역대 대통령들 중 쿠데타를 일으킨 박정희나 총칼로 광주를 피로 물들게 하여 권력을 찬탈한 전두환을 제외한 대다수는 여의도 정치 즉, 국회 진출한 사람들이 대선 후보가 되어 대통령이 되는 게 순리였다.
기록은 깨지기 위해서 존재한다. 이 말을 증명이라도 하듯 국회에 진출하지도 않은 이재명 경기도지사는 여의도정치를 전혀 하지 않고 곧바로 대권에 도전하고 있다.
해외에선 의회를 거치지 않은 대표적인 케이스가 프랑스 에마뉘엘 마크롱 대통령이다. 그의 정치경력은 일천하다. 경제산업디지털 장관(2014-2016)을 지낸 것이 전부다. 의원 등 선출직 경력도 없다. 마크롱은 앙마르슈(전진)신생 정당을 창당해 양당인 주류 사회당과 주류 공화당의 몰락으로 지난 2017년 역대 최연소 대통령((39)이 되어 프랑스를 이끌고 있다.
이 지사는 대권 도전의 정치적 문법 수순을 파괴하며 기초자치단체장인 성남시장 시절에 이미 대권반열에 오르내리고 있었다. 이러한 현상은 어디서 오는 걸까? 권력이란 예로부터 하늘로부터 내린다고 한다. 그렇다고 하늘에서 권력이 뚝 떨어지거나 누가 만들어 주는 것도 아니다.
대권에 도전하는 자들의 기본적 소양에 있어서 국회에서 정치, 외교, 국방, 우리나라 예산이 어떻게 쓰여 지고 있는지 직접 경험하는 것과 그렇지 않은 경우는 하늘과 땅차이다.
그런데 이 지사 같은 경우는 여의도 정치를 거치지 않은 상태에서도 각종 여론조사에서 무섭게 치고나가며 친노 친문세력 그리고 호남에서도 일정 부분 지지를 받고 있다. 이러한 각종 여론조사 부동의 1위를 고수하고 있는 '이재명 현상'은 어디서부터 오는 걸까?

지난 박근혜 정권시절 국정농단으로 시끄러울 때 국회의원 300명중 그 누구도 박근혜 탄핵을 부르짖은 사람이 없었다. 그러나 기초자치단체장인 이재명 성남시장은 원고없이 탄핵보다 한걸음 더 나간 ‘박근혜 퇴진, 즉각적인 하야’를 정치권 최초로 시위대 주류가 포진한 광화문 광장도 아닌 변방의 청계광장에서 사자후 연설을 쏟아냈다. 박근혜 퇴진! 박근혜 즉각적인 하야!를.
필자는 당시 본보(2016.10.30일자)에서 이 시장의 청계광장에 메아리치는 명연설을 과거 러시아 ‘보리스 옐친’이 탱크위에서 목숨 걸고 연설한 것과 비견하여 취재한 기억이 생생하다.
정치는 타이밍의 예술이라고들 한다. 그때부터 이 지사는 용기있게 그 누구도 말하지 않는 ‘박근혜 퇴진’을 정치권 최초로 방아쇠를 당겨 박근혜는 결국 탄핵당해 임기를 못 채우고 역사의 뒤안길로 사라졌다.
난세가 영웅을 만든다고 한다. 전대미문의 코로나 팬데믹 현상에서 오는 시대적 과제의 난맥상을 풀어가기 위해서는 안정적인 리더십보다는 조금은 불안하지만 강력한 추진력의 소유자인 이재명 지사와 같은 사람을 원하는 것은 아닐까? 그러한 상황이 축적되어 여론조사를 이끌고 있는 것은 아닌지?
그런 생각을 하며 브레이크뉴스는 22일 경기도청 상황실에서 이재명 지사의 도정에 임하는 자세와 정책적 비전, 대한민국의 시대정신은 무엇이고 향후 정치적 진로 등을 알아보기 위해 단독 인터뷰를 진행했다. 다음은 일문일답이다.
이재명 경기도지사 일문일답
-경기도 주요 시정목표와 가장 역점을 두고 추진하고 있는 정책은 무엇인가?
▶ 경기도는 ‘공정한 경기도’를 도정 목표로 주권자의 삶이 긍정적으로 변화될 수 있는 실용적인 정책을 펴기 위해 노력해 왔습니다. 다양한 정책을 실행해왔지만 모든 정책을 고민할 때 가장 중요하게 생각하는 가치는 역시 ‘공정’입니다.
