엔딩크레딧이 올라가기 전, 딸이 쓴 "우리 엄마는 자랑스런 대한민국 공무원이다"라는 편지가 배경음악과 함께 클로즈업되는 장면은 가히 이 UCC의 백미로 영상을 본 모두를 울컥하게 했다.
의령군 기획예산담당관은 매년 반복되고 형식적인 청렴 시책에 벗어나 의령만의 유쾌하고 이해하기 쉬운 정책 추진으로 의령군 청렴 온도를 높이고 있다.
그동안 역할극, 패러디, 퀴즈쇼, 라디오 방송 등 재기발랄한 아이디어로 '청렴 의령'을 구현해 온 의령군이 이번에는 공무원을 대상으로 'UCC' 제작에 나섰다.
지난 30일 '청렴 in UR' UCC 공모전 심사에서 공개된 하나의 UCC 영상은 그야말로 의령군청을 홀렸다.
영상을 접한 의령군 공무원들은 너나 할 것 없이 감동의 감탄사를 연발했다.
화제의 영상 제작 주인공은 주민행복과 직원들로 이들이 만든 UCC 제목은 '엄마의 하루'. 3분 10초 분량의 '엄마의 하루'는 직무 관련 업체가 주고 간 '돈봉투'에 갈등하던 공무원이 딸의 편지를 받고 극적 반전을 이뤄내는 이야기를 담고 있다.
'엄마의 하루'는 연출, 출연 배우, 이야기의 삼박자의 합이 완벽히 맞아떨어졌다.
연출을 담당한 김성엽 주무관은 ＂법이라는 높은 담벼락에 있는 어려운 청렴이 아니라 우리 주변 특히 가장 가까운 가족을 통해 이해하기 쉬운 청렴을 말하고 싶었다＂며 기획 의도를 설명했다.
연기자 중 한 명인 김분영 주무관의 딸인 권예슬 양의 출연도 빅뉴스였다.
권 양은 작품 제작 이유를 듣고 대본을 살펴보고 '어른들이 그러면 안 되는 것 같다'며 어린이다운 특유의 발랄하고 유쾌한 연기력을 선보였다.
무엇보다 압권은 큰 감동을 준 '울림 있는 서사'였다.
던지다시피 주고 간 금품을 어쩔 수 없이 받게 되는 '있음직한 상황'이 예상치 못한 아이들의 시선으로 반전의 이야기가 펼쳐졌다.

한 명의 공무원이 아닌 한 아이의 엄마로서 '청렴'의 중요성을 전해 큰 호평을 얻었다.
올해 의령군 청렴 시책 방향 설정과 적정성을 평가하는 제1차 청렴 모솔회 자리에서 '청렴 in UR' UCC 공모전 심사를 맡은 오태완 군수는 '엄마의 하루'를 두고 ＂평범한 우리 주변의 다수의 정의로운 소시민의 얼굴을 보여준 작품＂이라 극찬했다.
한편 이번 '청렴 in UR' UCC 공모전에서는 부서에서 제출한 25편의 영상이 접수됐다.
투표를 통해 주민행복과 '엄마의 하루'는 최우수작품으로 선정되어 50만원의 상금을 받게 됐다.
우수는 상하수도과 '맑고 깨끗한 청렴수', 봉수면 '봉레스토랑의 청렴식당'이 뽑혔다.
