물가인상의 해결책이 금리의 인상이라는 주장은 왜 문제가 있는가?

경제 정책은 돈 풀어 수요를 창출한다는 케인스 이론에의 집착이 아닌, 자본축적 관점에서 보아야 한다. 개인이든 기업이든 돈을 버는 과정은 일단 번 돈을 이용, 새로운 재화나 서비스를 생산한 후 이익을 남기고 팔아 보다 많은 돈을 버는 것이다. 

 

그러나 돈은 교환의 매개물의 역할을 하지만 그 자체는 먹을 수도 다른 무엇을 생산하는 원료로 이용할 수도 없는, 어디까지나 교환의 매개물일 뿐이다. 그러나 돈은 그것으로 무엇이든 살 수가 있으므로 사람들이 돈 그 자체가 부(富)라고 오해하고 있는 것이 현실이다. 

 

통화량 증가의 경제 현실

 

우크라이나 전쟁과 코로나 질병 확산으로 각국의 경제가 특정 재화의 생산과 거래의 제한으로 일시적인 영향을 받는 것은 사실이지만 물가의 전례 없는 가파른 인상은 지난 3~4년 동안의 폭발적으로 늘어난 통화량 증가의 결과이다. 그러나 통화량 증가가 재화 생산증가의 근거가 되지 않는다는 것은 상식이다. 우리나라의 경우 지난 2016~2021, 6년간 통화량은 60.8% 증가했지만 GDP는 12.2% 증가에 그쳤다. 통화량 증가를 상쇄할 만큼의 재화와 서비스의 생산이 이루어지지 않았기에 나타난 현상이 바로 물가상승이다. 

 

오스트리아 경제학파는 이런 경제 현상을 물가상승이란 용어 대신 통화량 증가(인플레이션)라 정의하고 있다. 기축통화(Reserve Currency)의 이점을 가진 미국의 달러화도 같은 기간 중 71.4% 증가했으나 GDP는 26.3% 증가에 그쳤다. (자료: 한극은행 및 World Bank) 러시아-우크라이나 전쟁이나 세계 경제에 크게 영향을 미치는 특정 원재료의 일시적 생산중단 혹은 감소는 시간이 지나면 정상으로 돌아오지만 일단 늘어난 통화량은 반드시 그 대가를 치루게 되는 것이 오늘날 경제 현실이다. 통화량 증가의 이런 문제는 기축통화의 덕을 보는 달러화도 다르지 않다.

 

 

허공 중에서 돈을 찍어내는 현행 명목화폐 통화제도는 다음과 같은 문제점을 지니고 있다. 

 

첫째, 소득의 재배분을 낳는데 불행하게도 그 결과는 빈익빈 부익부의 바람직 하지 않는 현상이다. 이것은 찍어낸 돈을 물가가 오르기 전에 먼저 확보하는데 유리한 경제주체(이미 소득수준이 높은 기득권 그룹)가 아직은 인상되지 않는 가격으로 재화와 서비스를 구매하는 반면 그렇지 않은 경제주체는 나중에 상승한 가격으로 구입해야 하기 때문이다. 

 

둘째, 허공 중에서 찍어낸 돈을 먼저 확보하여 재화를 사들이는 경제주체는 일단은 생산에 아무런 이바지하지 않고도 부를 취득하는 혜택을 누린다. 이 혜택은 불행하게도 이미 축적된 자본을 소진하는 결과를 만들어 낸다. 이것은 늘어난 돈을 먼저 확보한 경제주체가 그에 상응하는 재화나 서비스의 생산이 없이 다른 재화와 서비스를 가져가기 때문이다. 

 

셋째 증가한 통화량으로 인해 나타난 특정 재화의 수요증가는 기업의 부실 투자(Mal-Investment)를 유인해 경기의 호황에 이어 불황으로 이어지는 경기순환의 원인을 제공한다. 이로 인해 혜택을 보는 그룹은 통화량 증가의 시발점인 정부, 금융계 및 대출을 받을 조건을 이미 확보한 기득권 계층이며 그 대가로 일반은 통화량 증가의 피해자가 된다. 

 

 

금 본위제도와는 달리 수량의 제한을 받지 않고 돈 찍어내는 것이 가능한 현행 명목화폐 통화제도는 시장원리보다 정치적 고려가 우선되기 때문에 새로운 부의 창출이 아닌, 부의 재배분이 우선적으로 고려된다. 그 결과는 민주적 (자본주의가 아닌) 사회주의 체제로 경제 질서의 개편을 낳게 한다. 시장원리에 근거하는 금본위제도 하에서는 요즘과 같은 비상식적인 물가상승이 없는 것은 물론 생산의 증가로 오히려 물가의 하락 현상을 보여온 것이 역사적 현실이다. 

