금융위기보다 심각 코로나19..IMF 이후 최장기간 경기침체 지속

한경연, 대면·서비스업 끝없는 부진..업종별 K자형 양극화 심화 진단

브레이크뉴스 박수영 기자= 코로나19로 인한 경기침체가 IMF 이후 최장기간 지속 중인 것으로 나타났다.

 

한국경제연구원은 코로나19 발생 이후 1년여가 지났지만, 우리 경제가 위기 이전 수준을 회복하지 못했다고 22일 진단했다. 특히, 코로나19 충격이 민간소비와 대면·서비스업에 집중되면서 분야별·업종별 양극화도 심화된 것으로 조사됐다.

 

한경연이 분기별 GDP 자료를 분석한 결과, 지난해 4분기 GDP는 462조8000억원으로 코로나19 발생 직전이었던 2019년 4분기 GDP 468조8000억원의 98.7% 수준에 머물렀다.

 

한경연은 지난 2008년 글로벌 금융위기 당시에는 1년 만에 분기별 GDP가 위기 직전 수준을 회복(101.0%)했다면서, 코로나19로 우리 경제가 글로벌 금융위기 이상의 충격에 빠졌다고 설명했다.

 

아울러 한경연이 위기발생 전후의 분기 GDP 최대 감소율을 계산해 경제위기별 충격강도를 측정한 결과, 외환위기(7.6%), 코로나19(4.4%), 금융위기(3.2%) 순으로 나타났다. 충격 회복에는 외환위기가 6개 분기, 금융위기는 4개 분기가 소요됐으며, 코로나19 위기는 5개 분기 째 진행 중이다.

 

한경연은 코로나19 재확산과 사회적 거리두기 조치가 반복되면서, 경제회복 기간이 외환위기 수준까지 늦춰질 가능성도 배제할 수는 없다고 진단했다.

 

항목별로는 민간소비의 L자형 침체가 계속되는 가운데, 수출이 작년 2분기 이후 가파르게 반등하면서 경기부진을 일부 만회하는 모습을 보였다.

 

2020년 4분기 민간소비는 코로나19 직전인 2019년 4분기 대비 93.4% 수준으로 최저치를 기록했다. 과거 경제위기 당시에는 1~2분기 만에 민간소비가 회복세를 보였지만, 이번 코로나19 위기는 발생 이후 1년이 지나도록 소비위축이 지속되는 것으로 나타났다.

한경연은 “확진자 수 증가와 사회적 거리두기 강화의 반복이 소비위축 장기화의 원인”이라며 “집단면역이 달성되는 올해 말까지 소비침체가 이어질 것으로 우려된다”고 전했다.

 

반면, 수출은 지난해 2분기에 코로나19 직전 대비 82.8%까지 감소했으나, 이후 빠르게 반등하면서 2020년 4분기에 코로나19 이전 수준을 회복했다.

한경연은 우리나라의 최대 수출국인 중국이 빠르게 코로나 회복국면에 진입했고, 작년 하반기부터 미국 등 주요 소비시장의 경제활동이 재개되면서 수출실적이 가파른 회복세를 보였다고 설명했다.

 

코로나19 충격에 따른 업종별 양극화는 뚜렷하게 나타났다. 제조업은 분기 GDP가 2020년 2분기를 저점(충격 직전 대비 90.6%)으로 빠르게 반등하면서 충격 이후 4개 분기 만에 코로나19 직전 수준을 회복했다. 이는 제조업 충격회복에 5개 분기가 소요된 IMF 외환위기와 글로벌 금융위기 때보다 빠른 속도다.
