시진핑 중국 국가주석...“중국이 리더십 우위확보, 세계 외교무대 주도”

“중국 시진핑 국가주석, 미국과의 전략경쟁에서 밀리지 않겠다는 자신감 드러내다”

시진핑 중국 주석이 국내 정치의 안정을 바탕으로 세계 외교무대를 주도하고 있다. 이는 세계 경제의 침체에도 불구하고 선방하는 중국 경제와 코로나19 방역 정책 성과 등을 바탕으로 한 내치의 안정에 대한 자신감을 바탕으로 하고 있다. 글로벌 G2 국가로서의 주도적 글로벌 거버넌스 역량을 강화하려는 뜻으로 해석된다. 또한 미국과의 전략경쟁에서 밀리지 않겠다는 자신감을 대내외에 드러낸 것이라는 분석이다.

 

 

인도네시아 발리에서 열린 G20 정상회의에 참석한 시 주석은 지난 11월14일(현지 시각) 조 바이든 미국 대통령과 3시간 12분 동안 대면 정상회담을 했다. 미중 정상이 대면회담을 하는 것은 바이든 대통령 취임 이후 처음이다. 미중 양국 정상이 중요 국내 정치일정을 마친 상황에서 대면하는 것이기에 더욱 큰 관심을 끌었다.

 

 

시진핑 주석은 지난 10월 22일 중국 공산당 제 20차 전국대표대회에서 만장일치로 3연임을 확정지었다. 또한 시진핑 중국 특색사회주의가 당장에 삽입됨으로써 명실상부한 국가 영수의 지위에 올랐다는 평가를 받고 있다. 바이든 대통령도 최근 치러진 중간선거에서 여당인 민주당이 상원의 다수당을 유지해 안정적인 대외정책을 추진할 수 있는 정치적 기반을 마련했다.

 

 

최근 세계는 코로나19 팬데믹의 장기화와 우크라이나 전쟁 등에 따른 경기 침체, 식량 위기, 기후 위기 등으로 어려움을 겪고 있다. 같은 어려움이라도 고통지수는 저개발국가와 빈곤층이 더욱 크다는 점에서 미중 두 나라의 적극적인 협력과 기여를 요구하는 목소리가 점점 커지는 상황이다.이런 시점에 미중 두 나라 정상들이 만나는 것만으로도 세계에 희망의 메시지를 줄 수 있다.

 

 

이번 회담에서 시 주석은 대만 문제는 미중 관계의 '레드 라인'이라는 점을 분명히 했다. 또한 중국은 중국식 민주주의가 있다며 이를 바꾸거나 전복시키려 해서는 안되고, 무역전쟁과 기술전쟁, 공급망 분리와 같은 경제와 무역의 무기화를 시도해서도 안된다는 점을 분명히 했다. 미중 관계가 선의의 경쟁 관계이자 협력 관계가 되기 위한 최소한의 조건을 명확히 제시한 셈이다. 바이든 대통령도 미중 관계의 현상 변경이나 중국 포위 의도가 없다는 점을 밝혔다.

 

 

외교는 내치, 즉 국내정치의 연장이다. 국내정치가 안정이 되지 않고서는 외교가 성공하기 어렵다는 뜻이다. 그런 측면에서는 시 주석이 바이든 대통령 보다 좋은 조건이라고 볼 수 있다. 시 주석은 중국 내정을 확고히 장악한 반면 바이든 대통령은 여전히 분열된 미국과 낮은 지지율로 고전하고 있다. 윤석열 한국 대통령이 외교무대에서 고전하는 이유도 국내정치 기반이 취약하고 지지율이 낮기 때문이다.

두 사람의 대외 이미지도 확연히 차이가 난다. 시진핑 주석이 중후하고 안정된 이미지인 반면 바이든 대통령은 노쇠하고 불안정한 이미지를 주고 있다. 즉 중국이 리더십 이미지에서 비교 우위를 확보하고 있다는 뜻이다.

 

 

미중 양국의 대면회담에도 불구하고 두 나라의 전략경쟁은 최소 향후 5년간 더욱 치열해질 전망이다. 두 나라는 한반도를 비롯한 동북아시아와 남중국해, 중동, 아프리카 등에서 치열한 경쟁을 벌일 것이다. 다만 중국-미국의 양국 정상이 핵전쟁에 대한 확고한 반대 입장을 분명히 한 것은 그나마 다행이라고 할 수 있다. 시 주석의 다음 외교행보에 세계인의 관심이 쏠리고 있다.

Chinese President Xi Jinping is leading the global diplomatic arena based on domestic political stability. This is based on his confidence in the stability of internal affairs based on the Chinese economy, which is doing well despite the global economic downturn, and the achievements of the Corona 19 quarantine policy. It is interpreted as an attempt to strengthen the leading global governance capacity as a global G2 country. It is also analyzed that it has revealed its confidence that it will not be pushed back in the strategic competition with the United States both internally and externally.

President Xi, who attended the G20 Summit held in Bali, Indonesia, had a face-to-face summit with US President Joe Biden on November 14 (local time) for 3 hours and 12 minutes. It is the first time since the inauguration of President Biden that the heads of the United States and China have a face-to-face meeting. It attracted even more attention because it was a face-to-face meeting between the leaders of the US and China after important domestic political events had been completed.

President Xi Jinping unanimously confirmed his third consecutive term at the 20th National Congress of the Communist Party of China on October 22. In addition, it is evaluated that Xi Jinping's socialism with Chinese characteristics was immediately inserted, and he has risen to the position of a leader of the state in name and reality. President Biden also laid the political foundation for stable foreign policy by maintaining the majority of the Senate by the ruling Democratic Party in the recent midterm elections.

Recently, the world is struggling with the prolonged COVID-19 pandemic, the economic downturn caused by the war in Ukraine, food crisis, and climate crisis. Even with the same difficulties, the pain index is higher in underdeveloped countries and the poor, so the voice calling for active cooperation and contribution from the US and China is getting louder. can give

At the meeting, President Xi made it clear that the Taiwan issue is a "red line" in US-China relations. He also made it clear that China should not try to change or overthrow it, saying that it has a Chinese-style democracy, and that it should not attempt to weaponize the economy and trade, such as trade wars, technology wars, and supply chain disconnection. In other words, the minimum conditions for the U.S.-China relationship to become a good-intentioned competitive and cooperative relationship are clearly presented. President Biden also revealed that he had no intention of changing the status quo in US-China relations or encircling China.

Diplomacy is an extension of domestic politics, that is, domestic politics. This means that it is difficult for diplomacy to succeed without stability in domestic politics. In that respect, President Xi can be seen as a better condition than President Biden. While President Xi has a firm grip on China's internal affairs, President Biden is still struggling with a divided United States and low approval ratings. The reason why South Korean President Yoon Seok-yeol struggles in the diplomatic arena is because his domestic political base is weak and his approval rating is low.

The external image of the two is also clearly different. While President Xi Jinping has a dignified and stable image, President Biden gives a decrepit and unstable image. In other words, it means that China has a comparative advantage in its leadership image.

Despite face-to-face talks between the US and China, the strategic competition between the two countries is expected to intensify for at least the next five years. The two countries will compete fiercely in Northeast Asia, the South China Sea, the Middle East, and Africa, including the Korean Peninsula. However, it is fortunate that the leaders of both countries, China and the United States, made it clear that they were firmly opposed to nuclear war. The world's attention is focused on President Xi's next diplomatic move.
