여성이 만드는 선진 한국...워라밸로 저출산 문제 극복 해야

1960년부터 뉴 밀레니엄인 2000년이 되기 직전까지 대한민국은 전 세계가 놀랄 만큼 눈부신 성장 속도를 이뤄냈다. 새마을운동에서 시작된 ‘한강의 기적’으로 한국은 선진국 대열에 올라 풍요로움을 누리며 살았다. 해외여행도 자유롭게 다닐 수 있었고, 밤거리는 화려했고, 해외 관광객으로 명동거리도 북적였었다. 이제 사회적 거리두기와 마스크를 쓰고 지내는 불편한 삶도 그럭저럭 익숙해졌다. 그러나 조금 불편한 것은 참고 견딜 수 있지만 나라 경제가 어려우면 서민들 삶은 견디기 힘들다. 전 세계인들이 보이지 않는 바이러스와 전쟁을 극복하고 예전의 모습으로 돌아가기 위해 안간힘을 쓰는데, 변이 바이러스가 또 우리를 압박해 온다.

 

모임이나 행사는 물론 가족 간의 만남조차 자유롭게 하지 못하고, 요양원이나 병실에서 죽어가는 부모도 지켜볼 수 없다. 노인들이 가장 두려워하는 것이 다가올 죽음이 아니라, 아파서 누워 있게 되면 자식들을 보지 못하고 죽게 되는 것이다. 경로효친의 전통사상도 무너지고 있다. 생활 모습도 바뀌면서 집밥을 선호하게 되고, 배달 음식을 물론 홈쇼핑에서 장을 보고, 인간관계는 점점 멀어지고, 저출산으로 인한 인구 감소로 한국 경제의 성장마저 발목이 잡혀있다. 

 

한때 유교 사상으로 인해 “암탉이 울면 집안이 망한다”는 속담처럼 여성의 사회활동이 자유롭지 못하던 때도 있었다. 유교적 남아선호사상으로 여성에겐 제대로 배울 기회도 주지 않고 억압된 생활을 하였지만, 지금은 성평등으로 여성의 사회진출이 자유로워지고 국가 기여도 또한 높다. 그 예로서 정치하는 여성 수가 늘어나고, 관공서 공무원 혹은 교사들 대부분도 여성이 많다.

 

그러나 우리 사회는 아직도 여성이 일하면서 양육하는 걸 감수하기에 어려운 여러 가지 문제점이 많다. 이런 것들은 국가에서 해결해 주지 않으면 저출산 문제는 앞으로 더 심각해질 것이다. 물론 저출산 문제가 물론 일과 양육의 문제만은 아니다. 일하는 여성이 결혼하지 않고도 혼자서 충분히 살 수 있는 경제력이 있다 보니 비혼으로 살면서 취미생활이나 여행을 하며 독립적이고 자유로운 삶을 추구하는 영향도 크다. 결혼으로 양가 가족과 얽혀서 빚어지는 갈등이나 복잡해지는 것을 원하지 않기 때문이다. 

 

현대사회는 복잡한 만큼 갈등도 심하다. 갈등의 원인이야 다양하지만, 갈등을 해소할 수 있는 곳이 가정 안에서 가족 간의 사랑이 아닐까? 사랑이라는 울타리 안에서 어떠한 실수나 잘못도 용서해 주고 보듬어 줄 수 있는 따스한 보금자리가 가정이다. 이러한 가정을 이루려면 결혼을 하여야 하고, 자녀를 출산하여 양육하기 위해 더 열심히 일하게 되고, 그러면서 느끼는 행복감은 돈으로도 살 수 없는 가장 의미 있는 삶이다. 

 

행복의 기준은 가치관에 따라서 달라질 것이다. 결혼을 하게 되면 많은 가족이 생기고 가 안에서 가족들과 어울려 느끼는 행복도 크다. 만약에 무인도에서 혼자 살게 된다고 상상해 보자. 얼마나 외롭고 쓸쓸하고 두려울까? ‘나’라는 존재 역시 혼자서 이 세상에 온 것이 아니다. 부모로부터 태어난 한 개체이다. 동식물의 생존 번식을 위한 치열한 투쟁을 보면 알 수 있다. 종족 번식을 위해 최선을 다하는 동식물은 어떠한 환경에서도 끝까지 포기하지 않는다. 나 자신의 이익을 먼저 머리로 계산하려는 사람과 다르다. 당장 좀 어렵고 힘들다고 아이를 낳지 않겠다는 생각은 버렸으면 한다.