취임 후 지금까지 억강부약(抑强扶弱)의 원칙 아래 반칙을 통해 이익을 볼 수 없고, 규칙을 지켜서 손해 보지 않는 공정한 경기도를 만들기 위해 많은 일을 했고, 그중 하천계곡 불법점유 정비 건이 제일 칭찬을 많이 받았습니다.
가장 역점을 두고 추진하는 정책은 지역화폐와 기본소득 정책입니다. 기본소득은 오래전부터 중요한 미래 의제로 생각해 왔습니다. 이번 코로나19 사태를 계기로 기본소득이 우리 사회의 주요 의제가 되고 국민들께서 기본소득에 대해 이해하고 동의하시게 된 데 제가 나름의 기여를 한 것 같아 뜻깊게 생각하고 있습니다.
올해는 코로나19로 얼어붙은 경제를 살리고 도민의 삶을 개선하기 위해 매진할 계획입니다. 기본소득과 더불어 기본주택, 기본대출 등 ‘경제적 기본권’ 확대로 지속가능한 발전은 물론 모두가 인간다운 삶을 누릴 수 있는 ‘공정한 세상’을 만들기 위해 모든 노력을 다하겠습니다.
-코로나19로 대한민국 경제가 어렵다. 특별히 경기도 지역경제를 살리기 위해 추진하고 있는 정책이나 코로나-19 대책 현황을 소개해주시죠.
▶ 정도의 차이가 있을 뿐 코로나19 위기로 모든 국민께서 경제적인 피해를 겪고 계십니다. ‘병에 걸려 죽기 전에 굶어 죽겠다’는 소리가 나올 정도로 힘들어하시는 도민들의 처지에 안타까움을 느낍니다.
경기도는 지난해와 올해 두 차례에 걸쳐 도민 1인당 10만원씩 재난기본소득을 지역화폐로 지급해 골목상권과 지역경제를 살리기 위해 노력했습니다.
경기도 재난기본소득은 가계소득 지원과 함께 자영업자들의 매출지원이라는 두 가지 정책목표를 가진 융․복합적 정책이라고 할 수 있습니다. 현금이 아니라 사용기한이 정해진 지역화폐로 지급함으로써 전액 소비를 유도하는 효과가 있습니다.
소멸성 지역화폐로 전국민 보편 지급시 현장에서는 ‘명절 대목 같다’고 말할 정도로 체감효과가 컸고, 지급한 금액에 더해 30% 정도 추가 소비가 있었다는 연구 결과도 나왔습니다. 같은 돈이라면 소비 승수효과도 크고 소상공인 지원효과가 큰 지역화폐로 하는 것이 타당하다는 생각입니다.
이에 더해 올해 코로나19로 피해를 입은 도내 중소기업‧소상공인의 경영 안정을 위해 ‘2021년도 중소기업 육성자금’ 2조 원을 편성했고 지난 1월부터는 도내 소상공인과 전통시장을 대상으로 총 232억원 규모의 지원사업을 21개 분야로 나누어 추진하고 있습니다.
3차 대유행이 조금씩 진정세를 보이고 있지만 행정은 항상 최악의 상황을 대비해야 하기 때문에 4차 대유행에도 철저하게 대비하는 한편 세심한 정책으로 지역경제를 살리기 위해 최선을 다하겠습니다.
-경기 남북 사이의 격차는 점점 더 벌어지고 있다. 국정과제인 균형발전, 지방분권 실천 및 남북교류 거점 역할 수행 준비를 위한 <경기북도 설치> 추진 논의가 국회에서 입법 발의되고 있다. 경기도 남부와 북부가 서로 윈-윈 할 수 있는 해법은?
▶경기도가 너무 크다는 의견에는 기본적으로 동의하지만 지금 바로 분도를 한다고 해서 경기북부에 이익이 될 것인지는 고민해 볼 일입니다. 장기적으로는 분도를 고려할 수도 있겠지만 무엇보다 도민들의 삶에 도움이 되는지부터 생각하고 준비해야 합니다.
특히 경기도는 북부와 남부의 경제적 격차가 매우 크기 때문에 분도 결정은 북부의 재정자립도 및 균형발전과 자립 기반을 마련한 이후 ‘단계적’으로 접근하는 것이 바람직할 것입니다.
