윤석열 대통령이 취임한지 5개월째다. 사면초가(四面楚歌)라고 할 수는 없지만 곤궁에 처한 것은 사실이다. 지지율이 30퍼센트 선에서 헤맨다. 좌파 유권자들은 말할 것 없고 상당수의 우파 유권자마저 윤석열 대통령이 하는 일에 불만을 품고 있기 때문이다.
윤석열 대통령이 무엇을 하던 좌파유권자들과 호남 유권자가 마음을 바꿀 가능성은 없다. 우파 유권자들 80%이상이 잘 한다고 인정하면 여론조사 수치가 40% 이상을 배회하게 될 것이다. 윤석열 정권의 성패를 좌우하는 관건은 보수우파 유권자들이 갖고 있다.
우파 유권자들은 윤석열 대통령에게 무엇이 불만일까? 취임 후 지금까지 행보를 보면 잘 못한 것은 보이지 않는다. 문재인 정권의 굴욕적인 대북정책도 끝냈고, 한미관계도 복구되었고, 문재인 정권의 ᄩᅡᆫ 원전(脫 原戰) 정책도 종식시켰고, 중국도 이제는 우리 정부를 함부로 못한다. 문재인 정권에서 단절된 한일관계를 윤석열 대통령이 회복시키고 있다. 대한민국이라는 나라는 서서히 정상을 찾아가고 있다. 그런데 우파(右派)들은 윤석열 대통령에게 불만이다. 그 답을 찾아야 한다.
답은 한동훈 법무부 장관의 지지율에서 찾아진다. 한동훈 장관이 보수우파 유권자들의 지지를 받는 것은 이재명을 범법자로 보고 이재명의 범죄행위를 캐고 있고, 좌파들이 5년간 저지른 부정부패 행각을 과감하게 파헤치며 좌파 정치인들을 압도하기 때문일 것이다.
국민은 불의를 참지 못한다. 그래서 불의와 싸우는 “정의(正義)의 사도(使徒)” 윤석열 전 검찰총장을 대통령으로 뽑은 것이지 훌륭한 정치인이기 때문에 국민들이 그를 부른 것은 아니다. 윤석열은 대통령이 되었다고 하루아침에 정치인이 되는 것은 아니다. 정치가 그렇게 쉬운 것이 아니다. 윤석열은 정치를 모르는 그러나 불의에는 좌고우면 않는 검사 출신이다. 범법자를 처벌하여 국민을 보호하고 지위 고하를 막론하고 범법자를 처벌하는 일만을 30여년 해온 검사 출신이다. 그가 아는 것은 “법과 질서, 법으로 보는 자유와 정의(正義)”다. 미국의 레이건(Reagan) 전 대통령은 “강한 미국, 작은 정부”만을 추구하였고 나머지는 모두 참모와 내각에 위임하였다. 그리고 성공했다. 윤석열 대통령도 “법과 질서, 법에 의한 자유와 정의”만을 추구하고 나머지는 내각에 위임한다면 보수우파 유권자들은 돌아설 것이다.
정치는 패거리가 있어야 한다. 박정희 전 대통령과 전두환 전 대통령, 노태우 전 대통령은 군인의 시각으로 군인들을 중용하면서 정치를 했다. 김영삼 전 대통령은 민주화 운동의 동지들과 측근들을 중용하면서 나라를 다스리었고 민주산악회 출신들이 정권의 핵심을 차지했다. 김대중 전 대통령은 민주화 운동과 정치적 탄압을 살아남은 재야인사들과 측근들 그리고 연청(민주연합청년동지회)멤버들이 정권의 핵심을 차지했다. 노무현 전 대통령 역시 인권운동 인맥을 중용했다. 문재인 전 대통령도 그 중의 하나다. 이명박 전 대통령은 국회의원 서울시장을 거치면서 쌓은 인맥과 친형 이상득 전 의원 등이 정권의 핵심 세력이었다. 문재인 전 대통령은 좌파 시민단체들과 친 노무현 세력이 정권의 핵심 세력이었다. 민주주의를 신봉하였지만 오랜 망명생활을 한 이승만 전 대통령은 자신의 패거리가 없이 정치꾼들에게 둘러싸이면서 결국 4.19를 맞은 것이다. 필마단기(匹馬單騎) 정치의 한계다.
윤석열 대통령실에는 핵심세력이 없는 필마단기(匹馬單騎)다. 그게 문제다. 윤석열 대통령이 곤경에 처했을 때 같이 싸워줄 측근이 없다. 정치는 반드시 핵심 측근이 있어야한다. 그래서 미국의 경우를 보면, 백악관의 대통령과 오랜 시간을 보낸 동향 출신들을 반드시 핵심 참모로 중용한다.
김대중 전 대통령의 경우를 보면 당시 청와대의 핵심은 모두 동교동 비서 출신들이었다. 김영삼 전 대통령도 마찬가지였다. 만약 최순실을 박근혜 전 대통령이 핵심 측근 자리인 총무비서관으로 중용하였다면, 탄핵이라는 비극은 없었을 것이다. 김대중 전 대통령의 총무비서관은 오랜 동안 비서를 지낸 박금옥이었다.

