브레이크뉴스 박수영 기자= 우리나라 택배업 육성을 위해 외국인 근로자 고용 유연화, 물류시설 확충을 위한 지원이 필요하다는 주장이 제기됐다.
전국경제인연합회는 16일 택배업 발전을 위한 정책과제를 이와 같이 밝히고, 택배업 주요 현안을 ‘3P(People, Place, Price)’로 요약했다. 이는 ‘인력(People)’, ‘물류시설(Place)’, ‘택배요금(Price)’을 가리킨다.
택배서비스는 주간에 집하된 화물을 다음날 배송하기 위해 당일 야간에 물류터미널에서 인력으로 직접 상·하차 작업을 진행한다. 물류터미널 상·하차 작업은 노동 강도와 작업시간(저녁~다음날 아침) 때문에 내국인이 기피하는 대표적인 업무로 알려져 있어 심각한 구인난을 겪고 있다.
인력 충원의 한계와 잦은 결근 등으로 인해 상·하차 담당 근로자의 업무가 가중될 수 밖에 없고, 배송작업 지연에 따른 상품부패 등 택배서비스 품질이 저해되는 문제가 야기되기도 했다. 이에 물류터미널의 야간 상·하차 근로자 확보를 위해 ‘고용허가제’상 서비스 업종에 ‘택배업’ 추가가 필요한 실정이다.
정부는 고용허가제를 통해 외국인 근로자를 고용할 수 있는 업종을 규정한다. 외국인 고용 도입업종 및 인원 등 고용허가제 세부사항은 2004년부터 매년 국무조정실장이 주재하는 ‘외국인력정책위원회’에서 심의·의결되고 있다.
현재 중소 제조업(상시근로자 300인 미만 또는 자본금 80억원 이하), 건설업 등은 외국인 근로자 고용이 가능하지만, 택배업을 포함하는 ‘서비스업’의 경우 세부업종별주로 차등이 있다. 또한, 허가된 외국인 근로자 전체 도입규모 5만6000명 중 서비스업은 100명에 불과하며, 사업장별 최대 고용허용인원은 10명에 그친다.
2019년 12월에 열린 제27차 외국인력정책위원회의 안건으로 택배업 상·하차 업무 등에 대한 외국인 고용 허가 여부가 검토됐으나, 부처 간 이견으로 무산된 것으로 알려졌다.
전경련은 코로나19 장기화와 비대면 소비 확대로 택배수요가 급격히 증가한 가운데, 올해 말 개최될 외국인력정책위원회에서 고질적인 택배업 인력 수급 문제 해결을 위한 재검토가 필요하다고 주장했다.
택배분류시설의 신속한 확충을 지원해야 한다는 지적도 나왔다. 도심 내에서 화물을 집하하고 배송하기 위해서는 권역별로 택배분류시설 등의 확보가 필요하지만, 택배 물량이 집중되는 수도권은 도심과 가까운 거리에 입지하는데 한계가 있다.
택배분류시설은 다수의 대형 화물차가 원활히 출입할 수 있고, 대규모 물류시설 및 장비의 설치가 가능한 넓은 부지가 필요하다. 하지만, 입지 선정이 어려울 뿐만 아니라 토지비, 건설비 등 소요비용이 크며, 인근 주민의 민원까지 복합적으로 작용한다.
올해 국토교통부는 도시철도 차량기지 내 유휴부지 등에 택배분류 인프라를 마련하고, 이를 택배업체에 임대하는 방식의 부지마련 지원 사업 계획을 발표한 바 있다.
그러나 택배업계에 따르면, 수요에 비해 공급되는 부지가 제한적이고 실질적으로 부지 활용도가 떨어지는 곳도 있어 좀 더 면밀한 검토가 필요한 것으로 보인다.
또한, 정부가 추진하는 유휴부지 활용 계획에 맞는 관할관청의 조례 개정 등 지자체의 협조가 선행돼야 하며, 궁극적으로는 녹지지역(그린벨트) 내 부지 확보가 가능하도록 건축법 등의 규제완화가 필요하다는 입장이다.
전경련은 기존 소규모 물류시설에 대한 원활한 증축 및 재개발을 지원해 택배업 종사자들의 작업환경을 개선하고, 지하 택배 터미널 개발 등 물류시설 확충 방안을 다각도로 검토하고 구체화해야 한다고 언급했다.
택배 물동량은 급증하고 있지만 택배단가는 하락 추세인 가운데, 택배요금 현실화 가능 여부도 주요 현안이다.
국가물류통합정보센터에 따르면 2019년 총 택배물량은 27억9000만 개로 나타나 2018년 25억4300만 개에 비해 9.7% 성장한 것으로 나타났다. 전년대비 물동량은 2015년 이후 매년 10% 내외로 증가하고 있는 추세다.
이러한 택배시장의 성장에도 불구하고 택배평균단가는 지속적인 하락세를 보이고 있다. 택배평균단가는 1997년 1박스 당 4732원을 정점으로 2018년에는 2229원까지 떨어졌다. 2019년에는 2269원으로 소폭의 반등세를 보였으나, 올해도 하락 추세를 벗어나기는 어려울 것으로 전망된다.
