전남 목포시는 지난해 제1회 섬의 날 기념행사를 신안군과 공동으로 성황리에 개최하여 우리나라 섬의 중심도시로서의 위상을 높였다. 이런 분위기를 세계로 확대하고자 2028년 세계 섬 엑스포 유치를 새로운 목표로 설정했다.
독보적인 섬 자원과 인적 네트워크를 보유한 서남해안권(목포·완도·진도·신안)은 세계 섬 엑스포를 유치해 지역의 상생 발전을 도모하고 섬을 기반으로 한 새로운 도약의 발판을 마련해야 한다는 데 공감대를 형성했다.
이에 따라 목포상공회의소 주관으로 4개 지역의 민간 협력을 위해 지역 학계와 경제계, 시민 사회단체 대표 등 20여명으로 구성된 2028 세계 섬 엑스포 유치추진준비위원회가 운영 중이다.
코로나19로 활동이 어려운 상황 속에서도 공동 추진 사업들을 발굴하며 지역에서부터 공감대를 넓혀가고 있는 가운데 2021년에는 위원회 구성을 전국으로 확대해 범국민적 여론으로 확산할 계획이다.
더불어, 4개 시·군이 공동으로 참여하는 ‘2028 세계 섬 엑스포 유치타당성 및 기본계획 수립 용역’이 지난 5월부터 추진 중이다. 이번 용역을 통해 세계 섬 엑스포 개최 당위성 개발 및 섬의 미래 비전 수립, 세계 섬 네트워크 교류 협력방안, 엑스포장 기본구상 등을 마련해 국제행사 승인 신청을 본격적으로 준비할 방침이다.
2028년에 섬·관광 관련 국제기구(UNWTO등)가 승인하는 국제 행사를 서남해안 지역이 공동 개최하고, 장기적으로는 2045년 국제박람회 기구(BIE) 공인 섬 엑스포 유치를 위해 적극 대응할 계획이다.
목포시는 이와 관련해 4개 시·군 협력 강화를 위해 오는 10월 상생협력을 위한 MOU를 체결하고, 공동협력사업 발굴, 사업비 공동분담, 2028년 세계 섬 엑스포 유치를 위한 민간추진위원회 활동 정례화, 국내·외 섬 포럼 개최, 정부 건의 등 국제행사 승인을 위한 노력을 강화할 방침이다.
첫 공동협력 사업으로 세계 섬 엑스포 유치 붐 조성 등을 위해 11월 중에 ‘2020 서남해안 섬 포럼’ 개최한다. 「왜 섬 엑스포인가! 새로운 도전의 시작」 이라는 주제로 열릴 이번 포럼에서 전국의 섬 정책 및 엑스포 전문가들과 함께 섬 엑스포 개최 필요성과 준비 전략을 논의할 예정이다.
이어 2021년부터 국제 섬 포럼을 개최하고, 권역별 섬 투어를 운영하는 등 천혜의 섬 자원을 세계적으로 알릴 수 있는 기회를 지속 확대할 방침이다.
시 관계자는 “엑스포는 대규모 국제행사이기 때문에 지역의 인지도 제고는 물론 SOC가 획기적으로 확충되고, 경제적 파급력이 매우 큰 국제 이벤트다” 면서 “전남 서남해안권이 상생 발전하면서 섬 정책 추진의 중심지로 거듭날 수 있도록 엑스포 유치를 위한 동력을 차근차근 쌓아가겠다”고 밝혔다.
