안민석·홍기원의원, 환경의날 경기남부 수달보전 대책 토론회 공동 개최

수달은 지역사회 협업으로 만든 생태하천 복원의 상징적 성

(브레이크뉴스인천 박상도 기자) 더불어민주당 안민석 의원(경기 오산)과 홍기원 의원(경기 평택)이 5일 국회에서 환경의 날을 기념하여‘경기남부 오산천, 진위천, 안성천 수달보전 대책 토론회’가 개최됐다고 밝혔다.

 

안민석 의원과 홍기원 의원에 따르면, 이번 2차 토론회는 경기남부 하천 수질개선 대책의 성과와 과제를 점검하고 수달보전 대책을 마련하는 한편 충남 예산황새공원 우수사례를 통해 수도권 수달보호센터 건립과 방향을 모색하는 자리이다.

 

좌장은 평택환경행동 박환우 대표가 맡았고, 발제는 ‘경기남부 수달보호 전략’ 한성용 한국수달연구센터 소장과 ‘충남 예산황새공원 우수사례’ 김수경 선임연구원이 맡았다.

 

토론자는 평택환경행동 김훈 대표, 경기도 문화유산과 윤여준 주무관, 평택시 환경국 김진성 국장, 문화재청 천연기념물과 김도형 사무관, 삼성전자 황호송 환경팀장이 참여했다.

 

안민석 의원은 “기후위기와 탄소중립시대의 도시경쟁력은 인간과 자연이 공존하는 생태환경”이라며“오산천, 진위천, 안성천에 나타난 천연기념물 수달은 수 십년간 국회-지자체-기업-시민사회 등 지역사회가 끈질긴 협업으로 만든 생태하천 복원과 생태적 건강성 회복의 상징적 성과”라고 밝혔다.

 

한편, 안민석 의원이 적극 유치한 수도권 수달보호센터 건립 사업(총 65억, 국비 70%)은 현재 적합한 부지를 찾고 있는 중이다.

 

홍기원 의원은 "천연기념물 및 멸종위기야생생물인 수달의 활동 반경은 20~30km로 넓어 평택시 안성천과 황구지천, 진위천 등 경기 남부 하천 일대가 모두 생활권이라 할 수 있다"며, "반면, 로드킬을 당하는 등 경기 남부권역에 대한 수달에 대한 보전 대책은 부족한 상황으로, 각종 위협으로 부터 수달을 안정적으로 보전할 방안을 마련하고 하천의 수질도 획기적으로 개선할 필요가 있다"고 강조했다.

 

또한, 경기도의회 서현옥 도의원(경기 평택3)도 축사를 통해 “환경의 날을 맞아 지역사회가 협력하는 뜻깊은 자리로 경기도의회도 하천 수질개선과 수달보전에 힘을 모으겠다”고 약속했다.
