[브레이크뉴스경기남부=김정은기자] 경기도가 3기 신도시 등 공공주택사업으로 생활 기반을 상실한 원주민을 대상으로 생계지원 대책 마련을 위한 연구를 추진한다.
27일 경기도가 밝힌 내용에 따르면 경기도는 경기연구원(GRI)을 통해 8월 말까지 ‘공공주택지구 주민 지원대책 추진 방안 연구’를 진행하는 취지를 밝혔다.
이번 연구는 2022년 8월 개정된 ‘공공주택 특별법’이 시·도지사, 시장·군수·구청장 또는 공공주택사업자가 일정 규모 이상의 공공주택사업으로 생활 기반을 상실한 지구 원주민을 대상으로 지원대책을 수립할 수 있도록 한 데 따른 것이다.
공공주택 특별법 시행령에 따르면 주택지구 면적이 10만㎡ 이상인 곳에선 직업전환 훈련이나 직업·취업 알선 등을 해줄 수 있다. 이와 더불어 면적이 50만㎡ 이상이면 원주민으로 구성된 법인이나 단체에 지장물 철거나 분묘 이장 등 소득 창출 사업을 추가로 지원할 수 있다.
그러나 지원 대책의 수립 및 시행이 지자체 또는 사업시행자(LH, GH 등)의 재량으로 돼있어 비용 부담이나 책임의 주체가 명확하지 않은 점, 주민 단체에 위탁 가능한 소득창출 사업의 범위를 두고 주민들과 사업시행자 간 이견이 있는 점 등 제도 시행에 어려움이 예상되는 만큼 이에 대한 세부 시행지침이 필요한 상황이다.
이에 도는 이번 연구를 통해 혁신도시법, 도청이전법 등 과거 주민지원대책 유사 사례를 조사해 지역 여건에 맞는 지원 방안을 마련해 사업시행자 등에 제안할 방침이다. 관련 지자체와 주민 및 사업시행자의 의견도 수렴해 중앙정부에 법령 개정도 건의할 방침이다.
