민주주의 정상회의 넘어 '다자협력 정상회의'가 중요한 이유

제2차 민주주의 정상회의(화상회의)는 금번 3월 29~30일 양일에 걸쳐 코스타리카, 네덜란드, 잠비아와 함께 공동 개최될 예정이다. 원래 ‘민주주의 정상회의(Summit for Democracy)’는 미국 바이든 대통령 주도로 2021년 12월 9~10일 세계적인 권위주의 부상과 민주주의 퇴조에 대응하는 차원에서 비대면 화상회의로 처음 개최하였다. 이 화상 비대면 정상회의는 권위주의에 대한 방어, 부패와의 싸움, 인권존중 증진 등 3대 의제를 제시하였다.

 

그러나 당시에도 제1차 회의(2021.1.2.9-10)에서 중국에 대한 비판 발언이 많이 나왔다. 중국은 대만 초청과 더불어 민주주의를 앞세운 정상회의 자체가 냉전적 사고 속에서 국제사회 분열을 선동하는 행위라면서 대만 주변에서 무력 시위를 하는 등 강력히 반발한 바 있다.

 

이는 중국의 급격한 부상에 따른 민주주의 후퇴에 대한 경각심과 이분법적 논리를 통한 신 냉전주의(미국과 중국_ 민주주의와 사회주의 등) 형성을 통해 미국 중심의 패권적 세계질서를 고도화하기 위한 외교 전략이라 할 수 있다. 즉, 중국이 구현하고 있는 일대일로(One Belt & One Road) 정책에 대한 대응 외교 전략으로 미국 중심의 새로운 동맹체계 구축이라 할 수 있다.

 

이에 우리 대한민국의 입장에서는 미국 중심의 민주주의 정상회의 참석이 중요한 사안으로 여겨질 것이다. 그러나 이는 현재 진행되고 있는 중국에 대한 경제외교 압박 수단의 일환이라고 밖에는 말할 수 없다.

 

결론적으로 이와 같은 미국 중심의 민주주의 정상회의에 대한 참석에 있어 우리 대한민국의 외교전략은 보다 폭넓은 의미를 통해 접근할 필요성이 있다. 즉, 민주주의 정상회의와 함께 다자주의 정상회담의 필요(중요)성을 함께 강조할 필요가 있다는 것이다.

 

최근 야기되고 있는 우크라이나 러시아 전쟁 및 미중 간의 갈등은 인류의 공동가치 구현에 심각한 문제점을 야기함에 따라 이분법적인 이념적 갈등(민주주의 & 사회주의), 다양한 국제적 갈등 요인을 해결하기 위한 다자주의 정상회담의 필요성이 요구된다.

 

특정 주의에 의한 우월적 세력 과시가 아닌 전 인류의 행복을 위한 미래가치 재창출, 공정과 자유가 함께할 수 있는 다양한 국제 이슈에 대해 우리 대한민국이 선제적인 아젠다 제언을 통해 다자주의 정상회담을 개최할 필요성이 있다.

 

첫째, 민주주의 정상회의는 인류 평화 공동체 가치의 구현이 아닌 ‘갈등과 분열’을 유발하는 이분법적 논리란 측면에서 보다 다양한 국가가 참여하는 다자주의 정상회담으로 대전환할 필요성이 있다. 즉, 정상회담의 취지 면에서 상당 부분은 동의하지만, 민주주의 가치(자유)를 지나치게 앞세워 사회주의적 가치(평등)를 지향하는 나라와 적대적 대결을 부추기고, 국제사회의 분열을 야기할 우려가 상당히 크다. 즉 특정 국가의 영향력 향상을 위한 정상회담이 아닌 다양한 국제적 갈등 해결을 위한 비대면(화상정상회의) 중심의 다자주의 정상회담의 정례화 개최의 필요성이 요구된다.

 

둘째, 인류는 자국 중심의 이익을 극대화하기 위해 다양한 유형의 국제 분쟁과 국제 갈등으로 수많은 국민들이 희생되고 있다. 특히, 절대적 영향력을 지닌 주요 국가들이 자신의 국가이익을 위해 다양한 형태로 포장된 국제외교 전략은 더이상 구현되지 않아야 한다. 즉, 미국 중심의 민주주의 논리와 중국 중심의 사회주의 논리가 아닌, 미국과 중국이 함께 할 수 있는 다자주의 정상회담을 개최할 필요성이 있다.

