FKI, “Improving Women's Economic Activity Participation Rate, Suddenly Increased Elderly Care, Korean Economy Solution”

-Reporter Moon Hong-cheol

The National Federation of Entrepreneurs suggested that the increase in women's participation in economic activity could be a solution to the Korean economy, which is facing a decline in population and a rapid increase in the elderly support rate.

According to the FKI on the 8th, as a result of comparing and analyzing women's economic activity participation rates in 23 countries where the expected elderly support rate in 2080 is lower than the OECD average, expansion of the female life-saving population is the key to responding to population decline and aging.

Recently, Korea recorded a total fertility rate of 0.84, the lowest in the OECD, and by 2080 it is expected to become the OECD's No. 1 country in the elderly support rate.

Accordingly, the FKI emphasized that institutional maintenance and time patience are needed until the birth rate rises in the case of advanced countries where the fertility rate at the initial stage of expansion of women's economic activities dropped temporarily and then rebounded after a certain point.

In 20 of 23 countries where the expected elderly support rate in 2080 is lower than the OECD average (60.8 persons, projected in 2080), all women's participation in economic activity (survival rate) exceeded the OECD average female expenditure rate (65.1% in 2019). Appeared to be. In 23 countries with a low predicted elderly support rate in 2080, the average female spasticity rate in 2019 was 70.1%, and the female spasticity rate in Korea was 60.0%, which was nearly 10%p lower than that.

It is analyzed that this is because the more women engage in economic activities, the more they ultimately contribute to the increase in the fertility rate. In countries where women's economic activity is active, such as the UK, Germany, France, and Sweden, the fertility rate decreases at the beginning of the increase in women's economic activity, but after that, when the working conditions for women are stabilized and the female employment rate exceeds the 60% level, the fertility rate rises again. Appeared. In 2017, the Bank of Korea also published an analysis that showed that a 1% increase in female participation in economic activity would increase the fertility rate by 0.3~0.4%.

The FKI explained that working women avoid childbirth due to the opportunity cost of childbirth and childcare, but according to statistics and examples, the increase in women's economic activity contributes to a rise in the fertility rate and the expansion of the economically active population.

In 2080, Korea's elderly support rate is expected to be 94.6, ranking first in the OECD. The rate of aging is also number one, with a forecast of four times that of 2020.

In addition to Korea, Italy (56.5%) and Greece (60.4%), which are in the lower part of the women's security rate, are expected to have 79.6 and 79.7 people, respectively, in 2080, which is about twice as high as in 2020. In Mexico (48.8%) and Turkey (38.7%), the elderly support rate is expected to increase by 3.9 and 3.8 times in 2080 compared to 2020. Like Korea, the burden from aging population is expected to increase sharply.

In the case of Japan, a traditional aging country, the 2080 elderly support rate is second at 82.9, but the increase is much slower than that of Korea. The elderly support rate in Japan is expected to increase 1.6 times from 52 in 2020 to 82.9 in 2080, and it is analyzed that the high female spasticity rate (72.6%) played a role in regulating the pace.

Looking at the rate of condolences among women by age group in Korea, the highest at 71.8% in the 25-34 year olds, where the most active employment and job search activities, and 9%p in the 35-44 year olds, decreased to 62.9%. The production population who participated as a member of the national economy became the inactive population, that is, the dependent population, due to career breaks due to child-rearing and housekeeping.

On the other hand, women's spasticity rate by age group in OECD was 25-34 years old, 73.5%, 35-44 years old, 74.5%, and 45-54 years old, 74.1%. Sweden, which had the smallest change in the elderly support rate, exceeded 90% in the age range of 35-44, rather than the age range of 25-34 (84.5%).

The FKI pointed out that the fact that Korean women's economic activity participation rate is lower than the OECD average at the age of 35-44, when marriage and child-rearing are in full swing, indicates the problem that the female population cannot continue economic activity due to career breaks due to marriage and child-rearing. did.

The female employment environment in Korea is still poor, such as the low women's condolence rate and the difficulty of continuing economic activity, also in numbers. When looking at various global women's working environment indexes, compared to OECD countries, Korea's performance is at the level of failing.

In the Economist's Glass Ceiling Index (2020), one of the most famous women's employment index, Korea ranks at the bottom of the OECD. In the Women in Work Index 2021 published by PwC, it ranked 32 out of 33 countries. In the Women's Employment Index released by the American Foreign Relations Association (CFR), Korea scored 69.9 points (77th), lower than that of Uganda (74.4 points, 61st).

Kim Bong-man, head of the International Cooperation Office, said, “In the current economic scenario where there are fewer people to work and the objects to support are increasing exponentially, it is important to join the economically active'possible' population as the economically active population as much as possible. It is necessary to provide institutional support for compatibility and to ensure a free business environment that enables companies to create more jobs.”
