Incheon City makes an official proposal to reorganize the administrative system to the Ministry of Public Administration and Security

After passing through the Middle East and West Councils and city councils, enactment of the law before next year’s National Assembly elections, targeting implementation in July 2026

-Break News Incheon Reporter Park Sang-do

Incheon City announced on the 1st that the ‘future-oriented Incheon-type administrative system reorganization’, which reorganizes the administrative system into 2 districts and 9 districts, was proposed to the government with overwhelming support and consent from the local community, and was on the right track.

According to Incheon City, Mayor Yoo Jeong-bok makes an official proposal to the Ministry of Public Administration and Security on the same day as the process of collecting local opinions and local council resolutions related to the reorganization of the Incheon-type administrative system is all over.

Previously, most of the residents agreed in a resident survey and opinion poll conducted in April, and in May, the Jung-gu, Dong-gu, and Seo-gu councils and local councils such as the Incheon City Council on the same day were all voted in favor.

The Incheon-type administrative system reorganization consists of integrating and adjusting Jung-gu and Dong-gu into Jemulpo-gu and Yeongjong-gu, and reorganizing Seo-gu into Seo-gu and Geomdan-gu in order to resolve residents’ inconvenience due to the separation of living areas, preemptively respond to future administrative demands, and create a foundation for customized regional development. In other words, the administrative system of the 2nd and 8th districts is changing to the 2nd and 9th districts.

As the Incheon-type administrative system reorganization is one step closer to the goal with this proposal from the Ministry of Public Administration and Security, the city maximizes the synergy effect with the administrative system reorganization and the Jemul Fornaissance and New Hong Kong City projects, which are the representative pledges of the 8th civil election, to make 'the world's first class in which citizens are happy'. We plan to accelerate the realization of 'City Incheon'.

○ After collecting opinions from local residents about 100 times, 84.2% of the results of surveys and opinion polls were ‘yes’

Considering that this administrative system reorganization is being promoted after 28 years and that it is a policy that has a greater impact on the lives of citizens than any other policy, Incheon City has been focusing on 'preparing a promotion system' and 'collecting local opinions' prior to the full-scale reorganization. has been promoting

Starting with the announcement of the 'future-oriented administrative system reorganization plan' by Mayor Yoo Jeong-bok on August 31 of last year, the necessity and legitimacy of the administrative system reform were conveyed to both the ruling and opposition parties several times through policy discussions with local lawmakers and government-governmental councils. It has also been suggested to central ministries such as the Ministry of Security from time to time.

In particular, in October of last year, an agreement was signed with Incheon City to strengthen cooperation on administrative system reform between the three districts (Middle, East, and West), and a task force (TF) was formed with the relevant departments of the autonomous district and the city. It was launched quickly and a working-level discussion system was established.

In addition, the promotion system was quickly equipped with the launch of a citizen communication consultative body composed of citizens, local council members, and experts.

Using this as a stepping stone, the city has put in efforts to collect the opinions of as many citizens as possible.

Approximately 18 briefing sessions were held for residents of the Middle, East, and West districts to listen to the opinions of about 1,800 residents, and more than 100 opinions were collected, including occasional reports from local and regional assembly members, online and offline publicity in various ways, and distribution of leaflets on site. proceeded.

In addition, residents' grievances raised in the briefing session conducted by visiting local residents in person were discussed through three working-level task force (TF) meetings, and problems were resolved through direct communication with the central government and related organizations. 'Citizen-centered customized opinion collection' was conducted.

As a result, in a survey and opinion poll conducted in April, 84.2% of 4,513 residents in Central, Eastern and Western districts were found to be in favor of the administrative system reorganization, confirming the overwhelming support and desire of local residents for the Incheon-type administrative system reorganization. .

○ Provision of momentum for proposals for legislation by the Ministry of Public Administration and Security through cooperation with local councils

Incheon City made all-out efforts to secure the support of local residents and gain sympathy and cooperation from local council members.

First, the need for administrative system reform and future blueprints were presented at pre-meetings by local councils and occasional individual reports, etc., and the opinions of local councils, a legal process for administrative system reorganization under the ‘Local Autonomy Act’, were completed.

As a result, the Incheon City Council on the morning of the same day, following the Middle East and West Councils in May, also voted in favor of the Incheon-type administrative system reorganization.

As a result, not only local residents but also local councils agreed and supported the reorganization of the Incheon-type administrative system, providing a strong driving force.

○ Legislation before next year’s general election and administrative system reorganization goal in July 2026

As the procedure for reorganizing the administrative system under the ‘Local Autonomy Act’ is set by law after collecting opinions from the local council, Incheon City made an official proposal to reorganize the administrative system to the Ministry of Public Administration and Security on the same day as the hearing from the local council was completed.

In addition, the city plans to focus all its administrative power on legislation by cooperating closely with the National Assembly and the central government even after the government's proposal for prompt legislation.

Incheon City aims to enact the law during the 21st National Assembly session considering the 22nd National Assembly elections to be held in April next year.

To this end, we will strive to create an atmosphere for legislation by forming a consensus on the reform through active communication with the National Assembly and expert discussions from the second half of this year.

After the legislation is enacted, a (tentatively named) district installation preparation group will be formed and operated to prepare practical procedures for administrative system reorganization step by step so that the new administrative system can be launched smoothly.

Incheon City aims to launch the 9th civil election on July 1, 2026 based on the newly reorganized administrative system of District 2 and District 9, and through this, it is expected that the Incheon-type administrative system reorganization will be reborn as a leading case of regionally-led administrative system reorganization. are doing