 

셋째, 대한민국과 대만을 중심으로 한 급변하는 동북아의 안보 경제 변화 속에서 우리 대한민국는 새로운 경제 안보를 고도화하기 위한 총체적인 전략이 요구된다. 특히, 북한의 위협요인을 합리적으로 해결하기 위한 새로운 전략적 접근의 필요성이 요구된다. 절대적 우월(국방과 경제)과 미국을 통한 안보 역량 강화를 통한 북한과의 대립을 필수적인 요인임에도 불구하고, 주변 핵심국가인 중국과 러시아를 간과한 대북 압박 정책을 새롭게 재정립할 필요성이 있다.

 

넷째, 민주주의 정상회의에서 중국 및 러시아를 초대하지 않은 것은, 대한민국의 향후 중국과 러시아와의 관계 악화를 가져올 것이다. 이는 분단국인 한국의 미래 평화통일 그리고 현재 진행되고 있는 중국, 러시아와의 경제협력에서 다양한 공급선과 협력을 단절시켜 예상치 못한 결과가 발생할 수도 있다.

 

다셋째, 민주주의 정상회의가 ‘하나의 중국(one china policy)’를 어기고, 중국을 배제하고, 대만을 초대하는 것은 대만해협 문제에 중국과 가장 가까운 이웃을 하고 있는 한국 및 일본을 중국과 대립 관계로 내모는 것으로, 이는 결국 미국 대신 대리전쟁을 시키는 것이며, 이것은 한반도 평화 및 동북아평화에 중국의 협력을 구현할 수 없는 진영논리를 구축하는 것이다.

 

요컨대 우월적 국방력의 선결 조건은 국가경쟁력 강화를 통해 넘볼 수 없는 경제적 우월(위대한 대한민국)을 기반으로 가능하다. 이에 대한민국은 대중국 경제의존도가 여전히 높은 현 상황에서, 경제와 안보를 함께 구현하여야 한다는 필수불가결한 조건으로 인해 특정 국가에 의한 정상회담이 아닌 다자주의 정상회담을 강화할 필요성이 있다고 할 것이다.

The second Democratic Summit (Video Conference) will be held jointly with Costa Rica, the Netherlands and Zambia on March 29-30. Therefore, from the standpoint of our Republic of Korea, attending the U.S.-centered democratic summit will be considered an important issue. But it can only be said that this is part of the ongoing economic and diplomatic pressure on China. 

 

In conclusion, Korea's diplomatic strategy needs to be approached in a broader sense in attending such a U.S.-centered democratic summit. In other words, it is necessary to emphasize the necessity (importance) of multilateralist summits together with the Democratic Summit. 

 

As the recent Ukraine-Russia war and the conflict between the U.S. and China pose serious problems in realizing common values of mankind, the need for a multilateral summit to resolve various international conflicts (democracy & socialism) is required. 

 

It is necessary for the Republic of Korea to hold a multilateral summit through preemptive agenda proposals on re-creating future values for the happiness of all mankind and various international issues where fairness and freedom can be together, not showing superior power by specific principles. 

 

First, the democratic summit needs to be transformed into a multilateral summit involving more diverse countries in terms of dichotomous logic that causes "conflict and division" rather than the realization of human peace community values. In other words, although I agree with much of the purpose of the summit, it is highly likely that it will encourage hostile confrontation with countries that aim for socialist values (equality) by overextending democratic values (freedom) and cause division in the international community. In other words, it is necessary to hold a regular multilateral summit centered on non-face-to-face (video summit) to resolve various international conflicts, not a summit to improve the influence of a specific country. 

 

Second, in order to maximize its own-centered interests, mankind is victimized by various types of international disputes and international conflicts. In particular, international diplomatic strategies in which major countries with absolute influence are packaged in various forms for their national interests should no longer be implemented. In other words, there is a need to hold a multilateralist summit where the United States and China can join together, not the US-centered democratic logic and China-centered socialist logic. 

 

Third, amid the rapidly changing security economy of Northeast Asia, centered on the Republic of Korea and Taiwan, the Republic of Korea requires a comprehensive strategy to advance new economic security. In particular, the need for a new strategic approach to reasonably solve North Korea's threat factors is required. Although confrontation with North Korea through absolute superiority (defense and economy) and strengthening security capabilities through the United States is an essential factor, it is necessary to redefine a pressure policy on North Korea that overlooks China and Russia. 

 

Fourth, not inviting China and Russia to the Democratic Summit will lead to the Republic of Korea's future deterioration of relations with China and Russia. This may result in unexpected results by cutting off various supply lines and cooperation in the future peaceful reunification of divided Korea and ongoing economic cooperation with China and Russia.