 

서울 동작구에서는 일하면서 아이도 함께 돌볼 수 있는 다양한 복지시설인 ‘스페이스 살림’ 건물을 국내 최초로 공개하고 상반기에 정식으로 개관할 예정이다. 일하는 여성들을 위한 ‘워라밸’, 즉 일과 삶 균형을 유지할 수 있도록 지원하는 여성창업 공간으로 현재 97개 여성 관련 기업이 입주해 있는데 앞으로 29곳을 추가로 모집할 계획이라 한다. 

 

‘워라밸(Work life balance)’이란 일과 삶의 조화를 이룬다는 뜻의 신조어다. 여성들의 삶이 예전보다 자유롭고 물질은 풍요롭지만, 오히려 사회로 진출하면서 정신적으로는 더 힘들어졌다. 일하면서 양육하고 살림하는 이중고를 겪기 때문에, 일과 삶의 조화가 깨지고 그로 인해 저출산이나 비출산을 하게 된다. 그나마 아이를 돌봐줄 부모가 있다면 다행이지만, 요즘처럼 아동학대 사건이 불거지는 현실에서 믿고 맡길 만한 곳이 없으면 저출산 문제는 더 극복하기 힘들 것이다.

 

국가에서도 다 각도로 노력하고 있지만, 대한민국의 미래를 위하여서 우선 가장 먼저 해결해 주지 않으면 안 되는 점이 바로 여성이 맘 놓고 일을 하고 아이를 맡길 수 있는 공간과 제도를 마련해 주어야 한다. 여성들 또한 현재 좀 어렵고 힘들다 하여도 나만의 이익을 위해서 편하게 살고자 하는 이기적인 마음을 버려야 한다. 미래 후손에게 물려줄 수 있는 인적자원인 자녀를 낳아서 성인이 될 때까지 행복하게 살아가는 방법을 가르쳐 주면서 행복한 삶을 추구하였으면 한다. 앞으로 현재 젊은이들이 노년기를 맞았을 때를 상상해 보면, 백세시대 초고령화 사회에서 부양할 노인은 늘어나고 생산 인구는 적어지게 되어서 부담이 클 수밖에 없다.

 

코로나 팬데믹은 곧 시간이 지나면 해결될 것이다. 팬데믹 이후 우리 삶은 많은 변화를 가져올 것이며, 사람들의 사고방식도 많이 바뀌게 될 것이다. 특히 여성들의 삶은 더욱더 진취적이고 활동적으로 변하게 될 것이다. 아내로서, 어머니로서, 딸로서, 며느리로서, 1인 몇 역을 하면서도 사회에 진출하여 실력을 발휘할 수 있도록 정부에서 뒷받침해 줘야 한다. 여성들이 양육의 부담을 덜고 맘 놓고 열심히 일할 수 있도록 뒷받침을 해 준다면 그 원동력으로 국가 발전도 이루게 될 것이다.

 

한국은 선진국 대열에는 올라 있지만, 선진강국으로 가는 길이 쉽지는 않다. 선진강국으로 가기 위해서는 여성도 남성과 동등한 위치에서 능력을 발휘하며 일할 수 있는 여건이 필요하다. ‘여성은 약하나, 어머니는 강하다’는 말처럼, 어머니가 강하고 편안해야 자녀가 행복하고, 아내가 편안해야 남편도 더 열심히 일하고, 딸과 며느리가 편안해야 부모도 노후를 편안히 보낼 수 있다. 

 

아내를 ‘안해’라고도 하였다. 어머니이자 아내인 여성이 가정 안에서 가족에게 평화로운 사랑의 빛을 비추는 햇살이라는 의미일 것이다. 가정이 평화로워야 모든 일이 잘 이뤄지는 가화만사성(家和萬事成)처럼, 여성이 남성과 함께 조화를 이루는 삶일 때 만사형통으로 대한민국도 선진강국에 들어설 것이다. 이를 위해서 어느 때보다 강력한 여성의 힘이 필요한 때다.
