[인터뷰] 주명룡 대한은퇴자협회 대표 “정년 70세로 높이면 노인층 소득 늘어”

"고령화 지수 대폭 떨어지고 사회 활력 높아 질 것" 주장

한국은 2000년부터 초고령화 사회로 들어섰다. 생산인력 15~64 세는 급감한 반면, 올해부터 베이비부머 세대 고령자는 매년 늘어난다. 하루에 2만 명이 정년 퇴직하는 상황에서 연금도 못 받고 노후 일자리도 불안하다. UN이 '배우며 오래 일하는 사회'(Learning and Working Longer)를 강조하고 있지만, 정치권과 정부는 팔짱만 끼고 있다. 미국은 1978년에 시행한 '70세 정'을 1986년에 영구 폐지했다.  캐나다도 65세 정년제를 두고 있지만 퇴직강제법이 없다. 각국마다 정년을  늘리거나 아예 없애고 있다. 대한민국에 들이 닥친 고령화 문제와  심각한 인구절 저출산, 인구절벽, 저생산, 저성장, 세대간 갈등, 고용연장 문제 등에 대해 주명룡 대한은퇴자협회 경제사회문화발소 대표를 만나 들어본다. 다음은 인터뷰 전문 내용이다.

 

- 한국은 세계에서 가장 빠른 고령화 사회다. 2040년이면 전체 노인 인구가 20%가 될 전망이다. 저 출산 문제도 심각하다. 한국사회의 고령화 문제가 발등에 불이 되었지만, 정치권과 정부대책은 어떤지 짚어 달라.

 

▴ 정부 대책은 있다. 없는 게 아니다. 너무 많다고 할 정도로 많다. 다만 질이 문제다. 노무현 정부 당시 저희 대한은퇴자협회(이하 은퇴자협회)가 미국의 백악관처럼 고령화 관련 대통령 주재 회의를 청와대에 건의했는데, 의외로 받아 들였다. 그때 처음으로 청와대 행정관과 함께 인구고령화 대책 TF를 꾸렸다. 지금 생각하면 노무현 정부 때 호흡이 제일 잘 맞았다. 박자가 정말 빨랐다. 청와대 앞에서 1인 시위를 할 때도 행정관이 즉각 뛰어 나올 정도로 신속했다. 그 후 제가 그동안 20년간 NGO 활동을 하면서 수 십 차례 청와대 앞에서 시위를 했지만, 단 한번도 행정관이 나온 걸 본적이 없다. 노무현 정부 때는 행정관이 수시로 나왔다. ‘보내준 보도자료 잘 봤습니다. 이 문제를 우리가 도와 드리겠습니다.’고 정도로 적극적이었다. 시위할 때는 오히려 다른 시위자들과 섞여 시위 하지 말고 청와대 안쪽으로 들어와서 하라고 안내할 정도였다.

 - 노인문제를 외면하는 이유를 무엇이라 보는가.

 

▴ 올해만 해도 청와대 앞에서 7~8번 시위했지만 누구 하나 나오지 않았다. 대통령에 게 청원서를 내면, 엉뚱한 국민권익위원회나 고용노동부,  보건복지부 등 관련 사무관으로부터 연락이 오는데, '왜 당신들이 왜 이 일을 하느냐'고 따지면 '위에서 이첩이 와서 어쩔 수 없다'며 웃을 뿐이다. 지금 제도가 없는 게 아니다. 방법도 다 알고 있는데, 노령화 문제를 급선무로 안보고 있다. 누구도 급하게 안 본다. 급하게 본다고 하고서는 다른 일을 한다. 노인들에게 돈 몇 푼 쥐어 주면 된다는 식이다. 현재 제4차 저 출산 계획을 2025년까지 추진하고 있는데 매년에 10조 원이 넘는 돈을 쓴다. 총 15년이 됐으니까 대략 200조 이상 썼다. 그런데도 출산율은 급속히 줄었다. 그 사이에 노인인구는 늘어나 모두 정부 일자리에만 매달리고 있다. 

 

- 민간이 아닌 정부 주도의 노인 일자리 창출 어떻게 보는지.