 

자유시장 경제 체제하에서는 경쟁에 살아남기 위해 가격의 하락과 품질의 우수성이 기본이 되기 때문이다. 이처럼 물가상승은 통화량 증가 그 자체이다. 부(富)는 돈이 아니고 돈으로 살 수 있는 재화와 서비스이기 때문에 같은 액수의 돈이라도 통화량이 증가하면 구매력이 떨어져 사람들은 더 가난해진다. 

 

중앙은행의 금리 결정이 경제에 미치는 영향

 

정부가 간여하지 않는 자유시장 경제는 소비자주권주의(consumer sovereignty)에 따라 소비자의 만족을 목적으로 하여 모든 것을 시장이 알아서 결정하는 경제체제이다. 금리도 마찬가지이다. 시장경제 체제하에서의 이 금리 결정은 (소비자의) 시간선호도(time preference)에 의한다. 이것은 미래에 재화를 소비하는 것보다 동일한 재화를 현재에 소비하는 것을 선호하는 것이 인간의 본성이기 때문에 사람들이 현재의 소비를 포기하고 미래에 소비하는 것을 선택하는 경우에는 보다 많은 양의 소비를 원하는 것을 말하는데 이 비율이 바로 금리이다. 따라서 금리의 결정이 중앙은행이 아닌 시장의 결정에 근거해야 한다는 것이 바로 자유시장 경제체제이다. 

 

기업의 투자에 적용되는 금리가 소비자의 시간선호도를 반영한 것이 아니고 중앙은행의 결정에 의한다면 그 결과는 기업의 부실 투자의 원인이 된다. 미 연준에 의한 통화량 폭증은 달러가 기축통화인 것과는 무관하게 달러의 구매력을 감소시켜 온 것이 지금까지의 미국의 경제적 현실이다. 지난 6월의 물가는 작년에 비해 9.1 % 인상했고 8월에도 조금 줄기는 했으나 여전히 작년보다 8.3% 인상되어 그만큼 달러의 구매력이 감소한 것이 미국 경제이다. 그러나 달러가 기축통화라는 것은 시장을 더욱 왜곡시키는 원인을 제공하는데 그 하나의 사례가 연준의 금리 인상이 달러화 채권의 수요를 증가시켜 다른 통화와 달러의 환율에 크게 영향을 미친 것이다. 

 

기축통화가 주는 이점은 일시적이고 허공 중에서 돈을 찍어내는 경제의 후유증은 이후 미국 경제가 부담해야 하는 커다란 짐으로 작용하게 될 것이다. 달러와의 환율 인상을 방지하기 위해 원화의 금리 인상이 불가피함을 주장하는 것이 현재 한국은행의 정책이다. 이것은 장기적으로는 시장의 시간선호도에 의한 자유로운 금리의 변화를 방해하는 결과를 낳을 것으로 예상한다. 

 

그러나 불행하게도 정부나 권력이 간여해야 모든 경제문제를 해결해야 한다고 믿는 것이 오늘의 경제 현실이다. 과연 정부의 간여가 경제문제 해결을 위한 근본적인 해답이 될 수 있을까? 역사적 현실은 그렇지 않다. 경제문제에 관한 한 정부 권력이 아무리 개입한다고 해도 경제주체인 개인 혹은 기업의 판단을 능가할 수 없는 것이 자유 시장경제의 진실이기 때문이다.

 

경기침체의 가장 큰 피해자는 빈곤계층 

 

통화량 증발로 피해를 본 빈곤계층을 돕기 위해 또다시 돈을 찍어 그들을 도와주는 정책은 정치적으로 설득력이 있지만, 그 결과는 과연 그럴까. 불행하게도 현실은 찍어낸 돈의 혜택을 최종적으로 얻는 계층은 정부, 금융계 및 대출을 받을 조건을 이미 확보한 기득권 계층이다. 반면 일반은 인플레이션의 피해 대상이 된다. 하나의 경제권에서 재화의 생산은 일정하거나 오히려 감소하는 것에 비해 증가한 통화량으로 인해 소비는 더 늘어나게 되어 당연히 물가의 상승을 초래하고 그 결과는 축적된 자본의 소진으로 연결되어 전체적인 경제는 더 빈곤해지는 결과를 낳는다. 

 

오늘날 우리가 경험하고 있는 통화량의 증가는 세계적 현상으로 역사에 그 기록을 남길 것으로 예상된다. 인류의 경제 역사를 보면 애초에는 통화량 증가가 금이나 다른 귀금속의 채광에 의존했기 때문에 요즘처럼 정부가 무한대의 돈을 찍어내는 것은 불가능했다. 

 

어떤 특정 재화, 예를 들어 원유 혹은 특정 광물의 공급이 전쟁이나 재난이 원인이 되어 감소하게 될 때는 시장이 대체적인 재화의 공급이나 생산을 유도하고 이에 따라 점차 부의 소비수준이 안정화 되지만 통화량의 증가는 전체적인 재화 생산의 증가율을 훨씬 능가하는 가격상승을 유도하기 때문에 부의 소비 측면에서 보면 하나의 경제권은 더욱 빈곤해지게 되는 것이 오늘의 경제 현실이다.