근본적으로 행정구역 개편도 국민들의 삶이 개선되는 방향으로 논의되어야 할 것입니다. 자칫 정치인이나 공무원들 자리 만들기 목표로 추진되는 경우가 많은데 어떠한 경우에도 도민의 의사가 가장 중요한 만큼 도민, 특히 북부지역 도민들의 이익을 고려해 결정할 사안이라고 생각합니다.
이와 별개로 민선7기 경기도는 특별한 희생에는 특별한 보상이 따라야 한다는 원칙으로 지역간 균형발전을 추구하고 있습니다. 지난해와 올해 3차에 걸친 공공기관 대규모 이전 결정도 균형발전을 위한 노력의 일환입니다.

-우리 경제가 각 부문별 지나친 양극화, 부의 불평등 격차 등으로 저성장 함정에 빠져 있는데 코로나19로 양극화는 더욱 심화되고 있다. 선제적 해결방안은 무엇인가?
▶ 안타깝게도 그동안 우리사회에 만연해 있던 격차와 불균형은 코로나19 이후 더욱 극심해질 것이 분명합니다. 지금은 코로나만 끝나면 다시 좋아질 거라는 희망이라도 있지만 그 마음마저 꺾이지 않을까 마음이 무겁습니다.
포스트코로나19 시대에 국민들께 다시 희망을 드리려면 무엇보다 ‘공정’의 가치가 실현되어야 합니다. 법과 질서, 원칙이 지켜지고 기회와 과정이 공평하다는 믿음이 있어야 희망과 열정도 생겨날 수 있기 때문입니다.
부동산문제, 청년실업 등을 해결하기 위한 특별한 정책도 중요하지만 보다 근본적인 해결책은 공정한 사회를 만드는 것이겠지요. 모두가 동등하게 기회를 얻고 노력한 만큼 정당한 몫을 보장받는 세상, 규칙을 어겨서 이득을 볼 수 없고 규칙을 지켜도 손해 보지 않는 사회가 되어야 국민께서도 희망을 가지
실 수 있을 거라 생각합니다.
그동안 우리가 정치적‧사회적 기본권을 확대해온 것처럼 이제는 공동체 전체가 함께 일군 ‘사회적 부’를 나누고 누구나 인간다운 최소한의 삶을 누릴수 있도록 ‘경제적 기본권’을 확대해야 할 때입니다. 경제적 기본권은 저성장과 양극화를 완화하는 데에도 기여할 것입니다.
-여권 내 대선 출마 예상자들 간에 이재명 경기도지사의 기본소득 주장에 대해 의견이 분분하다. 기본소득 왜 필요한가?
▶기본소득은 소득과 재산에 상관없이 주권자 모두에게 정기적으로 일정액의 소득을 지급하는 제도입니다. 개인의 가처분 소득을 늘려주는 복지적 측면도 있지만 본질적으로는 소비와 수요를 촉진시켜 경제의 선순환을 도모하는 경제정책입니다.
현대의 모든 경제적 가치에는 기존에 형성된 공공의 자원, 자산이 직·간접적으로 기여하고 있기 때문에 이익의 일정부분을 전체 구성원에 돌려주는 것이 공정의 가치, 사회적 정의에 부합합니다. 특히, 디지털, 플랫폼 경제영역의 경우 기존 공공자원 기여분과 초과이윤이 훨씬 크기 때문에 기본소득의 당위성과 필요성이 더욱 높아졌습니다.
뿐만 아니라 기술혁명, 인공지능과 로봇의 출현, 온라인·디지털 경제 확대로 인간의 노동은 빠르게 줄어들어 일자리 절벽, 노동 종말이 점차 현실화되고 있고, 우리 인류는 인간다운 삶까지 위협받고 있습니다. 기술발전으로 공급역량은 무한대로 커졌지만 거꾸로 수요는 급격히 위축되어 구조적인 경제침체를 겪고 있습니다. 과거에는 공급에 대한 지원이 필요했다면 이제는 수요측면의 지원이 매우 중요합니다.
최근 빌게이츠, 마크저커버그, 일론머스크 등 실리콘벨리의 성공한 CEO들이 기본소득 도입을 주장하는 것도 기본소득이 노동절벽 시대에서 인간의 생존과 다양한 삶을 보장하고 노동감소로 인한 부족한 소비수요를 키워 자본주의 제체를 지속 성장하게 할 효과적이고 유일한 수단이기 때문입니다.

