The parcel delivery service carries out the loading and unloading work by personnel at the logistics terminal on the same night to deliver the cargo collected during the day the next day. The loading and unloading of the logistics terminal is known to be a representative task that Koreans avoid due to the intensity of labor and working hours (evening to the next morning), and is experiencing serious hiring difficulties.

 

Due to the limitation of staffing and frequent absenteeism, the work of workers in charge of loading and unloading was inevitably increased, and the quality of delivery services such as product corruption due to delays in delivery work was also caused. Accordingly, it is necessary to add a ¡°courier service¡± to the service industry under the ¡°employment permit system¡± in order to secure nighttime loading and unloading workers at the logistics terminal.

 

The government regulates the types of industries in which foreign workers can be employed through the employment permit system. The details of the employment permit system, such as the type of business and number of foreign workers introduced, have been deliberated and resolved annually by the ¡°Foreign Workforce Policy Committee,¡± presided over by the head of the Office of State Affairs Coordination since 2004.

 

Currently, foreign workers can be employed in the small and medium-sized manufacturing industry (less than 300 full-time workers or less than 8 billion won in capital) and construction, but the'service industry', including the parcel delivery service, differs depending on the detailed sector. In addition, out of the total number of 56,000 permitted foreign workers, only 100 are employed in the service industry, and the maximum number of employees per workplace is only 10.

 

As an agenda of the 27th Foreign Workers Policy Committee held in December 2019, it was reviewed whether or not to allow foreigners to hire foreigners for loading and unloading the parcel delivery service, but it was reported that it was dismissed due to disagreement between ministries.

 

The FKI argued that amid the prolonged Corona 19 and increased non-face-to-face consumption, the demand for parcel delivery increased rapidly, and at the end of this year, the Foreign Workers Policy Committee insisted that a reconsideration was needed to resolve the chronic supply and demand problem of the parcel delivery industry.

 

Some pointed out that support for the rapid expansion of parcel sorting facilities should be supported. In order to collect and deliver cargo within the city center, it is necessary to secure a parcel sorting facility for each region, but the metropolitan area, where the quantity of parcel delivery is concentrated, has limitations in being located close to the city center.

 

The parcel sorting facility requires a large site where a large number of large trucks can enter and exit smoothly, and large-scale logistics facilities and equipment can be installed. However, not only is it difficult to select a location, but also costs such as land and construction costs are high, and civil complaints from nearby residents are compounded.

 

This year, the Ministry of Land, Transport and Maritime Affairs announced a plan to support site preparation by preparing parcel sorting infrastructure for idle sites in urban railway vehicle bases, and leasing them to parcel service companies.

 

However, according to the parcel delivery industry, a closer examination is needed as the land supplied is limited compared to the demand and there are places where the utilization of the land is practically low.

 

In addition, cooperation from local governments, such as amendment of the ordinances of the competent authorities in accordance with the government's plan for using idle land, must be preceded, and ultimately, deregulation of the building law, etc., is necessary to secure the site within the green area (green belt).

 

The FKI said that it should support the smooth extension and redevelopment of existing small-scale logistics facilities to improve the working environment of courier workers, and to review and specify plans to expand logistics facilities from various angles, such as the development of underground courier terminals.

 

Although parcel delivery volume is rapidly increasing, parcel delivery unit prices are on a downtrend, and whether parcel delivery charges can be realized is a major issue.

 

According to the National Logistics Information Center, the total parcel delivery volume in 2019 reached 2.79 billion, an increase of 9.7% from 2,533 million in 2018. Compared to the previous year, the volume of cargo has been increasing by around 10% every year since 2015.

 

Despite the growth of the parcel delivery market, the average parcel delivery unit price continues to decline. The average parcel delivery price peaked at 4732 won per box in 1997 and dropped to 2229 won in 2018. In 2019, it showed a slight rebound to 2,269 won, but it is expected that it will be difficult to escape the downward trend this year.

 

The decline in the average parcel unit price not only lowers the profit margin of parcel delivery companies, but also faces a situation where parcel delivery drivers have to deliver more quantities than in the past to maintain their existing income.

 

Courier companies must expand the scale of investments in facilities and equipment to respond to changes in the market environment, such as a rapid increase in cargo volume, and to improve the quality of services, and continue to invest costs in improving the working environment and reinforcing safety facilities. Considering the improvement in the treatment of courier operators, the price increase in courier seems inevitable, but it is not easy in the fierce industry competition and may be mistaken for price fixing.

 

In addition to seeking to increase consumer welfare and increase unit prices through the development of differentiated delivery services, it is time to collect social opinions and agree on the realization of delivery fees.
