벽안의 지성 임마누엘의 통렬한 사회고발에 정신이 번쩍 든다. 임마누엘 페스트라쉬(Emanuel Pestreich∙한국명 이만열)의 최신 저서 <사기통일 그만∙Fake Unification? No!>은 사회체제 전반에 관한 매뉴얼이자 한반도를 위한 정책제안서이고, 남북통일을 위한 근본적 대안을 제시한 전략서다.
책을 읽고 난 감정을 한 마디로 요약하면, 부끄럽다. 왜 우리는 이런 지성이 없는지, 왜 그를 우리 사회가 외면하는지 가슴이 먹먹하다. 진정으로 인민을 위한 정치는 그저 ‘이상’에 불과한 것인지? 한숨이 깊어지고 가슴에 통증이 인다.
필자가 지식인들을 만나면 종종 하는 말이 있다. 정치인 일반에게는 참으로 거북한 말이겠지만, 사실 엄밀히 따지고 보면 틀린 말도 아니다. “공적 가치를 벗어나 사사로이 권력을 행사하는 정치인은 누구를 막론하고 ‘악마’적 성향을 지닌 자다.”
인간은 본능적으로 권력에 민감하다. 그게 욕구를 지닌 인간이다. 그러나 인간은 성찰할 수 있는 지성이다. 하지만 성찰을 외면하면 ‘악마’적이 된다. 이는 인류사가 방증한다. 그래서 민주주의는 그 권력을 제한하고 분산해 제도화했다. 그럼에도 임마누엘과 같은 지성들이 목숨을 담보한 채 광야에서 처절하게 외쳐야 하는 세상은 도무지 끝이 보이지 않는다. 바위가 가슴을 짓누르는, 죽을 것 같은 이 갑갑함은 기실 인간의 상실에서 기인한 것이다.
지구촌이 더 이상의 살생을 멈추고 인류가 ‘인간’에 집중, ‘상생’이라는 가치에 온 마음과 정성을 다해 “인간을 회복해야 한다”고 이 벽안의 역사학자는 광야에서 외친다. 그가 지난 미국 대선에 뛰어든 이유이기도 하다. 그를 보면서 미국의 또 다른 세계적 지성, 노엄 촘스키(Noam Chomsky)가 오버랩되는 이유 역시 우리 안의 위선과 부끄러움을 털어내지 않고서는 인류의 양심에 호소할 수 없기 때문이다.
“자본주의 사회는 독재적인 통제 원칙에 따라 움직이는 시스템, 즉 정치적인 개념으로 기업이나 산업은 파시스트다. 상위의 팽팽한 통제와 하위 단계의 엄격한 복종이 그것이다. 사회의 주요 기관이 대중의 참여와 공동체의 통제 하에 있을 때까지, 민주주의에 대해 이야기하는 것은 부질없다”고 질타하면서 정치와 경제적인 파시즘에 반대한 노엄 촘스키와 임마누엘은 마치 일란성쌍둥이처럼 여겨진다.
작금의 왜곡된 민주주의는 일반 대중을 무지하고 길 잃은 외부인 취급한다. 이는 근대 역사와 현대 진보주의의 기본적인 생각, 즉 “대중은 소외되어야 한다”는 것과 완벽하게 일치한다. 이런 부문에서 임마누엘은 미국을 중심으로 하는 자본주의 사회를 고발하는 지성이다. 특히 한국사회에 경종을 울리는 데서 우리가 깨우쳐야 하는 것은 한민족 정신의 회복이다. 무서우리 만치 예리하게 폐부를 찌른다. 우리 사회지도층이 ‘반드시’ 읽어야 하는 책이자, 일종의 정책전략서다.
역사학자답게 저자는 명나라 후반과 청나라 초기의 한국 정치·학자들의 권위, 몰락 이후의 파벌의 정당화, 개혁이 무력화되었던 당시, 박제가·박지원·정약용 등 18세기 한국 지식인들의 실학사상까지 우리의 속살을 예리하게 헤집어낸다. 그러면서 한국의 문화, 지적 주체성을 바탕으로 한 외국문화와 제도의 도입이 작금의 한국사회에 가장 필요한 정신이라고 조언한다. 우리 문화의 우수성을 전제해야 한다는 의미다.

