대기업 겨눈 공정위, 올해 과징금 규모 1000억원 육박..롯데 최대

브레이크뉴스 박수영 기자= 올해 공정거래위원회의 대기업집단 제재 과징금 및 과태료 규모가 1000억 원에 육박하는 것으로 나타났다.

 

14일 CEO스코어에 따르면 2018년부터 2020년 10월 6일까지 공정위 의결서에 따른 과징금 부과 현황을 조사한 결과, 올해 과징금 규모는 968억9600만 원으로 집계됐다.

 

이는 지난해 과징금 760억8800만 원보다 208억 원(27.3%) 더 많은 수치다. 9개월여 만에 작년 연간 과징금 규모를 뛰어넘은 것으로, 지난해 줄었다가 다시 상승세로 전환했다.

 

최근 3년간 공정위가 대기업집단 계열사를 대상으로 부과한 과징금 규모는 △2018년 1557억2900만 원 △2019년 760억8800만 원 △2020년 10월6일 현재 968억9600만 원이었다. 2018년 대비 2019년 공정위 과징금 규모가 절반 수준으로 줄었다가 올해 다시 큰 폭 늘어났다.

 

그룹별로는 롯데그룹에 올해에만 606억 원의 과징금이 부과됐으며, 현대중공업이 219억 원으로 뒤를 이었다. 다음으로 CJ 79억 원, 삼성 36억 원의 순이었으며 나머지 12개 그룹은 10억 원 미만이었다.

 

올해 부과된 과징금 중 가장 큰 금액은 롯데쇼핑의 408억 원이다. 이는 올해 롯데그룹에 부과된 전체 과징금의 67.3%에 해당한다. 롯데쇼핑의 경우 공정위가 지난해 11월 롯데마트에 대규모유통업법 위반에 따른 과징금 부과를 결정했지만, 올 1월 의결서 작성이 완료되면서 올해 과징금이 부과된 것으로 분류됐다. 롯데쇼핑은 지난 4월 408억 원의 과징금을 납부 완료했다.

 

다음으로 현대중공업이 218억 원, 롯데칠성음료가 195억 원을 각각 기록했다. 현대중공업은 불공정하도급 거래행위, 롯데칠성음료는 부당한 공동행위로 과징금이 부과됐다.
 
이어 CJ대한통운 79억 원, 삼성중공업 36억 원, 코리아오토글라스 6억3400만 원, 대림씨엔에스 5억4100만 원 순이었다.

 

계열사 제재 건수가 가장 많은 그룹은 CJ였다. CJ대한통운 5건, CJ제일제당 1건 등 총 6건의 제제를 받았다. KCC와 한진, 현대중공업이 각각 5건이었고, 대림 4건, 삼성·현대자동차·LG·SK·롯데·금호아시아나·교보생명 각각 3건, 아모레퍼시픽·미래에셋·태광 각각 2건 등이었다.

 

한편, 올해 공정위 제재 건수는 총 63건으로 △부당한 공동행위(담합)가 29건(46.0%)으로 가장 많았다. 이어 △내부거래 이사회 의결 및 공시규정 위반행위 9건(14.3%) △불공정 하도급 거래행위 7건(11.1%) △기업결합제한규정 위반행위 5건(7.9%) △대규모유통업법 위반행위 2건(3.2%) △부당한 지원행위 2건(3.2%) △전자상거래 소비자보호법 위반행위 2건(3.2%) △의결권 제한 규정 위반행위 2건(3.2%) 등이었다.

 

또한, △지주회사 관련 규정 위반 행위 △조사방해 행위 △허위보고 및 자료 제출 행위 △사업자단체 금지 행위 △주식소유현황 허위보고 및 신고규정 위반 행위가 각각 1건이었다.

Next, Hyundai Heavy Industries recorded 21.8 billion won and Lotte Chilsung Beverage recorded 19.5 billion won. A penalty was imposed on Hyundai Heavy Industries for unfair subcontracting transactions and Lotte Chilsung Beverage for unfair joint activities.
 
This was followed by CJ Logistics 7.9 billion won, Samsung Heavy Industries 3.6 billion won, Korea Auto Glass 633 million won, and Daelim C&S 541 million won.

 

The group with the highest number of sanctions for affiliates was CJ. A total of 6 sanctions were received, including 5 cases for CJ Logistics and 1 case for CJ CheilJedang. KCC, Hanjin, and Hyundai Heavy Industries had 5 cases each, Daelim 4 cases, Samsung, Hyundai Motors, LG, SK, Lotte, Kumho Asiana, Kyobo Life Insurance, 3 cases each, and Amorepacific, Mirae Asset, and Taekwang 2 cases each.

 

On the other hand, the number of sanctions by the Fair Trade Commission this year was 63 cases, and △Unfair joint action (collusion) was the highest with 29 cases (46.0%).
