용을 통한 자원 절약과 경제성 확보도 가능해져 일석삼조의 효과를 거둘 수 있게 되었다.

 

해양수산부도 적극적인 지원에 나섰다. 해양수산부는 지난 7월 수산부산물을 친환경적으로 처리하고 재활용을 촉진하기 위한 ‘수산부산물 재활용 촉진에 관한 법률’을 제정하고, 패각 폐기물의 재활용이 용이하도록 기준을 마련하기로 했다. 나아가 산업 경제성 향상과 연안환경보호를 골자로 하는 5개년 기본계획 수립을 통해 제도, R&D, 인프라 등을 체계적으로 지원해 나가기로 했다.

포스코케미칼은 석회석 대신 패각을 활용하여 생석회를 제조하는 기술 개발이 완료 단계에 접어들고 있으며, 해당 기술이 적용되면 포스코그룹은 제선부터 제강까지 철강공정 제반에서 ESG 경영을 실천할 수 있을 것으로 기대하고 있다.

 

버려진 패각 약 92만 톤을 제철공정에 활용할 경우 소나무 약 3억 그루를 심는 것과 유사한 효과인 약 41만 톤의 CO2 감축 효과를 거둘 수 있을 것으로 전망된다.