 

▴ 정부가 최대 고용주 노릇 언제까지 할 것인가. 노인 일자리는 정부가 하려 힘쓰지 말고 민간 기업이 주도해서 만들어야 한다. 이렇게 말하면 나를 경총에서 나왔냐고 말 할지 모르지만, 그 반대다. 언제까지 정부가 최대 고용주 노릇을 할 것인가. 지금 정부가 만든 일자리는 100만 개를 넘는다. 이는 삼성, LG 등 국내 굴지의 5대 대기업보다 더 많다. 정부의 고용주 역할은 더 강화될 것으로 보이고 내년엔 더 많이 만들 것이다. 반면에 고용의 질은 더 떨어지고 있다. 그저 세금으로 노인세대에게 퍼주는 식이 다. 결국 혈세 낭비다. 그렇다고 모든 노인들이 만족하는 건 아니다. 외형적 대책은 큰데 들여다 보면 탁상행정에 그치고 있다. 이게 문제다. 이에 대한 기본대책은 이미 15년 전 노무현 정부가 만든 게 있지만 일을 하지 않는다. 

 

- 70세 노인 연령 상한 문제도 급히 해결할 과제다.

 

▴ 그 문제로 대한노인회와 늘 이견이 있었지만, 2015년 5월  노인회도 입장을 바꿨다. 하루빨리 올려야 한다. 일부 학자들은 연령을 올리면 저소득층 노인들이 복지사각지대로 떨어진다고 말한다. 나는 그렇게 안 본다. 70세로 연령을 5년 높이면, 우리사회가 5년 더 젊어지는 것이다. 노인의 사회활동 영역이 훨씬 더 넓어지고 소득도 늘어난다. 그렇다고 노인복지 기금이 당장 없어지지 않는다. 지금 고령화 지수를 16%라 했을 때, 연령을 5년 올리면 10~11%로 확 떨어진다. 사회가 그만큼 젊어진다. 활력도 살아난다.

 

- 5년 연장이 정년연장 논란도 잠재울 수 있다는 얘긴데.

 

▴ 그렇다. 정년 연장을 할 필요가 없어진다. 정년 연장 말만 나오면 기업들이 난리를 치고 혈안이 되는데, 고용 연장으로 가버리면 일시에 해결되는 일이다. 정부와 고용노동부가 기업들에게 70세가 되든 80세가 되든 당신들이 필요하면 '고용 연장해서 알아서 쓰라' 는 정책을 시행하면 된다. 이때, 기업의 고용유연성이 강화되겠지만, 노조들은 싫어할 것이다. 우리도 NGO단체로서 노조들과 협력하고 있는데, 사실 노조와도 손을 잡을 필요는 있다. 

 

- 한국의 노조는 강성노조라는 인식이 강하다.

 

▴ 한국은 노조의 입김이 일반 NGO보다 세기 때문에 역설적으로 노조와 함께 하면 유리한 입장에 도달 할 수도 있다. 문제는 노조가 너무 강경하다는 점이다. 지금 전 세계적으로 선진국이든 중진국이든 노조가 쇠퇴해가고 있지만, 우리만 반대로 가고 있다. 잘못하면 나라가 망하는 원인이다. 그런데도 이미 퇴직해서 나간 사람을 다시 끌어들여 노조활동을 할 수 있게 했다. 이런 나라는 없다. 오로지 자신들의 테두리 안에 있는 사람들만 먹고 살겠다는 이기적인 것이다. 자식을 회사에 취직하게 해달라고 강제할 정도다. 일자리 계승이다. 이건 말이 안 된다. 

 

- UN ECOSOC(경제사회이사회)에서 은퇴자협회가 제시한 고용연장 정책제안서를 UN 홈페이지에 정식 게재했다. 어떤 내용인가.

 

▴ 이번에 은퇴자협회가 제시한 퇴직과 함께 닥치는 소득 절벽에 대해 대한은퇴자협회(KARP)정책 제안이 UN ECOSOC이 홈페이지에 게재했다. 제안서에는 지난해 부터 나이든 세대인506070+에게 국가가 고용시장 일자리 접근성을 용이하게 만들어 줘야 한다는 점을 주장했다. 올해에는 국민연금 개혁에 대해 언급을 했다. 현재 정규직 노동자가 회사에서 정년 퇴직하면 2년이 지나야 연금을 받는데, 이게 내년부터 3년 후로 바뀐다. 연금을 받으려면 63세가 되어야 한다는 얘기다. 문제는 3년 동안 아무런 소득이 없는 공백상태가 된다. 퇴직수당 6개월 정도 타고 나면 그 후 어떤 소득도 없다.

