[Rep. Kang Hoon-sik “The results of efforts directly connected to the Seohae Line… ”Asan~Seoul Station 30 minutes]

It is expected that it will be possible to move from Asan Inju Station to Seoul Station in the shortest 30 minutes. The West Sea Line under construction is directly connected to the Gyeongbu Express Line, and it is expected to be able to travel from Hongseong, Chungcheongnam-do to Seoul within 48 minutes.

At the time of the project plan, the Seohae Line was expected to be connected directly to Seoul, but controversy arose as the Ministry of Land, Infrastructure and Transport changed its position to “transfer connection” rather than direct connection. Rep. Kang Hoon-sik criticized the Ministry of Land, Infrastructure and Transport during the state administration audit and suggested a connection between the West Sea Line and the Gyeongbu Express Line.

On the 22nd, the Ministry of Land, Infrastructure and Transport announced a plan to build a railroad network for the next 10 years at the “4th National Railroad Network Construction Plan (2021~2030) Establishment Research” public hearing hosted by the Korea Transport Institute.

The 4th National Rail Network Construction Plan is a mid- to long-term statutory plan that includes a basic plan to build a rail network from 2021 to 2030, as well as a plan to expand the route. After collecting opinions from various fields in the future, the Ministry of Land, Infrastructure and Transport will finalize and announce the plan during the first half of the year.
Among the contents of the public hearing presentation on this day, one thing to note in the Chungnam and Asan regions is that a connection line between the West Sea Line and Gyeongbu Express Line that runs from Hongseong to Seoul is presented.

The Korea Transport Institute predicts that if the West Sea Line is connected to the Gyeongbu Express Line, the travel time from Hongseong to Seoul will be shortened from the current 2 hours 21 minutes to 48 minutes.
Chungcheongnam-do expects that the travel time from Seoul to Hongseong can be shortened by up to 45 minutes. It is expected to shorten from 2 hours 30 minutes to 60 minutes to Boryeong and from 3 hours to 1 hour 10 minutes to Seocheon.

According to the National Railroad Authority, the travel time from Hongseong to Inju is expected to be about 17 minutes. When the data from each institution are combined, the travel time from Inju to Seoul is expected to be reduced to as little as 31 minutes.

Directly connected to the West Sea Line was the wish of 2,110,000 Chungnam residents and 310,000 Asan citizens. The Ministry of Land, Infrastructure and Transport announced that the travel time between Seoul and Hongseong would be shortened to 57 minutes at the groundbreaking ceremony for the West Sea Line double track train in 2015.

However, it was reported in the media that in 2019, the Ministry of Land, Infrastructure and Transport did not suddenly connect the West Sea Line directly to Seoul, but revised the plan to move to Seoul through a single transfer.

The reason was that it was difficult to connect the West Sea Line to Seoul as the construction of the “Shinansan Line” in the middle of the Hongseong-Seoul section was disrupted. In the case of going from Hongseong to Seoul, it was in a situation that it was necessary to transfer once in the vicinity of Ansan or Siheung. The travel time between Seoul and Hongseong is expected to increase to about 1 hour and 20 minutes.

Criticism arose that it was an unjustified plan change that did not take into account the Chungnam region. Rep. Kang Hoon-sik, while serving as the 20th National Assembly Commissioner for Land, Infrastructure and Transport, criticized the sudden change of plans by the Ministry of Land, Infrastructure and Transport and insisted that the Seohae Line should be connected directly to Seoul as planned.

The Ministry of Land, Infrastructure and Transport will review the direct connection, but the official position was ‘transfer’. Rather, “There was an expression that could confuse the press release at the time. After reviewing it, he argued that it was considered as a transfer from the basic plan stage.”

Assemblyman Kang Hoon-sik revealed that the Ministry of Land, Infrastructure, and Transport planned directly from the planning stage by presenting the basic plan and implementation plan of the West Sea Line, the basic plan of the Sinansan Line, and a proposal from the construction company that tried to participate in the construction at the 2019 national audit.

Accordingly, the Ministry of Land, Infrastructure and Transport announced that it would be difficult to connect directly to the Sinansan Line, but it would consider direct connection through the improvement of the “Gwangmyeong~Susaek high-speed train”. Rep. Kang suggested to the Ministry of Land, Infrastructure and Transport a connection to the Gyeongbu high-speed rail, rather than the connection of the West Sea Line to the Sinansan Line.

In the course of the 21st general election, the Democratic Party's Chungnam region candidates made a pledge to “directly connect to the West Sea Line double track to Seoul”.

Rep. Kang Hoon-sik said, "The possibility of direct connection to the West Sea Line promised to the citizens of Chungnam and Asan is very high," and said, "We will take care of the plan announced at the public hearing until it is confirmed and announced without any problems."
