경북도, 법무부 지역특화형 비자 시범사업 공모 선정

【브레이크뉴스 경북】이성현 기자=경상북도는 지난 5일 법무부가 지역소멸·생산가능 인구감소에 대응하는 인구정책의 일환으로 추진하는‘지역특화형 비자’시범 사업 공모에 선정됐다고 7일 밝혔다.

지역특화형 비자는 지역인재 확보와 국가 균형발전을 도모하고 지역의 수요를 반영해 지역에 필요한 외국인에게 비자 특례를 부여해 지역사회 정착을 장려하고 지역경제활동 촉진, 인구유출 억제를 목적으로 한다.

 

올 10월부터 1년간 시행되는 시범사업 기간에는 지역우수인재(유학생), 동포가족을 대상으로 진행된다.

 

법무부 기본 요건과 지역 특화 요건을 갖춘 외국인이 인구감소지역에 일정기간 의무 거주 및 취업을 조건으로 거주(F-2), 동포(F-4) 비자를 선(先)발급한다.

이번 시범사업 공모는 제도의 전면 시행에 앞서 사업의 지속.확장 가능성을 검증해보고자 전국 인구감소지역을 대상으로 공모를 진행했다.

또 사업추진의 필요성, 사업계획의 적절성, 사회통합계획 등을 종합적으로 평가하여 6개(광역 4, 기초 2) 지자체를 선정했다.

경북도는‘지역특화형 비자’제도가 민선8기 지방시대 주도 준비위원회에서 제시한 ‘외국인 광역비자’의 첫 단추가 될 수 있다고 보고 공모에 적극 대응한 점이 전국 지자체들의 높은 관심에도 불구하고 공모에 선정될 수 있었다는 입장이다.

이번 시범사업에서는 경북도의 경제발전계획 및 산업구조, 외국인 수용성, 기초자치단체의 추진의지 등을 종합적으로 고려해 영주?영천?의성?고령 4개 시군을 사업대상 지역으로 선정했다.

 

해당 지역의 인구구조와 일자리 현황에 따른 인력 수요를 정확히 조사·분석해 지역우수인재와 동포가족을 대상으로 시범사업을 운영할 계획이다.

또 지역별 산업수요에 맞는 필수 외국인력 매칭을 원칙으로 운영되기 때문에 내국인 일자리 잠식을 최소화하면서 지역의 생산, 소비 활성화 등 선순환 구조를 구축할 것으로 기대된다.

경북도는 이 사업의 추진을 위해 산학민관 거버넌스를 구축하고, 전담조직인 아이여성행복국을 중심으로 한 지역특화비자 TF팀을 구성해 신규 입국한 내외국인에게 동등한 기회를 제공할 방침이다.

 

또 초기 정착에 어려움이 없도록 주거지원, 한국어교육, 동반자녀 학습지원 등 맞춤형 정착지원 프로그램을 시행할 예정이다.

해당 지역 및 직장 내 내국인들의 외국인 수용성을 높이기 위한 사회통합프로그램도 추진할 계획이다.

아울러, 외국인인력 활용을 통한 일자리 시스템 구축을 위해 참여기업과 대학에도 인센티브를 지원할 예정이다.

외국인 우수인재 및 동포를 고용하는 기업에는 인건비의 일정부분을 지원하고, 대학교 지역특화형 비자 연계 취업프로그램에 참여하는 유학생에 대해서는 장학금도 지급할 계획이다.

이는 유학생 유치를 통한 지방대학 경쟁력 강화와 코로나19 이후 침체된 지역 중소기업의 생산력 회복에 기여할 것으로 기대된다.

또 내국인과의 갈등요인을 해결하기 위해 외국인-내국인 민관협의체 구성.운영, SOS 긴급지원팀 운영 및 가족센터 전담인력을 배치해 신규 유입된 외국인이 선주민과 융화될 수 있도록 법무부 및 기초자치단체와 협력해 통합 방안을 마련할 계획이다.

특히, 지역특화형 비자 정책이 지역 경제 활성화에 도움이 되는 정책임을 적극 홍보할 예정이다.

이철우 경북도지사는 “수도권병으로 인한 지방의 인구감소는 물론 고령화로 인한 생산성이 지속해서 떨어지는 가운데 법무부에서 외국인 우수인재 유입과 동포가족에 대한 지역특화형 비자를 도입해 준 것에 대해 반갑게 생각한다”며, “앞으로 외국인 유학생 부모, 결혼이민자 가족 등에도 특화비자를 확대할 수 있도록 노력하겠다. 그들도 우리와 같은 주민이라는 인식을 적극 홍보하고, 지역에 정착해 건전한 주민으로서 성장해 갈 수 있도록 아낌없는 지원을 하겠다”고 밝혔다.