- 2019년부터 UN은 '배우며 오래 일하는 사회'(Learning and Working Longer) 캠페인을 펼쳐 왔다. 그러나 한국은 퇴직해도 연금도 못 받고 공공일자리마저 불안해 행복한 노후의 삶이 불가능하다. 

 

▴ 정부가 노력을 많이 하고는 있지만, 그런 공백을 메꿔 줄 세밀한 정책이 필요하다. 60세 퇴직자들은 아직 젊다. 더 일 할 수 있는 나이다. 아직까지 UN에 말을 안했지만, 일단 국내 문제이기 때문에 정부에게 말하고 싶은 것은 지금 노인 일자리 백 만개를 정부가 주도해서 운용하고 있는데, 문제는 나이 제한이다. 자격도 60세 또는 65세 이상, 기초연금 수급자여야 하는 등 조건이 너무 까다롭다. 조건 다 없애야 한다. 60, 65, 70세가 됐든 신체가 건 강하고 일하고 싶다고 하면, 정부는 조건없이 일을 줘야 할 의무가 있다. 보수가 좀 적더라도 일자리를 줘라. 기초연금 안 받는다고 자격 박탈하지 말고 일하고 싶다면 무조건 줘야 한다.

 

- 정부가 일자리로 각종 규제와 갑질을 하는 것 아닌가.

 

▴ '내 나이 60 넘었는데 가족도 있고 먹고 살아야 하니 일 좀 주시오' 요청하면, 정부는 조건없이 '오케이' 하고 일자리를 주선해 주는 포용적 역할이 필요하다. 요즘 60대는 옛날 50대처럼 건강한 세대다. 육신 멀쩡한 사람이 일 좀 하겠다는데 왜 정부가 규제하고 막는지 이해하기 어렵다. 모두에게 조건없이 오픈해야 한다. 국가는 어떻게 하든 보수가 적더라도 자꾸 일을 만들어서 제시할 수 있어야 한다. '하겠다'고 하면 일을 줘라. 여기에 무슨 조건을 다는가. 기초연금 타는가, 나이가 많다 적다, 지역 따지고 서울 밖은 안 된다는 등 별별 조건으로 의욕을 꺾으면 안 된다. 

 

- 대선 후보자를 만나 일자리와  저출산, 고령화 문제 등을 타진할 계획이 있다면.

 

▴ 대한민국의 모든 나이든 세대가 일 좀 하겠다면, 국가는 일자리를 어떻게 해서든 만들어 주되, 일자리와 관련해 소득의 질도 좋아야한다. 요즘 60년대 생 퇴직자들에게 '30만 원 짜리정부 일자리 좀 할래요' 하면 아마 욕설이 나갈 것이다. '당신, 뭐라고 했어? 나를 뭘로 보고' 하고 대번 따진다. 이건 국민에게 정부가 모욕을 주는 행위나 같다. 이들 세대는 40년대 생, 50년 대 생들과 많이 다르다. 60년대 생은 국민연금도 100만 원 이상 타니 80~90만 원 짜리 민간주도 일자리를 만들어서 최저 월 200만 원 정도는 되게 만들어줘야 한다. 정부가 얼마든지 할 수 있다. 그렇지 않아도 우리나라는 매일 매일 2만 명 정도가 65세를 맞는다. 보통 심각한 문제가 아니다. 경실련이나 참여연대도 준비하고 있지만, 국민연금 개혁과 일자리 문제, 저출산 문제 등 세 가지를 여, 야 양당에  대선 후보가 나오면, 만나 정책공약 협력을 하려 한다. 정당이 앞서면 우리가 최선을 다해 뛰겠다.

 

- 고용 연장이 세대 간 갈등을 푸는 기폭제가 될 것 같다.