윤석열 대통령은 이제라도 대통령실 핵심 측근자리를 동향(同鄕)인 검찰 출신들로 채워야 할 것이다. “검찰공화국”이란 말을 두려워하면 안 된다. 모든 정치를 “법과 질서, 법에 의한 정의”라는 빛깔(prism)을 통하여 보는 검사들로 대통령실을 채워야 한다. 윤석열 대통령과 윤석열 정권은 불법과 불의를 청산하고 나라를 바로 세우는 정권이 되어야 한다. 나머지는 내각과 국민과 기업이 모두 할 것이다.
윤석열 대통령의 대한민국은 “법과 질서, 법에 의한 자유와 정의” 공화국으로 기억되는 것을 목표로 삼고 나라를 다스리기 시작한다면 국민들의 지지는 올라가기 시작할 것이고 성공한 대통령으로 기억될 것이다. “법과 질서”라는 4글자에 윤석열 대통령에게 국민이 바라는 모든 것이 함축되었기 때문이다. 윤석열 대한민국이 검찰공화국이 되는 것을 자랑스럽게 여길 때 성공의 길이 보일 것이다. 그러나 검찰공화국이 되는 것을 꺼린다면 윤석열 정권의 미래는 보이지 않고 제2 제3의 이준석이 준동하면서 윤석열 대통령을 끌어내리려 할 것이다.

However, the rightists are dissatisfied with President Yun Seok-yeol. You have to find the answer.
The answer is found in the approval rating of Minister of Justice Han Dong-hoon. Minister Han Dong-hoon is supported by conservative right-wing voters because he sees Lee Jae-myung as a criminal and is investigating Lee Jae-myung's criminal activities, and he overwhelms left-wing politicians by boldly digging into the corruption that the leftists have committed for the past five years.
People cannot tolerate injustice. That is why the former Prosecutor General Yoon Seok-yeol, the “Apostle of Justice,” who fights injustice, was elected as president, not because he was a good politician. Just because Yoon Seok-yeol became president doesn't mean he becomes a politician overnight. Politics is not that easy. Yoon Seok-yeol is a prosecutor who doesn't know politics, but doesn't succumb to injustice. He is a former prosecutor who has been prosecuting criminals to protect the people and punishing offenders regardless of their rank for more than 30 years. What he knows is “law and order, freedom and justice through law.” Former President Reagan of the United States pursued only “a strong America, a small government,” leaving the rest to the staff and cabinet. And it was successful. If President Yoon Seok-yeol pursues only “law and order, freedom and justice under the law,” and delegates the rest to the cabinet, conservative voters will turn away.
Politics must have a gang. Former President Park Chung-hee, former President Chun Doo-hwan, and former President Roh Tae-woo conducted politics by valuing soldiers from the perspective of a soldier. Former President Kim Young-sam ruled the country while respecting his comrades and aides in the democratization movement, and former members of the Democratic Mountain Society were the core of the regime. Former President Kim Dae-jung, who survived the pro-democracy movement and political oppression, was the core of the regime, including his close aides, and the Yeoncheong (Democratic Union Youth Fellowship) members. Former President Roh Moo-hyun also took advantage of his human rights movement connections. Former President Moon Jae-in is one of them. Former President Lee Myung-bak's personal connections while serving as the mayor of Seoul as a member of the National Assembly and his older brother Lee Sang-deuk, former lawmaker Lee Sang-deuk, were key forces in the regime. In former President Moon Jae-in, left-wing civic groups and the pro-Roh Moo-hyun forces were the core forces of the regime. Former President Syngman Rhee, who believed in democracy but lived in exile for a long time, was surrounded by politicians with no gang of his own, and eventually hit 4.19. Yoon Seok-yeol's office has no core forces. That's the problem. When President Yun Seok-yeol is in trouble, he has no close aides to fight with him. Politics must have key entourage. Even now, President Yoon Seok-yeol will have to fill the key positions of close aides in the presidential office with former prosecutors from the east. Don't be afraid of the word "Republic of Prosecutors". The presidential office should be filled with prosecutors who see all politics through the prism of “law, order, and justice by law.” President Yun Seok-yeol and the Yun Seok-yeol regime should be a regime that will end lawlessness and injustice and set the country upright. The rest will be done by the Cabinet, the people, and businesses.
If President Yoon Seok-yeol's Republic of Korea aims to be remembered as a republic with “law and order, freedom and justice under the law” and begins to rule the country, the support of the people will begin to rise and he will be remembered as a successful president. This is because the four letters of “law and order” implied everything that the people wanted from President Yoon Seok-yeol. However, if you are reluctant to become a prosecutor's republic, the future of the Yun Seok-yeol regime is not visible, and the second and third Lee Jun-seok will try to bring down President Yoon Seok-yeol.