저자는 한국이 미국에 대한 전략적 위치와 격에서 분명한 입장을 스스로 확보해야 한다고 권고하면서 “워싱턴 DC의 신호나 허락만 기다리는 퇴보적이고 의존적인 사고방식은 과감히 버려야 한다”고 주문한다. 특히 창조적인 문제해결 실마리로 남북공동의 역사 재조명과 학자· 예술가·작가·사상가 등의 교류를 제안한다.
미국의 정책결정에 대해 저자는 “정책의 상당수가 위헌적이다. 기업을 견제하지 못하고 정부정책 입안마저 이윤을 쫓는 법조계와 로비스트·컨설턴트에게 전가한 것은 비단 미국 정부만의 문제가 아니다. 미국의 시민사회도 더 이상 정책입안이라는 민주적인 과정에 개입하지 않는다”며 당연히 한국사회도 같은 범주 안에 있음을 뼈아프게 지적한다.
“일반 시민들이 민주주의 과정에 참여하지 못하는 동안 부유층과 기업들은 엄청난 돈으로 NGO를 설립하고, 자신들의 목소리를 대변할 수 있는 신문과 잡지를 찾거나 아예 광고로 압박한다. 당연히 북한의 위협이나 자유무역의 이점에 대해 허상을 설파하는 전문가의 출연에 자금을 댄다.” 저자의 고발과 똑같이 복제된 우리 사회의 현실은 섬뜩하다.
더 무서운 것은 지난 트럼프 행정부에서 비핵화 전문가들이 모두 떠났다는 것이다. 미 국무부 한반도 정보국장을 비롯해 동북아 전문가들이 다 사라진 가운데 우리는 꼭두각시놀음에 춤을 추었던 게다. 저자는 “한국정부, 정신 차려야 한다”고 일갈한다. 필자가 저자와 같은 피 끓는 심정으로 한국정부의 고위인사들과 정치인, 사회지도층이 이 책을 반드시 읽어야 한다고 하는 이유다. 트럼프 대통령과 국무장관 폼페이오는 비핵 전문가 없이 완전히 남북을 농락한 것이다.
“한국 언론들이 백악관과 미 의회, 그리고 월스트리트(금융가)의 소식만 전하느라 정작 미국사회의 생태계변화에는 무심하다”며 “폼페이오나 트럼프의 동향 하나하나에 한반도의 운명이 달려있었는데, 정작 그들을 움직이는 보이지 않는 자본가들에 대해서는 분석이 없었다”고 저자는 한국 정부와 언론의 무지를 개탄한다. 트럼프와 폼페이오 등 미국 유력 정치가들이 어떻게 길러지고 무엇을 위해 일하는지 알고 싶다면 이 책은 매우 훌륭한 지침서다.
지행일치(知行一致)의 선비정신이 사라진 민족의 비애를 우리는 지금 온몸으로 혹독하게 겪고 있다. “널리 인간세상을 이롭게 하라”는 홍익인간을 주창했던 한민족과 국가는 정체성을 잃고 표류한 지 이미 오래다. 작금의 형언하기조차 어려운, 가히 ‘전제군주정’이라 일컬어도 전혀 낯설지 않은 공포정치, 즉 검찰공화국이 그 결과물이다.
인류의 영원한 명제일 수밖에 없는 ‘홍익인간’ 정신을 복원, 대한민국을 새롭게 건국해야 한다고 주창하는 사람, 선비정신을 구현해 지구촌을 선도하는 문명선진국을 외치는 그가 벽안의 외국인이라는 데서 한국인으로서 솔직히 부끄럽다. <사기통일 그만!> “부제: 재벌의 북한 개발 말고, 희망을 주는 건국으로”를 최근 출간한 임마누엘 페스트라쉬 박사의 통찰은 이 땅의 어느 현자보다 날카롭게 우리의 잠들어 있는 지성을 깨운다.