 

▴ 말했듯이 직장 전체에 정년 연장만 단순히 늘리는 게 아니라, 고용 연장으로 해서 기업별로 유연하게 열어 주면 세대 간에 큰 충돌이 일어나지 않게 된다. 그 대신 그 직급이 그대로 연장되어선 안 된다. 여기에 임금 피크제를 접목시켜서 이쪽으로 옮겨 퇴직과 함께 적용시키는 거다. 임금피크제가 정년 도달 전 임금삭감제가 됐지만  이제는 고용연장을 통해 정년 후 적용해 더 일 할 수 있는 환경을 만들어줘야 한다. 그러면 기업도 좋고 근로자도 좋다. 경력이 많은 필요인력을 곧 바로 얻을 수 있는 장점도 크다. 

 

- 고갈이 예견된 국민연금이 노후세대 삶의 질을 악화시키는 요소로 떠올랐다. 개혁도 주춤한 상태다. 해법은 없는가.

 

▴ 국민연금은 2058년 경이면 고갈된다.  지난 20여 년간 연금 수납 액을 9%에서 한 푼도 올리지 않은 것도 문제다. 연금 고갈상태를 지연하면 할수록 세대 간 부담은 커질 수밖에 없다. 이제는 세대 간에 짐을 같이 져야 할 사회적 책임이 필요하다. 지금 형국은 현 세대가 미래 세대에게 폭탄 떠 넘기기 식으로 부담을 고스란히 떠 넘긴 상황이다. 그런 부담을 세대 간에 나누자는 거다. 이제 문재인 정권 말기에서  결국 새로운 정권, 새로운 대통령이 직접 관여해야 한다. 그것도 임기 초에 강력하게 밀어붙여야 승산이 있다. 시간이 지나면 다시 흐지부지 될 우려가 많다. 세대 간에 지연을 할수록 연금적체는 계속될 것이고, 그때그때 거둔 세금으로 연금을 받는(PAY AS YOU GO) 시대가 올 것이다. 다른 나라들도 그렇게 하고 있다. 

 

- 잘못된 산아제한 정책이 지금의 저 출산 비극을 불렀다는 지적이 많다.

 

▴ 우리나라는 지금 세계에서 제일 빠르게 늙은 나라로 가고 있다. 약 50년 쯤 지나면 베이비부머 세대들도 사라진다. 이들은 1954년 한국전쟁이 끝난 뒤에 출생한 세대로 60년대 생과 70년대 생이 최고 정점을 찍었다. 그러다가 81년과  82년에 인구대체선이 깨졌다. 29년 동안 베이비붐이 계속 일어난 것이다. 한국은60년대 중반에 인구가 급속히 늘어났다는 이유로 정부가 처음엔 둘만 낳자고 했다가 나중엔 하나만 낳자는 산아제한으로 갔다. 문제는 이미 한국이 저 출산 기조로 들어섰는데도 지난 96, 97년까지도 산아제한 정책을 써 왔다. 그럼에도 지금 정부와 여야 대선 후보, 정치권을 막론하고 저 출산 문제와 고령화, 노인복지와 관련한 정책서약(Manifesto)은 보기 어렵다. 후보 간 비방만 난무하고 정당 이익만 추구할 뿐 국민은 안 보인다.

 

- 향후 인구 구조 변화 어떻게 전망하나.

 

▴ 정부는 지금이라도 잘못된 출산정책을 바꿔야 한다. 고령화 문제는 지금의 50, 60대가 사라지면 다른 이변이 없는 한 소멸 될 것이다. 즉, 29년간에 걸쳐 태어난 베이비부머들이 앞으로 40~50년 후 쯤 되면 모두 소멸된다. 50대인 1970대 생도 100세가 될 때 거의 소멸할 것이다. 길게 잡아서 40년 후쯤 이들 인구가 사라지면서 인구 평준화가 올 것이다. 문제는 그 사이에 또 다른 베이비붐이 없어야 한다. 다만 예측은 이미 저출산 시대에 태어난 MZ세대들 절반 이상이 결혼도 안하고 아이도 안 낳는다. 그러니 인구는 점점 더 줄 수 밖에 없다. 

 

- 적정 인구 수를 얼마로 보는가.

