국회 남북국회회담 추진 자문위원회(위원장 이종석 전 통일부 장관)는 지난 22일과 24일 국회 영상회의실에서 제1차 전략분과회의, 제도화분과회의를 각각 개최했다.

지난 22일에 열린 전략분과회의에서 최아진 위원(연세대 국제대학원 교수)은 ‘미국의 한반도 정책 동향’을 주제로 바이든 행정부의 외교정책 및 주요 인사들의 한반도 정책에 대한 입장을 분석하고, 한반도 평화를 위한 대미외교 전략에 대한 시사점을 설명했다.

 

이어 이정철 위원(숭실대 정치외교학과 교수)은 ‘대미 정책 공공외교와 의회’를 주제로 우리나라의 대미 공공외교의 현황을 분석하고, 효과적인 대미 공공외교 방안으로 미국 내 차세대 한반도 전문가 발굴, 현지 한인사회와의 협력 강화 등을 강조했다.

 

자문위원들 간의 자유토론에서는 북미 대화 재개 및 한반도 갈등관리를 위한 공공외교 과정에 앞서 국내 합의를 통해 명확한 공공외교 정책 방향을 설정하는 것이 중요하다는 의견이 제시됐고, 정책 공공외교 개선 방향에 대한 토론이 이어졌다.

 

이어 24일 열린 제도화분과회의에서는 왕선택 위원(여시재 정책위원)이 ‘정권 교체에도 지속 가능한 남북관계 발전방안’를 주제로 국내 대북정책 추진기반 약화의 원인이 된 당파적 대북정책의 형성과정을 분석하고, 초당적 대북정책 제도화 방안을 제시했다.

 

이후 자유토론에서는 남북한 사이에 이행을 합의한 사항들을 안정적으로 담보할 수 있도록 남북간 주요 합의서의 국회 비준동의를 제도화할 필요가 있다는 의견이 제시됐다. 또한 국회의장 자문위원회 등을 구성해 대북정책 관련 의견을 수렴하고 남남갈등 해소 방안을 마련할 필요성을 언급하며, 국회의 지속적인 역할수행이 중요하다고 강조했다.

 

제1차 분과회의는 코로나19 상황에 따라 비대면 화상회의로 개최됐으며, 전략분과회의에는 이종석 자문위원장, 김갑식 간사, 김용현·이정철·조성렬·천해성·최아진 위원 등이, 제도화분과회의에는 양문수 부위원장, 김석향·왕선택·이기범·이효원·차두현 위원 등이 참여했다.