택배평균단가의 하락으로 택배업체의 이익률이 낮아지는 것은 물론, 택배기사들이 기존 소득을 유지하기 위해 과거보다 더 많은 물량을 배송해야 하는 상황에 처하게 된다.
택배업체는 물동량 급증 등 시장 환경 변화 대응과 더불어 서비스의 질적 향상을 위해 시설 및 장비 투자 규모를 확대해야 하고, 작업환경 개선과 안전시설 보강에도 지속적으로 비용을 투입해야 한다. 택배기사의 처우 개선을 고려할 때 택배단가 인상은 불가피해 보이지만, 치열한 업계 경쟁구도에서 쉽지 않을 뿐만 아니라 자칫 가격담합으로 오인 받을 가능성도 있다.
차별화된 택배서비스 개발을 통한 소비자 후생 증대와 단가 인상을 모색하는 것과 더불어, 택배요금 현실화에 대한 사회적 의견수렴과 합의가 필요한 시점이다.
유환익 전경련 기업정책실장은 “택배업 현장에서 필요한 인력과 물류시설 확충을 적시에 지원해 택배업계가 당면한 애로사항을 해소하고, 산업 경쟁력 향상과 근로여건 개선으로 이어지는 선순환 구조를 만들어야 한다”고 말했다.

The details of the employment permit system, such as the type of business and number of foreign workers introduced, have been deliberated and resolved annually by the “Foreign Workforce Policy Committee,” presided over by the head of the Office of State Affairs Coordination since 2004.
Currently, foreign workers can be employed in the small and medium-sized manufacturing industry (less than 300 full-time workers or less than 8 billion won in capital) and construction, but the'service industry', including the parcel delivery service, differs depending on the detailed sector. In addition, out of the total number of 56,000 permitted foreign workers, only 100 are employed in the service industry, and the maximum number of employees per workplace is only 10.
As an agenda of the 27th Foreign Workers Policy Committee held in December 2019, it was reviewed whether or not to allow foreigners to hire foreigners for loading and unloading the parcel delivery service, but it was reported that it was dismissed due to disagreement between ministries.
The FKI argued that amid the prolonged Corona 19 and increased non-face-to-face consumption, the demand for parcel delivery increased rapidly, and at the end of this year, the Foreign Workers Policy Committee insisted that a reconsideration was needed to resolve the chronic supply and demand problem of the parcel delivery industry.
Some pointed out that support for the rapid expansion of parcel sorting facilities should be supported. In order to collect and deliver cargo within the city center, it is necessary to secure a parcel sorting facility for each region, but the metropolitan area, where the quantity of parcel delivery is concentrated, has limitations in being located close to the city center.
The parcel sorting facility requires a large site where a large number of large trucks can enter and exit smoothly, and large-scale logistics facilities and equipment can be installed. However, not only is it difficult to select a location, but also costs such as land and construction costs are high, and civil complaints from nearby residents are compounded.
This year, the Ministry of Land, Transport and Maritime Affairs announced a plan to support site preparation by preparing parcel sorting infrastructure for idle sites in urban railway vehicle bases, and leasing them to parcel service companies.
However, according to the parcel delivery industry, a closer examination is needed as the land supplied is limited compared to the demand and there are places where the utilization of the land is practically low.
In addition, cooperation from local governments, such as amendment of the ordinances of the competent authorities in accordance with the government's plan for using idle land, must be preceded, and ultimately, deregulation of the building law, etc., is necessary to secure the site within the green area (green belt).
The FKI said that it should support the smooth extension and redevelopment of existing small-scale logistics facilities to improve the working environment of courier workers, and to review and specify plans to expand logistics facilities from various angles, such as the development of underground courier terminals.
Although parcel delivery volume is rapidly increasing, parcel delivery unit prices are on a downtrend, and whether parcel delivery charges can be realized is a major issue.
According to the National Logistics Information Center, the total parcel delivery volume in 2019 reached 2.79 billion, an increase of 9.7% from 2,533 million in 2018. Compared to the previous year, the volume of cargo has been increasing by around 10% every year since 2015.
Despite the growth of the parcel delivery market, the average parcel delivery unit price continues to decline. The average parcel delivery price peaked at 4732 won per box in 1997 and dropped to 2229 won in 2018. In 2019, it showed a slight rebound to 2,269 won, but it is expected that it will be difficult to escape the downward trend this year.
The decline in the average parcel unit price not only lowers the profit margin of parcel delivery companies, but also faces a situation where parcel delivery drivers have to deliver more quantities than in the past to maintain their existing income.
Courier companies must expand the scale of investments in facilities and equipment to respond to changes in the market environment, such as a rapid increase in cargo volume, and to improve the quality of services, and continue to invest costs in improving the working environment and reinforcing safety facilities. Considering the improvement in the treatment of courier operators, the price increase in courier seems inevitable, but it is not easy in the fierce industry competition and may be mistaken for price fixing.
In addition to seeking to increase consumer welfare and increase unit prices through the development of differentiated delivery services, it is time to collect social opinions and agree on the realization of delivery fees.