 

▴ 내 지론으로 적정한 인구 수를 4,500만 명으로 본다. 이는 국력이 최고 전성기였던 88서울올림픽이 개최되기 전후의 인구다. 나는 이 정도가 가장 살기 좋다고 보고 있다. 반면에 그 보다 인구가 줄면 위험하다. 지금보다 700만 명이 줄면 삶에 여유가 생기고 삶의 질도 높아져 살기가 편해진다. 지금 곳곳에 초대형 아파트가 세워지는 걸 보면 솔직히 겁난다. 앞으로 일부 지역은 일본처럼 유령마을로 변할 것이고, 박쥐와 쥐들이 들끓고 부랑자들이 기거하는 소굴로 전락할 지도 모른다. 자칫하면 일본의 전철을 밟을지도 모른다. 

 

- 인구절벽과 대안없는 국민연금, 노인문제와 관련해 정치권에 전할 말이 있다면 마지막으로 전해 달라.

 

▴ 우리나라는 2310년 쯤에 인구 제로가 된다고 UN은 전망하고 있다. 물론 그렇게까지 비극적인 상황까지 가지는 않겠지만 철저히 대비해야 한다. 단 한 가지 앞으로 인구증가는 기대하기 어렵다. MZ세대가 이미 저 출산 세대이기 때문이다. 우리 같은 6~70대 세대들은 군대 갔다 오면 취업보다 결혼부터 했다. 당연히 그렇게 사는 걸로 알고 살았다. 장가가고 집 마련이 목표였다. MZ세대는 비혼에 무출산, 1인 가구40%나 되는 세대다. 이런 나라는 없다. 이런 경각심들을 일부 정치권과 시민단체들이 얘기를 하지만, 무엇보다 정책을 만들고 집행하는 정부의  빗나간 예측과 잘못된 예산집행으로 고령화 사회를 키웠다. 너무 늦었다. 특히 코로나19 이후 하루 앞을 내다 보지 못하는 상황이 지속 되고 있어서 더 걱정스럽다.

There are government measures. It's not that I don't have it. It's too much to say. It's just a matter of quality. Roh Moo-hyun administration, we Korean Association of Retired Persons (Association of Retired below) the White House in the United States president related to aging, such as the Cheong Wa Dae accepted, fearful that pushing for a meeting. At that time, for the first time, he set up a TF on measures to age the population with an administrator of the presidential office Cheong Wa Dae. If I think now in the harmony in Roh Moo-hyun administration. The beat was really fast. Even when he held a one-man protest in front of Cheong Wa Dae, the administrator was quick enough to jump out immediately. Since then, I have demonstrated in front of Cheong Wa Dae dozens of times while working as an NGO for 20 years, but I have never seen an administrator come out. Roh Moo-hyun government, the Administrator is frequently out. Thank you for your press release. We will help you with this problem,' he was so active. At the time of the protest, he was more likely to be accompanied by other protesters to come inside the presidential office instead of protesting.

 

- What do you think is the reason for turning a blind eye to the elderly's problem?

 

This year alone, he demonstrated seven to eight times in front of Cheong Wa Dae, but no one showed up. If you file a petition to the president, he or she will be contacted by relevant officials such as the National Rights Commission, the Ministry of Employment and Labor, and the Ministry of Health and Welfare, and when asked why you are doing this, he or she only laughs, "There's nothing we can do because Lee Chub came from above." It is not without a system now. I know how to do it, but I don't see the issue of aging as an urgent priority. No one is looking at it in a hurry. He says he sees it in a hurry, but he does something else. It's like giving some money to the elderly. Currently, the fourth low birth plan is being carried out by 2025, spending more than 10 trillion won a year. Since it has been 15 years in total, it has spent about 200 trillion won. Nevertheless, the birth rate has decreased rapidly. In the meantime, the elderly population is increasing, and everyone is focusing on government jobs.

 

- What do you think about creating jobs for senior citizens led by the government, not the private sector?