 ▲ 이재명 지사는 "아무리 훌륭한 정책도 신뢰가 없으면 백약이 무효합니다. 부동산 정책을 결정하는 사람들이 부동산을 소유하고 있다면 국민들은 부동산 가격이 오를 것이라는 신호로 받아들이게 됩니다. ‘공직자 부동산 백지신탁제’를 도입하게되면 국민들은 집값을 잡겠다는 정부의 의지를 엄중하게 받아들일 것이고, 이것은 시장의 신뢰 회복으로 이어져 장기적으로 집값을 안정시키게 될 것이라고 생각한다"고 힘주어 말했다. © 김충열 정치전문기자 |
-현 정부는 대규모 수도권 아파트 공급정책을 제시하며 25번째 부동산 정책을 내놓아도 천정부지의 부동산 가격은 내릴 기미를 보이지 않고 있다. 부동산 값을 안정시키기 위해 정책 당국자라면 어떤 정책을 펴고 싶은가?
▶원래 주택가격은 수요와 공급에 의해서 정해지는 것이 이치입니다. 안정적으로 부동산을 공급하는 것이 우선되어야 하고 이에 더해 정상적인 수요만 남긴다면, 부동산 과열양상도 차츰 가라앉지 않을까 생각합니다. 부동산으로 돈을 벌 수 없다면 집이 투자수단이 될 리도 없고 무주택자들이 불안감을 가질 필요도 없기 때문에 집값이 본래 가치로 되돌아가게 될 것이라 확신합니다.
우선 투기요인을 없애기 위해 부동산 불로소득을 전적으로 환수하는 조세 시스템을 구축하는 것이 가장 중요합니다. 투기를 해도 이익이 없다면 투기 자체가 사라지게 됩니다. 그 다음으로는 주택을 굳이 구매하지 않아도 안정적으로 거주할 수 있다는 믿음을 줘야 합니다.
경기도는 무주택 세대주라면 누구든지, 주거 걱정 없이 살 수 있는 ‘기본주택’을 추진 중입니다. 장기공공임대뿐만 아니라 소비자들께서 선택하실 수 있도록 분양형도 준비하고 있습니다. 경기도 기본주택과 같이 공공영역에서 주거문제에 대해 책임을 진다는 것을 보여주고 투기가 불가능하도록 제도를 개혁하면 부동산 문제 또한 충분히 해결할 수 있을 것이라 확신합니다.

-이 지사께서 광역단체장 평가조사 8개월째 1위(리얼미터)를 달리고 있다. 어떤 점이 지지를 이끌어냈다고 보는가?
▶지난 2년 동안 경기도지사직을 수행하며 도민들께서 체감하실 수 있는 크고 작은 성과들을 도민들께서 인정해 주신 것이라 생각하고 매우 감사하게 생각하고 있습니다. 맡겨보니 “일 잘하네”라고 생각해주신 것 같기도 하고 앞으로 더 잘하라는 기대감도 실어 주신 것 같아 기분 좋은, 부담감을 느끼고 있습니다.
사실 저는 방향을 제시하는 사람이지 행정을 직접 수행하는 사람은 아닙니다. 도정수행평가 1위를 한 것은 무엇보다 경기도민을 위해 밤낮없이 힘써주고 계신 경기도 공무원 여러분들 덕분입니다. 직접 말씀드릴 기회가 많지않아 이 자리에서나마 꼭 감사하다는 말씀을 드리고 싶습니다.
앞으로도 주권자께서 맡겨주신 역할을 성실히 수행해 코로나 위기로부터 도민을 안전하게 지키고 도민들 생활 곳곳에서 삶의 질이 향상되는 것을 느끼실 수 있도록 실용적인 정책으로 구체적인 성과내기 위해 더욱 노력하겠습니다.
-대권 도전자 중에서 SNS나 스마트 폰 민심의 집단지성을 가장 잘 활용하고 있다. 그 결과 시의적절한 대책과 메시지를 잘 내고 있다는 평인데 비결은 무엇인가?
▶주권자인 우리 국민께서는 1억 개의 눈과 귀, 5천만 개의 입을 가진 집단 지성체입니다. 인터넷과 스마트폰으로 무장한 집단지성체의 이성과 판단능력이 매우 뛰어나기에 의견을 잘 듣고 따라가기만 해도 좋은 결과를 도출해낼 수 있습니다.
