윤석열 대통령이 25일 "글로벌 시장·엑스포가 우리 것이라 확신하고 몸던져 뛰면 우리 것이 될 것"이라고 밝혔다.
윤 대통령은 이날 오전 용산 대통령실에서 TV생중계된 제40회 국무회의 모두발언에서 "유엔총회 기조연설 포함 41개 양자 정상회담·뉴욕대 디지털 비전 포럼 연설·지역별 정상 그룹 오·만찬 등 총 48개 외교 행사를 가졌다"며 이같이 밝혔다.

Last week, I went to New York for 4 nights and 6 days. A total of 48 diplomatic events were held, including keynote speeches at the UN General Assembly, 41 bilateral summits, speeches at the New York University Digital Vision Forum, and regional summit group lunches and dinners. During my stay in New York, I met with the heads of state of 47 countries and appealed for their support for hosting the 2030 Busan Expo.
It was emphasized that the Busan Expo is a value-oriented expo that shifts the paradigm of the international community from competition to solidarity. It was explained that it is not an expo of solidarity where each country shows off and competes with its achievements in science and technology and high-tech industries, but rather shares its achievements with the whole world. Through the Busan Expo, each country has an opportunity to make a big leap forward in science and technology and industry. He said he would get it.
In particular, we promised to provide future generations with access to and use of cutting-edge digital technologies through our country's cutting-edge digital infrastructure expo. I emphasized to the leaders of each country that Busan is a symbolic city that played the role of the mother's umbilical cord during the Korean War and the process of economic growth.
When the North Korean communist army invaded the South and occupied most of our country, Busan remained, so we were able to turn the tide with the help of the UN forces and the international community. Afterwards, in the process of South Korea's remarkable growth, Busan was a key channel for importing raw materials and exporting goods. While explaining that this was the case, he emphasized the symbolism of solidarity that the Busan Expo carries.
Many countries listened closely to the Korean President's keynote speech at the United Nations General Assembly. They said that our government’s national policy of ‘freedom and solidarity’ is being consistently applied on the diplomatic stage, and that trust and expectations about the international role of the Korean government are growing. I actually felt that this was very helpful in attracting our Expo.
The theme of this 78th United Nations General Assembly is ‘Restoration of trust and re-promotion of global solidarity.’ In my keynote speech, I raised the issue of the increasingly serious gap between countries. He emphasized that the international community must strongly unite around the United Nations in order for all countries in the world to reduce serious gaps and coexist in the midst of an unprecedented global complex crisis.
I have stated that the Korean government will play a leading role and contribute to bridging the gaps between countries in three areas: the development gap, the climate gap, and the digital gap. Since its inauguration, our government has boldly expanded official development assistance (ODA). Korea's ODA budget next year will more than double compared to five years ago.
We will strengthen ODA in the field of education and training to help development cooperation recipient countries quickly improve their food, clothing, and shelter environments, and to equip them with the capabilities to become economically and socially self-reliant. In my speech at this year's UN General Assembly, I stated that our government will support the transition to clean energy in countries vulnerable to the climate crisis by expanding green ODA, including an additional donation of $300 million to the Green Climate Fund (GCF).
In addition, we proposed the launch of the ‘Carbon Free Alliance’ to expand the use of carbon-free, high-efficiency energy such as nuclear power plants and hydrogen and to reduce the climate gap between countries. If the ‘zero-carbon alliance’ led by us achieves results, we will further strengthen the competitiveness of our nuclear power and hydrogen sectors and open up a huge new export market. We ask that relevant ministries actively support the launch of the ‘Carbon Free Alliance’ and ‘Carbon Free Alliance’ and make diplomatic efforts to encourage many companies, governments, and international organizations around the world to participate.
In addition to the development gap and climate gap, the digital gap between countries is widening the gap even further. In my speech at this year's UN General Assembly, I pledged to expand digital transformation ODA by leveraging Korea's strengths in information and communication technology (ICT) so that people in digitally vulnerable countries can easily access education, health, and financial services.
Also, following last year, I visited New York University again and spoke at the <Digital Vision Forum>. I said that in the era of deepening AI and digital, we need to establish directions and norms for a future digital society, and that Korea will present a digital bill of rights to this end. The Digital Bill of Rights will contain five principles: freedom, fairness, safety, innovation, and solidarity. Digital technology should be used to expand human freedom, and should not be used to suppress freedom.
In digital development, fair competition and a fair compensation system must operate, and the safety of liberal democracy and the market economy must be maintained. Additionally, innovation in digital that drives sustainable prosperity for humanity must be achieved, and the international community must work together to ensure that AI and digital technology contribute to world peace and the common prosperity of humanity.
Whenever a new technology emerges, new norms and standards are discussed, and without exception, the country that leads this discussion has led the development of the technology and industry. Now, Korea wants to lead the establishment of new AI and digital norms and the establishment of international organizations. This time, Korean researchers and companies signed an <AI/Digital Business Cooperation Partnership> with New York University.
By expanding joint research, human resources training, and business cooperation with the United States, which is an AI powerhouse and shares the direction of the digital order with us, we will be able to lay the foundation for our researchers and companies to expand into the North American market and further into the global market. There is no corner of the world that our people and companies cannot reach. Nuclear power plant projects in the Czech Republic, Hungary, Kazakhstan, and Ghana, transportation infrastructure projects in Thailand, Ecuador, Paraguay, and Israel, and new city construction projects in Iraq and Kyrgyzstan, our people are working hard to find new business opportunities.