 

Until when will the government act as the largest employer? Elderly jobs should be created by private companies, not by the government. If you say so, you may say I'm from the Korea Employer's Federation, but vice versa: how long will the government be the biggest employer? There are now more than a million jobs created by the government. This is more than Samsung and LG's top five conglomerates. The role of government employers is likely to be strengthened and more will be created next year. On the other hand, the quality of employment is falling further. It's just a tax payment to the elderly. After all, it's a waste of taxpayers' money, but not all old people are satisfied. The external measures are large, but if you look at them, they are only desk administration. This is the problem. The basic measures are already there made by Roh Moo-hyun government 15 years ago, but I don't do upper age a 70year old man, hurried task to solve a problem. Although there was always a disagreement with the Korean Senior Citizens' Association over the issue, the Senior Citizens' Association also changed its position in May 2015. You have to raise it as soon as possible. Some scholars say that raising the age will reduce the elderly from low income families to welfare blind spots. I don't see it like that. If we raise the age by five years to 70 years, our society will be five years younger. The social activities of the elderly are much wider and the income is increased, but the welfare fund for the elderly does not disappear immediately. If the aging index is now 16%, it will drop sharply to 10 to 11 percent if the age is raised by five years. Society is getting that much younger. Vitality comes alive.

 

- It means that a five-year extension could quell the controversy over a retirement age extension.

 

Yes, there is no need to extend retirement age. Companies are in a frenzy when the word "retirement age extension" comes out, and if they go to the job extension, it will be solved at once. Whether the government and the Ministry of Employment and Labor turn 70 or 80, you can implement a policy to "extend employment and use it on your own" if you need it. At this time, corporate employment flexibility will be strengthened, but unions will hate it. We are also working with unions as NGOs, and in fact we need to join hands with unions.

 

- There is a strong perception that Korean labor unions are strong unions.

 

Paradoxically, Korea may reach an advantage if it is joined by labor unions because the union's influence is stronger than that of ordinary NGOs. The problem is that the union is too tough. Now, labor unions, whether developed or middle-aged countries worldwide, are declining, but only we are going the other way. If you do something wrong, it will cause the country to ruin the country. Nevertheless, it has already allowed people who have already retired and left to engage in union activities again. There is no country like this. It is selfish that only those within their boundaries will live on. They even force their children to get a job at a company. It's a job succession. This doesn't make sense.

 

- The UN ECOSOC officially published a policy proposal for employment extension proposed by the Retirees Association on the UN web site. What is it about?

 

The UN ECOSOC posted a proposal for the KARP policy on the retirement cliff proposed by the retirement association on its web site. Since last year, the proposal has argued that the country should facilitate access to jobs in the job market for the older generation, the 506070+. This year, it mentioned national pension reform. Currently, full-time workers will not receive pensions until two years later if they retire from the company, which will be changed to three years from next year. In other words, he must be 63 years old to receive a pension. The problem is that there is no income for three years. After about six months of severance pay, there has been no income since

 

- since 2019, the United Nations has campaigned for Learning and Working Longer.

 

However, even if Korea retires, it is impossible to live a happy life of old age due to lack of pension and anxiety over public jobs. Although the government is making a lot of efforts, detailed policies are needed to fill such gaps. Sixty-year-old retirees are still young. I'm old enough to work more. I haven't told the U.N. yet, but what I want to tell the government is that it is a domestic issue, and now the government is leading the operation of a million jobs for the elderly, which is the age limit. The conditions are too strict, such as the eligibility of 60 or 65 years of age or older, and the recipient of basic pension. We have to get rid of all the conditions. - How will the population structure change in the future be expected?

 

The government should change its birth policy even now. The aging problem will be extinguished if people in their 50s and 60s disappear. In other words, baby boomers born over 29 years will all disappear in the next 40 to 50 years. Those in their 50s and 1970s will almost disappear by the age of 100. In about 40 years, population equalization will come as these populations disappear. The problem is that there should be no other baby boom in the meantime. However, the prediction is that more than half of MZ generations who were already born in the era of low birth rates do not get married or have children. So the population has to be reduced more and more

On my point of view, the appropriate population is 45 million. This is the population before and after the 88 Seoul Olympics, when the national power was at its peak. I think this is the best way to live. On the other hand, it is more dangerous if the population decreases. If the population decreases by 7 million, there is more room for life and the quality of life increases, making it easier to live. It's honestly scary to see super-large apartments being built everywhere. In the future, some areas will turn into ghost towns like Japan, and they may turn into camps infested with bats and rats and homeless people. It may follow in Japan's footsteps.