사실 저희 같은 정치인들은 국민들이 위임한 권한으로 국민들이 맡긴 예산을 사용해서 국민들께 유용한 일을 해야 하는 사람입니다. 그렇기 때문에 국민들이 원하는 일을 하는 것이 가장 중요합니다. 그런데 지금처럼 빠르게 변화하는 시대에서 사무실과 책상 앞에만 앉아서 그분들이 원하시는 것을 파악하는 것은 불가능한 일이 되어버렸습니다. 다양한 분야의 사람을 직접 만나고 소통하는 게 중요한데 그 중에서도 SNS는 매우 유용한 소통도구입니다.
특히 저에게 직접 DM을 보내시고 정치적인 목소리를 내는 사람들은 보통 분들이 아니시죠. 그만큼 자기 시간과 노력을 들여서 세심하게 살피고 자기 의사를 표현하고 있는 겁니다. 신천지 시설파악, 지역화폐 불법행위, 하천계곡 위반업소 고발, 일산대교 통행료 문제 등도 SNS를 통해 다양한 이야기들을 해주셨기에 문제점을 파악하고 정책화 할 수 있었던 것입니다.
저는 그저 꾸준한 소통을 통해 주권자께서 어떤 부분이 불편한지 파악하고 필요한 일을 하는 것뿐입니다. 특별한 점이 있다면 오랜 시간 관심을 갖고 서로 신뢰하며 피드백을 주고받았다는 점이겠죠. 덕분에 많은 분들이 만족하는 정책을 만들어낼 수 있었습니다.
-민주당내 친문 주류에서 적자 후보가 아니라는 이유로 당내 후보경선 견제가 심한데 어떻게 극복해낼 것인가?
▶아직 경선을 시작하지도 않았고, 견제 받는다고 느낀 적도 없습니다. 또 저를 포함해서 민주당에 친문이 아닌 사람이 없는데 ‘친문이 친문 아닌 누구를 견제한다’는 말 자체가 맞지 않습니다.
-현재 각종 여론조사에서 대권 지지율 1위를 달리고 있다. 지사직 유지와 대권 도전 어떻게 임할 것인가?
▶지지율은 정말 조변석개(朝變夕改)하는 것입니다. 그야말로 신기루 같은 거라는 걸 누구보다 잘 알기 때문에 크게 연연하지는 않습니다.
지금은 이것저것 살피기보다는 경기도지사로서 코로나 위기로부터 도민을 안전하게 지키고 민생을 돌보는 것에 집중하는 것이 저에게 막중한 권한을 위임해주신 도민들에게 보답하는 길이라고 생각합니다. 앞으로도 경기도민의 삶의 질 향상을 위한 실용적인 정책으로 구체적인 성과내기 위해 온 노력을 다하겠습니다.
결국 어떤 일꾼을 어떤 자리에 쓰는 게 내 삶에 도움이 되고 좋은 일인지 국민께서 판단하고 천천히 결정하실 일이지요. 앞으로 한국사회의 발전을 위해서 제가 할 일이 분명히 있을 것이라 생각하고 어느 자리에서든 저답게 최선을 다하겠습니다.
-혹자는 여의도 정치를 하지 않고 대권에 도전하고 있다고 비판하는 시각도 있다.

-바이든 행정부 출범이후 미중 경제전쟁으로 해양세력과 대륙세력의 충돌이 더욱 가속화 될 것으로 전망된다. 우리의 한반도 생존전력은 어떠해야한가?
▶반도국가의 운명이다. 하지만 지정학적인 위치에서 오는 숙명을 좌절하고 열등의식을 가지고 기존 질서에 순응하기 보다는 주체적 사고를 통하여 안보 딜레마에 빠지지 않도록 국민총화를 이뤄 선제적으로 대응해야 한다고 생각한다. 일테면 일찍이 안중근 의사가 부르짖은 '동양 평화론'을 계승 발전시켜 동아시아에 항구적인 평화구축을 해야 한다고 생각한다. 강대국들이 깔아놓은 분단의 지배(Divide and Rule)보다는 하나의 경제공동체를 만들 경우 더 큰 파이가 돌아간다는 비전을 제시하면 좋지 않을까 생각합니다.
