브레이크뉴스 정명훈 기자= 정은보 한미 방위비분담금 협상대사가 미국 워싱턴을 방문한 지 이틀 만에 한미 방위비분담특별협정(SMA) 협상 타결 소식이 전해졌다.

 

외교부는 8일 보도자료를 통해 "한미 양국 협상대표들은 제11차 한미 방위비분담특별협정(SMA) 체결을 위해 그간의 논의를 바탕으로 협의를 진행했으며, 그 결과 원칙적 합의에 이르렀다"고 발표했다.

 

한미는 지난 5~7일 미국 워싱턴DC에서 정은보 한미 방위비분담협상대사와 도나 웰튼 미 국무부 방위비분담협상대표(정치군사국 선임보좌관)를 수석대표로 회의를 진행했다. 코로나19 사태로 인해 지난해 3월 미국 로스앤젤레스에서 7차 회의가 진행된 지 1년 만에 대면으로 개최됐다.

 

외교부는 "회의 결과, 양측은 내부보고 절차를 마무리한 후 대외 발표 및 가서명을 추진할 예정"이라고 밝혔다.

 

월스트리트저널(WSJ)은 이날 미국 측 외교관을 인용 보도하며 "이번 협정에 한국의 방위비분담금 증액에 대한 내용이 담겼으며  2026년까지 유효하다"고 했다. 로이터도 미국 국무부 관계자를 인용, "한국의 의미있는 인상안이 협상에 포함됐다"고 보도했다. 

 

다만 구체적인 증액 내용에 대해선 아직 보도되거나 확인되지 않고 있다.

 

한국과 미국은 작년 3월 미국 로스앤젤레스(LA)에서 회의를 열고 한국의 2020년 방위비 분담금을 전년도 분담금(1조389억원)에서 13%가량 인상하는 방안에 잠정 합의한 바 있다. 그러나 당시 도널드 트럼프 미국 대통령은 한국이 기존보다 5배 더 많은 50만 달러 규모의 방위비분담금을 책임져야 한다면서 합의안 승인을 거부했다. 

 

이후로 방위비분담특별협정은 1년 넘게 공백 상태를 이어왔다. 

 

한편, 방위비 협상이 사실상 타결에 임박했지만 공식 발표까지는 시간이 더 걸릴 것으로 보인다. 

 

정은보 대사는 지난 4일 출국 전 기자들과 만난 자리에서 "이번 회의를 통해 원칙적인 내용에 대해 합의를 마칠까 한다"고 했고, 워싱턴 현지에서 협정문을 발표될 가능성을 묻는 질문엔 "국내적인 절차 등을 감안했을 때 그렇게 할 수 없을 것"이라고 말했다.

 

이 때문에 이달 17~18일로 알려진 미국 토니 블링컨 국무장관과 로이드 오스틴 국방장관의 한국 방문 일정에 맞춰 협정문 서명이 이뤄질 것이란 관측이 제기되고 있다.
