브레이크뉴스 정명훈 기자= 이재명 더불어민주당 대표는 28일 첫 교섭단체 대표연설에서 "각자도생을 넘어 기본적 삶이 보장되는 기본사회로 나아가야 한다"고 미래상을 제시했다.
이재명 대표는 이날 오전 오전 국회 본회의장에서 진행된 자신의 첫 교섭단체 대표연설에서 "우리의 미래는 최소한의 삶을 지원받는 사회가 아니라, 기본적 삶을 보장받는 기본사회여야 한다"라며 이같이 밝혔다.
그는 "선진국에 진입한 경제력과 더 높아질 과학 기술력을 감안하면 우리나라는 국민들의 기본적 삶을 책임질 역량이 된다"면서 "선진국에 비해 부족한 복지를 확대하는 과정에서 얼마든지 더 효율적인 제도를 설계·실험·정착시킬 수 있다"고 강조했다.
이어 그는 "노동이 생산의 주력인 시대에 합당했던 사회제도는 기술이 생산의 주력이 되는 시대엔 제대로 작동하기 어렵다"며 "이제는 생존을 위한 최소한의 삶이 아니라 '기본적인 삶'이 보장되는 사회로 대전환을 고민해야 한다. 산업화 30년, 민주화 30년을 넘어 기본사회 30년을 준비할 때"라고 했다.
그는 또한 "가난을 증명한 사람을 골라 지원하지 않고, 모두를 지원한 후 불필요한 몫은 회수하면 어떻겠는가"라며 "재정부담은 같지만 국민의 삶에 엄청난 차이가 생긴다"고 말했다.
이재명 대표는 "탈락이 두려운 노동회피가 없어질 것이고 생활수준을 증명할 필요가 없어 낙인효과도 없다. 소득은 적지만 만족도 높은 일자리가 많이 생길 것"이라며 "극단적 선택을 해야 했던 수원 세 모녀나 배가 고파 달걀 한 판을 훔치고 감옥에 가야 했던 이들에겐 죽고 사는 문제를 해결하는 것이기도 하다"고 긍정적인 측면을 부각했다.
그러면서 "국민의힘도 머리를 맞대달라. 더 나은 삶과 더 나은 미래 앞에는 여도 야도 진보도 보수도 없다. 불안과 절망이 최소화되는 기본사회를 향해 함께 준비하고 함께 나아가자"고 덧붙였다.

한편 이재명 대표는 윤석열 대통령의 영국·미국·캐나다 순방에 대해서도 정면으로 비판했다.
그는 "안타깝게도 며칠 전 대통령의 영미순방은 이 정부의 외교수준을 적나라하게 보여줬다"며 "조문 없는 조문외교, 굴욕적 한일정상 회동은 국격을 훼손시켰다. 전기차 차별 시정을 위한 IRA 논의와 한미통화스와프는 이번 순방의 핵심과제였음에도 꺼내지도 못한 의제가 됐다"고 했다.
이어 "총성 없는 전쟁인 외교에 연습은 없다. 초보라는 말로 양해되지 않는 혹독한 실전"이라며 "오판 하나, 실언 하나로 국익은 훼손되고 막대한 비용이 발생한다"고 했다.
이 대표는 특히 "제1당으로서 이번 외교참사의 책임을 분명히 묻겠다"며 "그 책임을 국민과 언론 야당에 뒤집어씌우려는 시도는 결코 성공하지 못할 것임을 엄중히 경고한다"고 말했다.
