더불어민주당 김의겸 의원(국회 법제사법위원회‧정보위원회)은 오는 2월 1일(수) 오전 10시 국회의원회관 제8간담회의실에서 <국정원의 시간은 거꾸로 간다–대공수사권과 신원조사 문제를 중심으로> 토론회를 개최한다.

 

이번 토론회는 국정원감시네트워크(민주사회를 위한 변호사모임‧민주주의법학연구회‧진보네트워크센터‧참여연대‧천주교인권위원회‧투명사회를 위한 정보공개센터‧한국진보연대)및 국회 정보위원회 및 법제사법위원회 소속 위원들인 기동민‧김남국‧김병기‧박범계‧박주민‧윤건영‧최강욱 의원이 공동으로 주최한다.

 

이번 토론회는 △윤석열 대통령의 ‘대공수사권 복원’에 대한 문제점을 짚어보고 △국정원의 광범위한 신원조사 확대에 대한 규제방향을 모색하기 위해 마련됐다. 개정 국가정보원법에 따라 2024년부터 대공수사업무가 경찰로 이관되지만 국민의힘 비상대책위원장 및 윤석열 대통령이 재검토를 시사하며 정부‧여당 차원에서 ‘대공수사권 유지론’을 사실상 공식화했기 때문이다. 또한 윤 대통령은 지난해 11월 ‘대통령이 대통령비서실장을 통해 국정원에 신원조사를 요청할 수 있도록’ 하는 조항을 신설하는「보안업무규정 시행규칙」을 개정해 논란이 되기도 했다.

 

이날 토론회는 민주사회를위한변호사모임(이하 ‘민변’) 사법센터 장유식 소장 (前 국정원개혁위원회 위원)이 좌장을 맡고 민변 조지훈 변호사(법무법인 다산)가「국정원의 신원조사제도 개혁을 위한 입법과제」발제를, 뭉클 미디어연구소 김언경 소장이「국정원과 보수언론의 합작–간첩사건 언론보도 분석」발제를 이어간다.

 

또 아주대 법학전문대학원 오동석 교수(민주주의법학연구회)‧천주교인권위원회 김덕진 활동가‧국회입법조사처 김선화 연구관(법학박사)‧참여연대 장동엽 간사(권력감시2팀)가 토론자로 참여할 예정이다.
